It’s a Miracle ! I recall watching a news report in 2004 on DD news about Whispersinthecorridors. And a gentleman commented “It’s a Miracle”. Thinking of it after many years of retirement we, IAS always block everything that comes to our notice. RTI finds it difficult to extricate information. However, Whispers day after day, for a decade, gets all the information it desires. I recall, once in a meeting a Principal Secretary to Prime Minister shouting at Director IB " Who the hell is this Dr Mehrotra ? How does he manage more moles in GOI than you ?" Today looking back PS to PM was perhaps right and today he relies upon this site for info now that he lives retired life. And "THE MIRACLE" continues ....... and my Salaam to your efforts. My only regret, I did not recommend you for a much deserved Padma Award.

R.C. P. Sinha in JD-U’s star campaigners’ list

Bureaucrat turned politician R.C. P. Sinha who is a Rajya Sabha MP from Bihar on a ticket of Janata Dal United (JD-U) is said to be party’s one of the 25 star campaigners for Bihar assembly polls. He is an IAS of the 1983 batch and has been associated with Bihar Chief Minister Nitish Kumar while the latter was a Cabinet Minister at the Centre during NDA regime. Sinha is a Kurmi who hails from Nalanda district of Bihar. In last Rajya Sabha poll he had become an MP on a JD-U ticket.


Will Sarangi be Secretary Food in GoI ?

Chairman of the NABARD, U C Sarangi, who hails from Maharashtra cadre is likely to join the Government of India as Secretary Food and Consumer Affairs. Union Minister Sharad Pawar is reportedly keen to have 1977 batch Maharashtra cadre IAS officer Sarangi as Secretary Food.

As the grapevine has it, the Committee of Secretaries (COSs) will take up process for empanelment of IAS officers belonging to 1991 batch for posting as Joint Secretaries in Government of India (GOI) after October 13, 2010.

Role of corruption in growth of Indian economy ?

Time has come now when we should not feel shy or apologetic and openly admit and acknowledge that the main factor/reason for our high rate of annual growth of 8 or 8.5% p.a. is that we recognise the role and importance of corruption in growth of Indian economy. Without corruption we could not have put up such a spectacular show on the opening day of CWG. Encouraged by the appreciation received on the opening ceremony of CWG voices have already been raised in favour of India aiming at 2020 olympics. Infact those who speak against corruption should be silenced and treated as traitors and at par with anti national elements so that there are no hurdles in the path of India becoming super power. Infact we should get our formula patented and ask for suitable royalty should any one try to emulate us .Under the IPR regime who knows our income from royalty from the patented formula may surpass even income from IT and BPO sector .

There cannot be any progress in this country unless we agree on nation building. This will require strong leadership at the top; intolerance with corruption ( for god's sake punish the guilty politicians and civil servants); invoke rule 56-J and ors and remove the inefficient government employees; reward all the high achievers ( both within government and outside- not just the Ratna awards). Why the empty stadiums? Why can’t we use this opportunity to build the sporting spirit? Get each sports federation ( national and state) to ensure participation of all their budding and existing talent; get the sports clubs to attend ( give free tickets if need be); any school going child should get a free ticket for seeing any 1 event. Ask them to come with their school ID or almanac.

After CWG scam, what ?

The most amazing scam after the Commonwealth games is the state governments scam. The modus operandi is the grant of Joint Secretary to government of India rank and pay to IAS officers of 16 years seniority and Additional Secretary Government of India pay and rank to IAS officers of 24 years seniority by the bankrupt state governments when the Central Government allows the same only upon 20 years and 31 years to the IAS (and the IAS does not allow even that to all comparable services except the Foreign Service). This is because the state governments are controlled by the IAS. The political executive does not even know of these things.

CGEWHO experience

Regarding the functioning of CGEWHO I would like to state that my experience with CGEWHO has not been good. The officers do not meet the allottees. No action is taken on the letters written to the CEO who being a retired colonel feels insulting to meet common man. No action is taken on the issues of mutation of flats allotted to allottes. Gurgaon scheme is an example. The possession of flats was given in early 2000. It is 2010 the mutation/conveyance deed has not been made in favour of the allottees. In fact the matter is left to the RWAs and no action is taken by them to pursue the same with HUDA or other government agencies. A letter is written which is never followed. Wake UP CGEWHO!

“Let the imbroglio be resolved out- of- court !”

I am not competent to go into the complexity of the High Court’s order. The verdict on Ayodhya-Babri title suit, besides contributing to delay of over 60 years, merely succeeded in releasing the pent-up angst, anguish and suspicion from the minds of Hindu-Muslim communities simmering for decades. Had the judgment been pronounced six decades back, irrespective of its content, the problem would have been resolved long back.One wonders how many browsers have ever visited the twin city of Faizabad-Ayodhya to witness the extra-ordinary bonhomie prevailing between the Hindus and Muslims. Just go and behold! It enhanced my feel-good factor, anyway. It does not take one long to understand the hidden agenda of the Hindu-Muslim fundamentalists incited by political parties whose motives are to keep their political kettles boiling as part of vote bank politics. Having now understood the game plans of politicians, the enlightened Hindus and Muslims have decided to show them the doors. The game of politicians is up.
The role of print and electronic Media merits appreciation. I congratulate them for creating public awareness before the judgment against mindless communal violence. Let the Media black-out such politicians to facilitate bilateral out-of-court settlements before the expiry of mandatory 3 months period of status quo.
Let wisdom dawn upon the political parties. They must realize the futility of BJP’s Rath yatra of 1992,the Congress’s secret deal with the former. The public has not forgotten the Congress’s opportunism and the Dhritrashtra’s syndrome of of P V Narsimha Rao,the then PM, when the mosques were were demolished. Let all politicians keep their hands off and leave the Muslims and Hindus in peace and resolve their “family matters” amicably between themselves
A word about pseudo Leaders of smaller parties who give support to the Congress in return for protection from CBI, will be meaningful as they have been exploiting the Muslims during the ‘Ramzaan’. They create ‘tamasha’ while attending or organizing “ iftaar” parties. They look like buffoons, anyway. By merely donning Muslim attire, one cannot become a Muslim and vice versa. Let the hindu politicians first behave like responsible citizens of India instead of shamming their “conversion” to Islam ! We have grown sick of them all.

Whispers about Directors on PSUs !
In the past several years, Whispersinthecorridors.com has been putting out information about the appointments of Directors on the Boards of PSUs. All the names carreied the distinguishing mark "retired...". Makes interesting reading, as if there is some co-relation between the service and eligibility for appointment on the Board of Directors. I know from my long service in GOI, including the Ministry of Industry, that there is no dearth of people possessing working experience of industry & PSUs, but they belong to "other" services. It seems either they are not nominated /appointed Directors/Independent Directors on the PSU boards or the WIC gives information about only one service retired persons(Which I don't bite). The question is: what is in the best commercial interests of the PSUs/Banks: the stamp of a particular service alone or the qualifications, experience etc of the appointee? If the health of the PSUs/Banks is the prime consideration, all services should be given the opportunity of proving their mettle. Let there be a healthy competition in the interests of PSUs/Banks.The foot over Bride incident at the Jawahar Lal Nehru Stadium symbolizes the admirable side of the Government in comparison to the private sector. It also projects the "other" services in the commendable light!. Administrative reforms desirabe? Deridable? Yes/No?

CGEWHO is in a slumber!

No new projects coming up in NCR or other metros, nor any news. No progress on "Projects/ Schemes under Planning". "Scheme expected to be announced in ..." "Further course of action is proposed to be put up..... " - These are typical examples of progress on projects. Have they bitten more than they could chew? Going to be part of history ??
