ITI’s loss reduced to an all time low
With the loss of ITI Ltd reduced to an all time low in the past eight years, the company has started moving towards achieving a historic turnaround in the coming months. Significantly, the first quarter losses for the financial year 2010-11 have come down by 40.78 % at Rs. 63.83 Crores as against Rs. 107.78 Crores in Q1 of 2009-10. “We expect the good trend to last and the company’s losses will come down significantly in this fiscal. Our priority is to look for new orders and diversification of products to turn the Company around”, says CMD of ITI Ltd. K. L. Dhingra. ITI Ltd has achieved the highest turnover in its history by clocking Rs. 4660.28 Crores for the year ended March 31, 2010. This is a quantum jump of 167.63% as compared to the previous year’s turnover of Rs. 1741.32 crores.
CWC achieves record turnover, declares 38 % dividend
The Central Warehousing Corporation (CWC) which has achieved yet another record turnover of Rs.987.95 crore during 2009-10 as against Rs.849.25 crore achieved during the preceding year, thus recording a growth of 16.33%, has declared highest ever dividend for the year 2009-10 @ 38%.  This could be possible due to addition of storage capacity by 85,000 MT and  increase in overall capacity utilization  to 85% as against 82% achieved during previous year, mainly on account of increase in storage of foodgrains.   Besides, handling of containers at CFSs/ICDs and revenue earned out of  Pest Control activities also registered significant growth. CWC has also achieved a record Profit Before Tax (PBT) of Rs.163.88 crore during 2009-10 as against Rs.110.44 crore achieved during 2008-09, an increase by 48.40%.  It recorded a Post Tax Profit of Rs.130.52 crore as against Rs.110.46 crore earned during 2008-09.

Diplomacy

I fully agree with the views expressed by Navneeth about our diplomatic failures especially in handling Pakistan. Every one knows that Pakistan is tormenting trouble in J&K by exporting terrorists and by instigating the separatists. The problem in Kashmir is not political but religious fanaticism. Yet, our toothless leaders go on saying that terrorism has no religion. if this is not so, why is that 99.99% of the terrorists belong to one particular religion ? I recently heard a discussion in a television programme in whcih Ms. Burkha Dutt was talking to Kashmiri youth and . The participants barring one two were all for Azadi and withdrawal of armed forces. Even Burkha was seen agreeing with their view and she did not ask those misguided youth as to who will fight the terrorists from across the border if forces are withdrawn ? If they are so fond of Pakistan then why can't they leave this country and go to Pakistan? Why there is no Azadi cry from the POK ? are they not Kashmiris ? Obviously there is no cry because they are ruled by Pakistan. They do not want azadi but they want to use it as license to join Pakistan. Our diplomacy has miserably failed in tackling this rouge country. Why can't we be more aggressive in our diplomatic efforts to defeat the sinister designs of these religious fanatics who are professional stone pelters ?

China out to counter America
I think China has deployed PLA in Gilgit and Baltistan not to intimidate India but to counter the specific plan of America prepared keeping in mind the scenerio after America leaves Afganistan. In the opinion of China, India is a small neighbouring country with which history which belongs to gone by era. Under the current circumstances, China is thinking of a strategy to tackle the situation when America and its partners in Afganistan would create buffer corridor between western border of Pakistan and eastern border of Afghanistan to isolate Afganistan from Alkaida and ISI of Pakis. The map was in circulation among the top Pakistanis some time back which has sent shivers down the spine of Pakistan. China too was made aware of it.  To counter that plan and also to ensure a role in this future corridor, probably, China has started playing its game by sending PLA in Gilgit and Baltistan. We need to factor it in our strategic Planning.

Take corrective measures

DoP&T, particularly the CS.I Section, has been very active under the able guidance and supervision of M.C. Luther, Director (CSI)in CS Division who happens to belong to CSS Service. But CS.II Section has been inactive during these days except on one occasion when they have released one select list of Stenographer Grade 'C',2007. Will the CS.II Section be kind enough to release the Select list, 2008 of Stenographer Grade 'C' promoting some Stenographers Grade 'D'. Moreover, there was some unfounded rumors of ongoing cadre restructuring of CSSS. How much time it will take? Will this exercise benefit to regularise the services of Stenographers Grade 'D' from the date of their initial appointment presently working as Stenographers Grade 'C' on ad-hoc basis and thereby putting an end to the miseries of their career? This measure can be a one time measure because the officers have rendered more than 13 years of continued service which is very long period and it cannot be considered as a short-term measure. Now, the CS.II Section may kindly keep this fact in mind and take some corrective measure so as to regularise this ad-hoc service from the date of first appointment.

About Sr.PPS/PSO

Read the comments of G. Saran on promoting officers to Sr. PPS/PSO level. The comments show immaturity on his part. I feel the forum should not give space to such comments. Because, if such comments are there against officers of CSSS today, tomorrow it would be against any other Service officers. For example, an Under Secretary of Deputy Secretary may seek abolition of Additional Secretary-level posts on the plea that Joint Secretary is competent to take decisions in most cases and if remaining few decisions are to be taken, for that Secretary is there. Further, he may also mention that he is capable of typing notes on computer while Addl. Secretary is giving dictation to his PS/PA, thus wasting more time of government; that he is receiving all the invitations for lunch or dinners etc. while I am examining all the cases and submitting files etc. etc.
So dear Saran please understand promotions are to encourage employees and assign them new and higher responsibilities. It is Government’s fault that they are not being assigned new duties or asked to go through new training modules, or to prove their capability on some other equivalent post. At this stage of their career (Sr.PPS/PSO) asking them to take dictation or sit late (simply because others are also sitting) is like asking a Director or DS to make a clear copy of the draft by a Joint Secretary or Secretary, which could be well done by any of their personal staff. Lastly, Mr. Saran should not forget that the PPS/Sr.PPS today were also Gr.D or Gr.C some day, taking dictation or sitting late without any complaint.

Wastage of manpower in GOI

Frankly speaking, there is no need for the posts of PPS, Sr.PPS and PSO which is only a wastage of manpower in GOI. Instead, these posts are to be merged with the equivalent general side posts so that they contribute in running the government machinery. Otherwise, it is sheer mismanagement of human resources in GOI.
