Address Prickling Issues

In the article "address prickling issues", several discrepancies are apparent. While attempts have been made to equate Lt Cols with the so called 2-I-C rank of the CPMF's, the writer fails to take into account that 2-I-C was never in the same scale of Pay, Lt Cols having been in S-25, while so called 2-I-C was in the DS grade, payable to majors of the Army, under V CPC. Lt Cols were in a grade higher than so called commandants of the CPMF's, and have still not received their due, and CPMF should not bring this issue up any more. Furthermore, the comment that Defence Services save the country "once or twice in a lifetime" is quite laughable. Who is stabilising the situation in Kashmir? Who has been fighting insurgents in J&K since 1989, even as CPMF's pass the buck around between BSF and CRPF (that too just over Srinagar.. they are too scared to venture outside the city, and leave that entirely to the army) and refuse to do anything? Who fought the terrorists in Punjab? Who had to undertake op Blue Star? Who fought Op Rhino and Who fought Op Rakshak in Assam? Who went to Sri Lanka in the IPKF? Was it the CPMF's? No. It was the Indian Army. Fighting and dying for the nation. Even now, the Indian CPMF's, larger than most World armies, are unable to deal with a handful of naxals, and are begging the army to intervene. Let us not have any more of this nonsense. There are nearly a million men in the CPMF's. Let them prove themselves. Merely copying a uniform from the Army does not make you a soldier. Even the juniormost customs officer wears Ashok Stambh and Star. Does that make him a Lt Col? CPMF's should not get airs above their station. And if CPO officers really want to be soldiers, let them leave their org, and join the army, if capable. Otherwise, keep shut.

Promotions be based on individual's rank

Promotions should be based on the individual's rank in the Civil Services Exam and not the service to which he has been allotted. In case an IAS officer has a higher rank than an IPS officer, let him be considered senior and be ahead in the promotion list for the same year/ batch. If the IPS officer of 1996 batch had a higher rank in the Civil Service Exam than his batch mate IAS officer 1996 batch, let the IPS officer be ahead in the promotion list. Why should IPS officer having higher rank than IAS officer in the same batch suffer for choosing IPS over IAS? After all, IAS promotions are faster on the (not necessarily true) ground that they have higher ranks!

Dual duties

Most of the Doctors and Engineers are already performing two duties. Doctors in Government Hospitals and their private practice. Government Engineers in their respective Government offices and their private practice/corruption/property dealings. In such a scenario if they also take up the job of administration of Government god only knows what will happen to the country. All may not be doing so.

Threatened from all sides?

As if threats from terrorists were not enough, there came distressing news from our friendly neighbourhood of China flexing its military muscle right on our threshhold, which it claims to be its own. Now comes the threat of blocking high tech technology to India (though no direct reference was made). There is nothing new about the threats regarding technology transfers. It has been going on for decades, subsiding at times and surfacing at another. That is not the point at issue. The point at issue is how long we shall suffer dependence on other sources for technology development? We seem to have forgotten our mission of "self-reliance"! The reason is that our leadership has been very unreasonable and worse than them, our administrative set up has been most unreasonable. How much innovation have they together promoted in the past 7 years or 17 years or 27 years? The successful career of the Head of Administration should be judged only on the basis of contribution towards making India self reliant in technology. On the contrary, obnoxious bureaucratic attitude has infected even our scientific establishment. Indians contribute to technological development of other countries but not India. Our neighbour China has registered technological growth because of the efforts made both by the leadership & the scientific community. Unfortunately in India, the pet subject of discussions is: which service/vocation/profession is superior to others (WIC has been the most popular forum for such lively discussions). Tell me, which profession can be pursued without skills? You can't cut even grass without skills, as one old saying goes. It is not necessarily better brains choosing complex subjects for studies, it is also individual choices, which are determined by several factors, which I would prefer to refer briefly as "blood chemistry". But that does not reduce the value, significance & complexity of the subject a bit. It is here that we get beaten by other "advanced" countries. Those countries don't treat any subject disrespectfully or lightly. but pursue it professionally, making it a specialty. Fashion technology, behaviour coaching and a whole gamut of civic relevance have been raised to the status of specialties, attracting repeated visits by our ministers & municipal councilors with a huge team of officers in tow to learn the practices of managing municipal affairs like waste disposal etc. If physiotherapists get better paid in comparision to doctors, it is because of the service falling in the category of a specialty. We only ridicule or despise or condemn other services when it comes to comparing ours with others. Unless we bring about 100% change in our attitudes, enrich our schooling by imparting reliable and encashable knowledge and promote excellence, we shall continue to serve other countries as a market for their tech & tech products and getting short changed in the process by bartering away our best brains for fixed wages( which look attractive initially) and losing any possibility of achieving self reliance ourselves. The country very badly needs first rate leadership in government & administration both. Then only our borders will be secure, our internal security will be secured and our dream of joining the select club of super powers will be realized. Let each one of us start contributing something daily towards this goal, for the GOVERNMENT OF INDIA is a rich pool of talent, capable of delivering the unimagined(you will see the successful conclusion of even the CWG, which have been infected by the Kalmadi-encephalitis!) and making the nation proud of its talent pool.

Amend Contempt of Courts Act

When P.M said that Supreme Court should not get into realm of policy formulation, he is absolutely right. Off late in name of judicial activism, S.C and H.C have started to dictate policy matters to state and central governments. Are we heading towards judicial system of governance. Whether it is directing government to interlink rivers or separate pay commission for army men or change in master plan or giving grains free. It can suggest government to think of doing certain things. In fact, now debate should be raised to amend Contempt of Courts Act, which is whimsical, arbitrary act with a phrase " that lowers the authority of courts" rather then what is in many developed countries, where contempt is defined as "clear and present danger to administration of justice". Because of above whimsical phrase in India, even media is shy of taking out reports of judicial corruption or criticism.

It is laughable to say that in the present UPA government, cabinet ministers have to get approval for every thing from PM. Every one knows that our gentleman economist PM is only a front cunningly used by Congress President and her coterie. It is only our PM’s love for power without any roots that kept him stomach all sorts of corruption, inefficiency and insults from his colleagues. Otherwise peole like Sharad Pawar and A.Raja would not have been sitting as ministers.

Engineers & Doctors don’t get their due place

I totally agree that Engineers and Doctors are the building blocks but they don't get their due place in the Government because the system has been hijacked by the Babus. All important assignments are given to serving or retired IAS officers as if entire wisdom and capabilities lie with them only. One would agree that in this country the best students by and large join Engineering or Medical colleges after schools. Those who are left join other courses in various Universities. The better ones amongst these graduates join civil services and the rest join professions like law, accountancy, journalism etc. Those who do not find a place in any of these join politics. However, in real life the most powerful and pampered group is that of the politicians followed by the judiciary and the media. Bureaucrats find place below them. Engineers and doctors are placed at the bottom in the de facto hierarchy of power and privileges of the government. Their fate is decided by the bureaucrats as they become the link between the hapless professionals and their political bosses. Human resource management done by the government under the aegis of Deptt. of Personnel and Training is perhaps the best example of how HR management should NOT be done.
