CWC records impressive performance
The Central Warehousing Corporation (CWC) achieved yet another record turnover of Rs.987.95 crore during 2009-10 as against Rs.849.25 crore during the preceding year, thus posting a growth of 16.33%. This impressive performance could be achieved due to increase in capacity utilization (occupancy) to 85% as against 82% achieved during previous year. Besides, handling of containers at CFSs/ICDs and revenue earned out of Container Rail Transport operations, Pest Control activities also registered growth. Keeping in view the excellent performance during the year, CWC declared dividend @ 38% as against @ 30% during the previous year. The aggregate dividend payout for 2009-10 is Rs.25.83 crore. This dividend is all time high. B.B. Pattanaik, Managing Director (MD) CWC presented a cheque of Rs.14.22 crore to Sharad Pawar Indian Minister for Agriculture, Consumer Affairs, Food & Public Distribution on October 28, 2010, being the dividend due to the Government of India(GOI). This was presented in the presence of Ms.Alka Sirohi Secretary (F&PD), Desh Deepak Verma AS & FA Ministry of Consumer Affairs Food & Public Distribution and B.K. Saha, Chairman, CWC. Other senior officers of the Ministry and CWC were also present on the occasion. The CWC has a massive plan of construction of godowns on its own land to the extent of 1.87 lakh MT during current financial year and 2.13 lakh MT during 2011-12 mostly for storage of foodgrain stocks besides creating 5.82 lakh MT under PEG-2009 in the States of Gujarat, Maharashtra and Kerala. It has other diversification plans into the areas of infrastructure for EXIM trade, cold chain logistics, operating container trains, etc.

SAIL records sales turnover of Rs. 11,697 crore in Q2
Steel Authority of India Limited (SAIL) has recorded a sales turnover of Rs 11,697 crore during July-Sept. (Q2) of the current financial year, registering an increase of 9% over the corresponding period last year (CPLY) and nearly 18% increase over the preceding quarter Q1. SAIL registered profit before tax (PBT) of Rs 1592 crore and profit after tax (PAT) of Rs 1090 crore, which were about 36% and 34% lower than CPLY respectively. PBT variation of Rs. 927 crore compared to CPLY, is primarily caused by increase in input price to the tune of Rs. 1097 crore (out of which, Rs. 939 crore is on account of imported coking coal alone). The wage cost in Q2 was up by Rs. 572 crore over CPLY on account of revised wage structure, said SAIL Chairman Mr. C.S. Verma adding "We havebeen able to withstand external market conditions, be it substantial increase in input costs or pressure on margins. This has been possible due to increased sales and optimization of product-mix. With input costs likely to stabilize in the coming weeks, we are confident of overcoming the impact of the market."

Central Bank Of India records 20.70% growth in net profit

Central Bank of India has posted a net profit of Rs 379 crore for the quarter ended September 30, 2010 vis-à-vis Rs 314 crore for the quarter ended September, 2009 recording a growth of 20.70% on a YoY basis, said S. Sridhar, Chairman & Managing Director of the Bank. Correspondingly, Sridhar said, operating profit zoomed to Rs 777 crores on Sept. 30, 2010 from Rs 514 crores on Sept. 30, 2009 showing a growth of 51.17%. Net Interest Margin (NIM) also spurt up to 3.14% as on Sept. 30, 2010, as compared to 1.81% on Sept. 30, 2009. This was attributed to a strong growth in Net Interest Income of Rs. 1346 crores. The Total Business of the Bank increased to Rs. 2,83,561 crores as on September 30, 2010 from Rs. 2,43,718 crore as on September 30, 2009, a growth of 16.35% (YoY) basis. Also, gross NPA ratio declined to 2.28% as on September 30, 2010 from 2.64 % as on September 30, 2009. Net NPA declined to 0.68% as on September 30, 2010 from 0.69% as on September 30, 2009. NPA Provision Coverage decreased to 70.5% as on September 30, 2010 from 74.3% as on September 30, 2009.

With the sensational `modernisation / globalisation ' etc. the systems have been thrown to the winds and we are now grappling with RTI brickbats every now & then!

Restructuring of CSSS

Restructuring of CSSS is current in progress. The following point may kindly be taken into consideration while giving effect to the ongoing restructuring CSSS.
The Stenogrqaphers Grade 'D' appointed in 1982 and thereafter and presently working as Personal Assistants either on regular basis preceded by ad-hoc appointments in 1997 or thereafter or ad-hoc basis till date may be regularised from the date of initial appointments. As the ad-hoc appointments are short-term measures and cannot be continued for years together. These appointments were made way back in 1997 in the era of decentralisation of CSSS service. Since the decentralisation of the CSSS service has been replaced by centralising the service and the appointments are made by DP&T, it is high time to take the corrective steps by regularising the ad-hoc service of the personnel from the date of their initial appointments by extending the seniority list of particular year.

Is Secretary Health biased towards IAS ?

Ms Sujatha Rao, Secretary Health is biased towards IAS to such an extent that she in turn is damaging the system. Six AIIMS are being set up for which the post of Deputy Director were advertised. Unfortunately none of the AIIMS evoked interest from IAS and only non IAS applied. The Secretary Health inspite of the panel sent by DOP&T rejected all and re-advertised the posts calling only for IAS. The policy has failed and no IAS has come forward. The work at all AIIMS has got badly delayed.

Economic growth is not enough

India has slipped in the annual Corruption index released by the Transparency International from 84th to 87th place. That means we have fallen below three more countries so far as corruption is concerned. Are we ashamed? No way. We have our economic growth to tout about. The fact is that our country with more than 5000 years of civilization has become so much uncivilized. Lies, Crime, frauds of the worst order are so common in what we term as high rung of society and all those who matter in the governance of this country. We have become so selfish that we have lost the human touch alltogather. Economic Growth has brought so much prosperity for some that they have number of houses to live in while the poor sleep on the pavements. Is it not vulgar to have a 27 storeyed house with helipads, swimming pool, spa parking and a captive workshop for hundreds of cars, living space for more than 500 servants when millions of children in this nation are malnourished and are deprived of basic healthcare. Who thinks about them or even cares about them. Yes, there are schemes galore in their name but all the money meant for those schemes is pocketed at various ends. We need a revolutionary to morally and spiritually uplift this nation. After all only economic growth is not enough. We have to grow into good human beings to make our nation great.

Deal with caution

The news about empanelment of some of the central services officers for the post of Addl. Secy's and Secy's in GoI must be dealt with caution. While it may sound as a good news it may not actually be the one as the officers may retire while remaining on panel and never being picked up due to lack of lobby push which IAS enjoys.
Two even if some central service officers do get picked up and assigned they are likely to get not so significant posts(or we may call the posts not sought after the blue eyed boys)
Three even then this measure can hardly be called reformist as the bureaucracy at large remain the domain of brotherhood and remains bereft of new ideas which professionals from fields other than organized civil services can offer to the government.
My word would be to wait and watch if Cab Secy is actually serious on bureaucratic reforms or this only a kind of steam vent measure

You will be pleased to know that global college of law in NCR, an exclusive Law College for 05 year integrated degree course, has come in operation. on 25.10 2010, BCI has visited for final approval. the expert committee appeared to be very happy to see the infrastructure of college which for law studies in India is a rare thing because the Law study in India appears to be an relegated subject. But now this college will give great emphasis on Law studies. The distant motive is to transform the vision of people in India.
Students would be given every support to come out as very successful humans in life.

Condition of doctors

While I agree that the working conditions of doctors in govt hospitals leave much to be desired, it has to be noted that new crop of doctors at the junior levels such as Jr.& Sr residents appear to have no commitment to the jobs entrusted to them. This can be noticed at the emergency centre of any govt. hospitals. Even Sr. doctors of these hospitals advise that if it can be avoided one must not visit emergency centres of govt. hospitals. this is mainly due to the fact that nowadays MBBS degrees are not obtained but purchased and residency is obtained through 'bhai bandhi'. So how does commitment come? Ministry of health must do something about the quality of education at the medical degree shops.

Habibullah should be named

I do agree that a person of the stature of Wajahat Habibullah should be a member of the centre's team of interlocuters. He can still be included so that the team can take advantage of his knowledge and experience of J&K. My request to all concerned i.e. media, political parties etc. would be to let the team to work with freedom and allow them to study the problem without being prejudiced by different opinions from various quarters. Everyone of us, Indians would agree that the issue of J&K is a bilateral matter to be sorted out between India and Pakistan. So why fret and fume at the mention of Pakistan? Can we take a unilateral decision in the matter? Even if we do, can we implement it unilaterally? Let us be practical. We have to admit certain facts which cannot be brushed under the carpet. The only thing to be kept in mind is to beware of elements like Geelani, who have their vested interests. Geelani is one who will never agree to any solution just to show his importance. Such people must be shown their place and saner elements should be taken into confidence. Let us all pray for an amicable solution

Utilise officers

The extra ordinary officers in the administrative or such fields should be utilised as per the capacity and capability of the person. in fact sometimes we take good decision and at times we fail to recognise the utility of a person. the government in stead of granting extensions must increase the age limit to 62 years and seek report from the reporting officer about continuation of the officer. That is most important.
