After a long wait panel of six IRS officers has been approved for the
post of Member Central Board of Excise and Customs (CBEC).They are Mssrs

M C Thakur. The panel has reached to the DoPT for formal orders.
DoPT seeks panel for Director, CBI
As the grapevine has it, DoPT has asked for a panel for the post of
Director, CBI from Ministry of Home Affairs (MHA) and the MHA has forwarded
names of eligible IPS officers to DoPT for the panel. The matter is
going on in full swing. CSB meeting will he held shortly to finalize
the panel for the post of CBI, Director.
Valavan debarred from central deputation
R. Karaikal Valavan who had been appointed as Joint Secretary, Department
of Public Enterprises but, had failed to join so he has been debarred
from central deputation for a period of five years. He is an IAS officer
of the 1983 batch who belongs to the Andhra Pradesh cadre.

As the grapevine has it, Lalu Prasad Yadav, the then Indian Minister
for Railways had also mooted a proposal seeking permission to affect

The name of Bibhuti Bhusan Das has been forwarded by Ministry of Home

who belongs to the West Bengal cadre.
Kudos to Indian Railways
It is now apparent that almost all government departments that were
connected with the CWG in some way or the other are under fire on corruption
charges, with the sole exception of the Indian Railways. The exceptional
work done by the railways especially in improving stations in Delhi
area and running the special Shatabdi to Agra has on the contrary been
widely appreciated. Railways also significantly contributed to the medals

Air India to use T-3 from its winter schedule

Up scaling and promoting the use of renewable
energy discussed
The technical sessions of Delhi International Renewable Energy Conference
(DIREC 2010) opened with a great fanfare yesterday with the participation
from 50
ministers, over 8,000 delegates and 250 speakers, 525 exhibitors from
70 countries. Dr Farooq Abdullah, Union Minister, New and Renewable
Energy, India, welcomed the delegates to DIREC 2010. He emphasized that
international cooperation in renewable energy research and development
is essential to accelerate the development of solutions to meet the
world's increasing demand for affordable, non-polluting, renewable energy.In
the morning, the event saw an overwhelming response from participants
across the globe who attended the plenary sessions on: the journey from
Johannesburg to Delhi; scaling up
renewable for energy security, climate change and economic development;
the road to Cancun; the green economy and the role of renewable; and
Vision 2020 for promoting renewable energy.Deepak Gupta Secretary, Ministry
of New and Renewable Energy urged government agencies and stakeholders
to sign the Delhi International Action Program, and to pledge commitments
for renewable energy. He further stated that renewable energy is vital
part for addressing energy
security, climate change and strategic growth with less dependency on
fossil fuels. Dr Montek Singh Ahluwalia, Deputy Chairman, Planning Commission,
India, noted that the need for new and renewable energy has increased
due to India's growing reliance on petroleum and coal imports and India's
pledge to reduce carbon footprints. Dr Ahluwalia underscored India's
energy plans, including: reducing the emissions intensity of its economy
by 20-25%; taking advantage of abundant solar
resources; and providing 500 GW of clean energy through thorium-based
nuclear energy by 2050. Jürgen Becker, State Secretary, Federal
Ministry for the Environment, Nature Conservation and Nuclear Safety,
Germany, said renewable energy is important for tackling climate change
challenges and ensuring energy access and security. Underscoring that
global investment in renewable has increased five-fold since 2004 and
that 83 countries now have national policies. Becker added that the
Global Climate Partnership Fund can further enable partnerships between
banks in developed and developing

Institute (SANERI), recalled South Africa's pledge to generate 4% of
their energy from renewable sources by 2013 and called the attention

US legislation on clean and renewable energy, Arun Majumdar, Director,
Advanced Research Projects Agency-Energy (ARPA-E), US Department of
Energy, stressed the role of innovative solutions and basic science,
and highlighted the ARPA-E-sponsored energy innovation summit to be
held in February-March 2011 in the U.S. Mohamed El-Ashry, Chairman,
Renewable Energy Policy Network for the 21st Century (REN21), highlighted
the progress made in renewable energy since the Washington IREC in 2008,
emphasizing recent increased political commitment to
renewable from both developed and developing countries. Other main speakers
were: Kandeh Yumkella Director General (DG) UNIDO,Shyam Saran
former Special Envoy to the Prime Minister on Climate Change India,
The 'Renewable Energy Village' was inaugurated by Dr Farooq Abdullah
showcasing the wide ranging programs on rural energy of the MNRE. The
concept adopted, by and large, is to use agricultural and forestry residues,
cattle dung and other wastes to provide sustainable solution for meeting
the electricity and cooking related needs of households.In the afternoon,
three parallel sessions provided separate forums for Ministers, Multi-Stakeholders
and CEOs to discuss renewable energy from their perspectives. Vikram
Chandra, CEO, NDTV, facilitated a panel session and discussed challenges
to global action on energy, options for quick solutions and whether
technology can enable renewable to dominate the energy industry. Several
ministers emphasized the need for cooperation and collaboration among
sectors and across borders to bring down the cost of renewable and achieve
economies of scale. On energy access for rural areas, it was emphasized
that decentralized power generation is often cheaper than
constructing a grid.The session on renewable access and MDGs discussed
the relevance of energy access to achieving the MDGs. Ms Rachel Kyte,
Vice President, ICF, called the cost of ensuring access "chump
change" in the big picture, and said it should not be a barrier.

It seems Punjab Government is in a bad shape these days.The Government
has not disbursed their salaries to the Government-aided schools for
the past three months.If Association is to be believed teachers in 150
schools across Punjab have not received their salaries for the past
ten months.

Ministry of Health in a muddle
Sujatha Rao has been interfering in the working of the Directorate
General Health Services. Dy DGs and CMOs have been shuffled without
the knowledge or approval of the DGHS. Dr Srivasatava DG has not risen
to the occasion. Minister Azad has for reasons best known to him allowed
this kind of anarchy.... what a shame?

Doctors should not be given any decision making powers. Very arrogant
lot. Just go to hospitals like GTB/RML etc . These doctors deserve this.

MCD will miss her
The departure of Mrs T Tonsing Prasad would be felt in MCD for along
time. Habitually polite, she gave a new face to the conservative side
of the organization. She was a positive and extremely efficient lady.
None of her type has come to MCD nor is anyone likely to replace her.

No dearth of talented people in India
Is there any dearth for talented people in India. Why can't Dr. P.J.
Nayak,IAS (Retd) be appointed as Chairman, SEBI. He is a man of unimpeachable
character and an upright officer. His knowledge of Capital Market/Banking
laws/micro and macro economic policies etc., are amazing. In my opinion,
he is the only deserving choice.

Clearing confusion
My views on the condition of doctors were w.r.t. PG students who get
a seat by virtue of their appearing in the All India Medical PG examination
which is conducted by AIIMS every year. To get a seat is very difficult,
and that too unless a student gets a very high rank he cannot pick up
a seat in Delhi. After so much hard work, if they are treated the way
they are at the hands of the IAS and generalist service officers, then
the concerned authorities should not blame the professionals for resorting
to brain drain. Does he know the condition of PG I students in Delhi
who have come through the All INdia PG exam 2010. To say it is bhaibandhi
if they get jr/sr residency, is like slapping them. Please don't add
insult to injury, Kalicharan. They were paid their first salary which
was due from May/June,2010 only a couple of weeks ago. They have to
serve for more than 24-30 hrs at a stretch. They are put on casualty
duty when they should be pursuing their PG speciality. Air conditioners
are purchased for installation in Doctors duty room and of course installed.
But they do not work. They have to work in May, June with only a fan
or sometimes even that does not work. Will any IAS officer work under
these conditions? Doctors have to perform operations with their bare
hands, sometimes without any instruments, because the instruments simply
vanish from govt. hospitals and OTs. OTs are not being utilised - instead
they are being used as store rooms etc. etc. How many IAS officers or
even clerical cadre people in govt. deptts in north block, south block
etc. etc. are prepared to work in similar conditions? These IAS officers
(like Health Secretary etc.) sit in judgement over these doctors as
later comments in WIC suggest. These IAS officers poke their nose into
each and every thing like only IAS officers should be running newly
created AIIMS and health secretary rejecting non IAS panel etc. for
the same. God save this country from the clutches of IAS. Sometimes,
one feels whether it is a bane to have been born in this country and
taking up medicine as a career. In a country, where merit does not get
appreciation and recognition, what else can be expected but brain drain
of our doctors to USA etc.

Reg in-situ promotions
It is a matter of record that 3 non-IAS officers posted as JS in GOi
were made in-situ AS within days of being empanelled as AS [in April
2010] but this benefit is still awaited by IAS officers empanelled as
AS who continue to serve as JS. the non-IAS given in-situ promotions
included one very 'strong' lady from Customs service. This is not a
rumour.
