AN IMAGINARY INTERVIEW WITH PM MANMOHAN SINGH

I have an interview appointment with Manmohan Singh who I lovingly refer to as Mohna. I’m ushered into his Office after going through the security drill. He greets me warmly and I sit down and take out my voice recorder and place it on the table.
 
Mohna: No …. no……. I’ve decided not to give any interviews so you’ll have to excuse me. Didn't my Office inform you??? I thought you were from an NGO Madam has ordered me to meet! 

Me: No they did not......well Sir I'm here......can we just talk off the record.
Mohna: I'd allotted 30 minutes for this interview in my schedule ......so I've time to spare .......why not?? But if you quote me I’ll deny saying anything.
 
Mohan buzzes and an aide comes in and he orders tea. He tells me he has a simple cup of chai. The tea comes in and though it’s a simple cup of chai it is served in the best Chinaware. 
 
Me: Sir why did you have to say you have no plans to retire?

Mohna: To be true recently I’ve been noticing Pranab and Shivraj and quite a few others eyeing the chair I sit on. I’ve noticed the same look in each one’s eyes. And all of them drip saliva as they look at my chair and talk to me!! And then each one of them has been a bit too concerned about my health. In fact recently whenever I’ve met Pranab he’s shown undue concern about my health.
 
Me: Why did you have to say that your Government is more cohesive than Nehru’s???

Mohna: The Nation’s average age is around 30. And so most Indians do not know what happened during Nehru’s rule! So if I say my Cabinet is as cohesive as Nehru's Cabinet I'm giving them nothing to compare and I'm selling them my Cabinet's cohesiveness! Advertizers do this all the time!
Me: You underestimate us! In fact what needs to be evaluated is the ‘give and take’ behind the scenes for the cohesiveness you claim!
 
Me: Why did you attack the SC????

Mohna: Why should SC dictate policy? That’s the job of the Executive and not the Judiciary!
Me: SC’s order was full of common sense! The Government showed it lacked it! Why not distribute rotting food grains?

Mohna: And tomorrow SC would have damned us for distributing food grains not fit for human consumption!
 
Me: Why did you support Sharad Pawar?

Mohna: Despite health problems Sharad Ji is working for the people! See how honest he is….. he does not even own a car! You can verify this from his declaration to EC! 
Me: But he roams about in the swankiest cars!
Mohna: But the bottom line is the cars do not belong to him and that is what matters!!! Is it a crime to roam about in swanky cars?

Me: My info is he owns the cars via the benami route!

Mohna: No …. no…….its just hearsay! Sharad Ji is an honest man and he need not be dishonest as he’s very moneyed!

Me:  Well there could be a thesis on his becoming moneyed! You must have heard the joke. Pawar saw a building and asked his Secretary to find out who the owner was as he wanted to buy the building! The Secretary sheepishly responded ‘ Sir the building already belongs to you’!!
 
Me: Why did you praise PC who is under attack from Diggy?

Mohna: One I do not like Diggy….. two….. he’s prone to flip flopping in his statements! Three ….Diggy’s been eyeing my chair! And PC’s the HM and I do not want my Mobile Phone to be tapped! Obama and I have become pally and I have endless chats via my Mobile with him…. I’ll deny it if you say I said this!!!
 
Me: Why did you not praise Pranab despite the fantastic growth?

Mohan: Again this guy too eyes my chair! He was critical of me when I was FM and doing wonders! He does not know the abc of economics! And moreover he keeps complaining about me to Sonia Ji! The other day I had sarson ka saag for lunch and was burping by the dozen! Pranab and I were in discussion and I took Madam’s name and burped. He complained to Sonia that I’d been rude while taking her name!
 
Mohna looks at his watch and just then an aide pops in and indicates Mohna has an appointment.
 

Mohna: I’ve been candid and if you quote my candidness I’ll deny it!
Me: Sir when Politicians are caught on camera taking bribes and they are able to deny it…. what is an interview that’s not even been recorded!

Think it over

I totally agree with Sadhana Kumar that Engineers and Doctors are the building blocks but they don't get their due place in the Government because the system has been hijacked by the Babus. All important assignments are given to serving or retired IAS officers as if entire wisdom and capabilities lie with them only. Does'nt Sridharan deserve to be appointed atleast as Governor of a State. The State will benefit immensely by his technical and managerial capabilities but no, these appointments are reserved only for politicians, bureaucrats and few defence officers.
One would agree that in this country the best students by and large join Engineering or Medical colleges after schools. Those who are left join other courses in various
Universities. The better ones amongst these graduates join civil services and the rest join professions like law, accountancy, journalism etc. Those who do not find a place in any of these join politics. However, in real life the most powerful and pampered group is that of the politicians followed by the judiciary and the media. Bureaucrats find place below them. Engineers and doctors are placed at the bottom in the de facto hierarchy of power and privileges of the government. Their fate is decided by the bureaucrats as they become the link between the hapless professionals and their political bosses. Human resource management done by the government under the aegis of Department of Personnel and Training is perhaps the best example of how HR management should not be done.

Will the Prime Minister explain the paradox ?

On the one hand he says that the Supreme Court should not interfere in the policy matters of the Government and that the direction of the court to distribute grains to poor at free of cost will be very difficult to agree to. On the other, no body is raising eyebrows on the 'free bees' being enjoyed by the Ministers and Bureaucrats and other officials at cost of national exchequer. An example is that some Government servants are taking transportation allowance along with their salary and at the same time using government vehicles. Some of the PSUs etc. have also parked on permanent basis vehicles at the Residences of the Ministers/Officials, at their own cost, for the use of family members. Staff Car are being used to attend personal functions.

Fighting for promotional avenues

We are not blaming any one. We are fighting for our promotional avenues only and this fight with the GOI and its policies towards Gr.'D' Stenographers. We are living in the democratic country where everybody has the right to express his/her views freely. Please don't blame others.

The comments about steno D promotion is illogic. They are also capable of giving the exams but all do not qualify and many miss by very little margin. It does not mean that persons who have given exams are superior to others who have not given the exams. When it comes to work and taking dictation because of experience and practical involvement, we steno D who have put in about 25 years of service are better than you. We do not complain that we are US/DS/Dir like PPS/Sr.PPS/PSO and run away from dictation. The increase in number of your posts has certainly affected us. Though we are supposed to take dictation only till the level of US or equal officers being Steno D; still because of your reluctance to take dictation; we are doing it. It is also true that you persons can claim the amount spent towards newspapers; telephone etc. This facility has been given for you persons to take more responsibility and not to pass on this to us. Only DOPT knows what type of ISTM training you persons are getting.

Forces are no more disciplined !

After serving central government police department, I find that the so called disciplined forces like police etc, have now become undisciplined. This is not due to political or external factors but due to leaders of police forces. They develop a vicious circle and defy hierarchical norms in disbelieving the versions of senior police officers on the basis of mischievous personal assistants. today, if a constable is not working under me, he will not salute me such is the level of indiscipline and they are encouraged to make anonymous complaints against their senior officers and we are happy to entertain them to settle our scores in service. it is sad to be member of any such undisciplined police organisation. This phenomenon culminates in the incidents like Kalpana Srivastva. It can happen anywhere. This trend if not curbed then will have very serious repercussions.

Address pricking issues
There is an urgent need of addressing pricking issues of CPMFs, especially Career Planning. DOPT is under Home Minister but hardly any attention is being paid by him despite repeated representations by CPMFs. The problem lies in their leadership which is drawn from IPS cadre only and who always show a very disgusting and indifferent approach towards the problems of these organisations. CPMF people are bound by certain restrictive acts & rules which do not allow them to reach directly to Ministry/Govt and their leadership (IPS) lobby does not take up their issues at higher level for sake of their own benefits. For instance, recently there was a letter from DG BSF (Raman Srivastav) addressed to Prime Minister on behalf of all CPMFs. Anyone who knows these forces even a bit, can see that there is hardly any substance in that except 'Kindly", 'Please', 'Sir', 'Obliged', 'Grateful' etc. He has not even bothered to mention well known problems. Then who will take up the cases of the Overall Poor Career Prospects, Stagnation of Constables for More Than 20 Years in Same Rank, Frustration of 2IC (Lt Col) Rank Officers due to Pay & Protocol Disparity, Ineffectiveness of IPS Direction as seen from Anti-Naxal Operations, Open Bhai-Bhatijawad which is going on in BSF & CRPF, Witholding the Notification of Organised Cadre Status for CPMFs undermining their position vis-a-vis all other Central Services, Whimsical posting-Transfers voilating all Ethos and laid down Rules of Forces, etc. It is not understood how can PM & HM of this country have wishful thinking that "ALL IS WELL". It,s time that they wake up and have a direct meeting with all CPMF officers and troops before things get detoriated go "ALL IN WELL". Let it be open discussion even in front of IPS people and others. I have come to know there is an online confidential grievances redressal system of MHA. But it has come to my notice that all the names of complainants are conveniently disclosed to the organisations concerned exposing the cadre people to suffer the rath of the superiors. I do not know how effective your 'WHISPER' channel is, but being a wife of a CPMF man, I thought to explore this option too as other ways have not proved any worth so far. Nation has to remember that Defence Foreces are no doubt a Symbol of the Nation who have to play role once or twice in everyone's lifetime but CPMFs are the Real Protectors of Nation, who act like Untiring Work-Horses and Sacrificers on Daily Basis for all Indians. We have to remove our Colonial legacy and biased mindest to understand all this.

Misunderstood

I am not denying the fact that IRS is the biggest central service and has legitimate right in every aspect in asking for equality in promotion. But my only objection was on one of the ground for asking for promotion and that was use of Rank in UPSC and disrespect shown to other services, that despite lower rank they are getting promotion. Every civil service should get faster promotion. If you treat other services as inferior on the basis of rank, preference, status, revenue generation etc, then what is wrong if IAS is doing same thing allegedly with you?
