What People say about WHISPERS.I agree with B.P.Singh that WIC gives lot of advance information which is 99% correct. However this cannot be said against IB's in this regard. While WIC gives information about postings and promotions, IB operatives used to give all the information about a bureaucrat, corporate leaders in the shortest possible time. While IB operatives had to share responsibility for their news (reports), WIC enjoys journalistic freedom. Wish some reports from IB were published to give an idea of its operative's depth and commitment.

3 CBEC officers to figure in Members’ list
As the grapevine has it three CBEC officers will figure in the list of becoming Members. They are: Ms. Jasdeep V Singh, Rajesh Dhingra and M.C. Thakur. All are from the 1975 batch of IRS –CE & C, cadre. G. S. Narang is unlikely to make it because he has not got vigilance
clearance. Likewise, Ajit Kumar’s chances are bleak because he has been charge sheeted. Ms. Lalita John does not fulfill qualifications. Prem Kumar and G.V. Naik have gone to the Seetlement Commission as Members. As far as Vineet Ohri Chief Commissioner Cochin was concerned despite his having won litigation against a charge sheet, has dim chances of becoming a Member in the CBEC. Thus, three officers who will make it as Members of CBEC have been stated in the beginning.
Will they be offered Secretaryship ?
 Will the eight 1977 batch IAS officers who have been empanelled for the post of secretary but are retiring next year be offered Secretaryship ? It is still a mystery.

As the IGP Law & Order, Armed Police & Human Rights for four years, he ushered in an era of stability in the State. He has also served in the (CBI) for 14 years as SP, DIG & Joint Director , and has to
his credit the investigation of a large number of landmark sensitive cases of national importance, such as the Rajiv Gandhi Assasination , Indian Bank Scam & Priyadarshini Mattoo Murder, to mention a few. His stint with the ITBP was significant with a number of initiatives focused mainly towards the expansion of the force & its infrastructure. This included the establishment of the UNCIVPOL Training Centre & the first Disaster Management Company, among other
contributions.

His significant achievements have been sustained operations against militants with personal participation, laying of around 130 kms of

Promote all simultaneously

All India Service should mean that a particular batch should be promoted throughout the country simultaneously. If in a state a particular batch of AIS is not promoted to the same rank as his counterpart in other states it defeats the very flavour of being in All India Service.

Cadre Restructuring of IRS not in national interest

Income Tax Department is asking for huge number of posts at all levels, however it is not in the national interest
1. At Chief CIT level there is need to scrap half the post and not to increase it as existing CCIT rank officers are totally unoccupied and some of them create hindrance in the working of subordinates.
2. The post of CIT DR ITAT needs to be downgraded to Sr. DR ITAT as it was their before restructuring, this will free at least 50 CITs furhter posts of many CIT appeal and admin can be combined. All this will lead to surplus in this cadre , where is the question of increasing the post.
3.At JCIT level post can be freed by downgrading the post of Sr. DR to the post of Jr DR as before restructuring , this will free at least 100 JCIT level officers.Similarly the post of Tr Price Officer needs to be downgraded to ACIT/ITO level.
4. There may be a need to recruit more ACITs,ITOs and inspectors but one does not need a restructuring for this

The need of the hour is to grant time scale of pay to IRS officers to cope with stagnation, but it is difficult to get.

Is Ramjanmabhoomi- Babri masjid dispute a civil case? Is it only related to three parties? Then why did police were alerted all over India? Thus it is a site of national importance and common property of people of India. In such case why government did not become a party under Sovereign authority? The Judges could have been from outside the faith of the disputed parties so that an iota of sentiment do not influence their decision. In case if the case reaches Supreme court, the government should seek permission to nationalise the property in public interest and preserve it in as is where is condition. Taj Mahal is the Tomb of Muslim Emperor and Queen, have we given it to Muslim community? No. It is a national monument. Egypt pyramids were used by Pagan religion, has the present Muslim government given it to the descendants of pagans? No. It is a part of Egyptian culture. So also birth of Lord Rama and existence of Babri Masjid are part of Indian culture. No one can deny nor deface nor demolish it from the hearts of concerned people. Government can pass The Ramjanmabhoomi-Babri masjid preservation Act in this secular parliament to keep it fenced and preserve the site for future generations under ASI. Why no NGO seeks a PIL in this direction. Rest of people of India shall reconcile and live in coexistence happily in this modern India.

“How to perpetuate mediocrity ; a reality check ?”

ACRs are now APARs (Annual Performance Appraisal Reports). All officers across the country have access to them. air enough. But, what are the ground realities? As a whistleblower, I made a reality check to expose the public interest disclosures about the wrongdoings going on in almost all departments of GOI. My sources: DOP&T, MHA and other Cadre controlling authorities which are custodians of APARs. Here is an analysis: Prior to reporting period 2008-09, only adverse remarks in the ACRs had to be communicated to the officers reported upon for representations, if any, to be considered by Competent authorities. DOP&T vide its order No 210111112010-Estt.A dt 13-4-2010 has now decided that if an employee is to be considered for promotion in a future DPC and his ACRs prior to the period 2008 09 are reckonable for assessment of employees’ fitness in such future promotions, final grading which are below the benchmark for his next promotion, before such ACRs are placed before the DPC, a “copy of below- the- bench- mark assessment for the relevant period ,must mandatorily be supplied to the aggrieved employees’ for making representation, if any, within 15 days of such communication. Now starts the saga of corruption. Armed with photocopies of below-the- bench- mark assessments, the aggrieved officers, allegedly, start striking deals with the reporting and reviewing officers for up- gradation of assessments in sync with the prescribed benchmarks at any cost for the sake of promotions. The “quid pro quo” allegedly involves freebies and pecuniary considerations. So much for transparency and Good governance .Such malpractices are rampant in the State administrations and also in cash-rich central organizations like the CPWD, MCD, NDMC, DDA, PSUs, banking sectors etc. “Defective” APARs are quietly replaced by “flawless” new reports on payment of illegal gratifications running into lakhs of rupees. Too stunning to be true? Is not it? DOP&T headed by the Prime Minister is blissfully oblivious of such surreptitious goings on. Can’t the experts in DOP&T or, better still, the collective wisdom of Committee of Secretaries, think of innovative remedial measures to curb the menace if not liquidate it altogether?

Bridges between governance & non-governance

Government employees are agents to deliver services to the people. How they are used makes the difference between good governance and bad governance. Some Chief Ministers have proved it (some by malgovernance and others by good governance). There is no ideological magic involved, no claims to party morality(excepting individual integrity) nor claims of being professionals of international repute. How then achievers and non-achievers perform differently? On the basis of whether they use the administration for public service or public disservice. India has paid a very heavy price by treating the workers who serve them as belonging to lower caste/class/category, whereas no service can be delivered without those hands doing their job. In the initial years of the Republic, the bureaucracy screwed the politician, but later the roles reversed so much that even outright criminals started calling them servants. These servants learnt their lessons rather fast, sacrificed public service to politician service and threw the country in a swamp of corruption. In this situation, some politicians found an opening for making a career. They asked of the government employees to perform their designated duties honestly (contrary to their opponents who penalized any such bravado from the naukar!).So corruption has written newer chapters,icons of corruption beat Ravan/shaitan/Devil. In between them stand the government employees of all disciplines and classes. They act like the foot over bridges at the Nehru stadium: collapsing all the time, but occasionally standing on their own and also getting appreciated. A total of more than 10000000 government employees serve the people. They are treated shabbily. Their dignity is violated repeatedly. They are called corrupt. The public and the press knows that no government servant can do anything without the minister/local MLA/District incharge ordering him to do or not to do something. So no electricity, water, security, education, job...nothing without the politician "sanctioning" it. All this is done under the unwritten constitution of India. Those academically inclined can continue to deliver speeches on the provisions of the "mother law" but the country is ruled by this "father law"(bo sabke baap hein!). Using or not using the administration for the lawful purpose for which they are recruited makes a person a good chief minister and another a bad chief minister; one person a good prime minister and another a bad prime minister. I write this for the future generation of politicians holds absolutely no hope of good governance, for what they say or do routinely is proof of grave decline in standards of public debate and political idiom. The country is safe only as long as the public servants in government are allowed to perform their lawful duties only.

Punjab govt is not on verge of bankruptcy !

It is not accurate to say that Punjab Government is on verge of bankruptcy. It has been clearing a lot of old liabilities. The Plan performance this year is very good. Over Rs. 250 crore has been spent on flood-relief. All the pensioners will get their arrears soon. The employees will get this bonanza soon. The revenue receipts are 30% up, year-on-year. Punjab Government has never defaulted on any of its loans.
