Senior level bureaucratic changes in Uttarakhand
In a minor bureaucratic reshuffle at the senior level the Uttarakhand government on late night on September 13, 2010 assigned Rajeev Gupta Principal Secretary (PS) Home with the additional charge of Forest and Rural Development Commissioner (FRDC). Likewise, Ms. Vinita Kumar
(1979 batch IAS officer) PS Labour & Employment was given additional charge of ommissioner Social Welfare. Besides, Alok Jain PS Finance was given additional charge of Infrastructure Development Commissioner.
TN IPS officers ready to declare assets for display on official website
The response of the IPS officers in Tamil Nadu, to the proposal of the All India IPS Officers' Assocation that they need to declare their assets, to be displayed on the official website of ministry of home affairs, has been overwhelming. TN IPS officers' association has even sent a formal letter to the All India body saying that most of the officers in the state have agreed to furnish particulars of their personal assets. About 95 percent IPS officers in the state are said to be ready to give details of the properties owned by them.

CRPF launches comprehensive Health Card for its men, officers & families.
DG CRPF, Shri Vikram Srivastava initiated and released individual & family ‘Health Care Card’ for the personnel at the Force Head Quarters in New Delhi. Through this initiative CRPF intends to keep the health record of its personnel and their family updated. The card will carry health information, immunization record of children, medical leave details, dental & annual medical check up, hospitalization record etc. Earlier this record was maintained by the different CRPF hospitals. Since the Force is deployed throughout the country under weather conditions ranging from scorching heat to freezing cold and in dense jungles it results in exposure to a spectrum of diseases. Mr. Srivastava said that maintaining health record of the personnel so that proper and timely medical treatment can be provided during an emergency on the basis of his medical profile will come in handy. Cards are being distributed through the CRPF hospitals located across the country.Photograph shows Mr Srivastava, Mr. P. M. Nair ,I G Ops. and others during the card release event.
Railway transfers and postings
AK Mohanty of SAG/IRPS has been transferred from NFR to SECR in the same capacity and posted in the cadre, AK Gupta of SAG/IRSME has been transferred from COFMOW, as CME, to NR and posted in the cadre and HK Kala of SAG/IRSME has been transferred from NR as CWE to COFMOW and posted as CME (CHOD).

Air India's dedicated counter for GOI in Delhi
The National Aviation Company of India Limited (NACIL), of which CMD is Arvind Jadhav (IAS, 1978 batch –Karnataka cadre), has opened a dedicated counter for the officers and staff of Government of India (GOI) in Hall-1 (Domestic) Safdarjung Booking Office, New Delhi to facilitate prompt and efficient services for passengers. This counter will also be responsible for sale of GOI tickets as well as check-in facility. This
counter will be functional all seven days of the week with effect from September 14, 2010. Timings : 0800 Hours to 2000 Hours.

Seniority List of the Cadre

Seniority list for certain cadre and the name the officials responsible for preparing it was sought by an applicant. The PIO informed that no seniority list has been finalized since 1993. It was also informed that time and again when the need arises, the work is allotted to different officials. Expressing its anguish at the inefficiency of the system which cannot prepare its seniority list for 17 years, the Commission recommended u/s 25(5) of the RTI Act to devise a system whereby the seniority list of various cadres is made every year or the very least once in two years.

Comments

It is not uncommon to come across cases where a number of employees are suffering because of this unwillingness of the public authority to prepare seniority list and hold someone accountable for any lapse. A better alternative in such cases could be to file a complaint u/s 18
(1) (f) directly with the CIC for the lapse of the public authority to implement section 4 (1) (b) (ii), (iii), (iv).

A warning to disgruntled lots  
 
From time to time, what purports to be disgruntled posters from the Central Police Organisations appear here and post threatening notes, saying things like "Remember what happened at BDR mutiny, etc". To them, I would say the following things. First of all, they should remember that they live in India, not Bangladesh. Second, that their pay and conditions are excellent, and the VI CPC has given them full parity with all other services of the Union and they should be grateful. Thirdly, they should not make such threats, because it will only end in sorrow for them, personally. If perhaps due to incomplete education on the matter, they are unaware of the consequences of their words, I can suggest a clear reading of the following statutes, Section 9, and Sec 10(o) of the CRPF Act, Sec 17 of the BSF act, alongwith Sec 132, of IPC. The punishment for knowingly encouraging, abetting, or inciting mutiny extends up to Death. People should choose their words carefully, and gently.

IAS makes the move for the top Medical post in India
 

This can happen only in India! The Government of India has appointed an IAS officer as DG, CGHS (Central Govt Health Scheme). CGHS was hiterto under the DGHS. The appointment of an IAS officer to a newly created position is perhaps a precedent of sorts in the Health Sector, though not for other sectors. The present DGHS does not seems to have been consulted.

As regards the best ones joining the technical courses, it is mostly at the bottom who join politics; Should they be below the entire list of government servants? In fact every one has a role and is important in its place.  How Sridharan's work is less important than a Governor's? And anyone knowing the work style of Sridharan, would not have suggested it. I generally agree that merit is not recognised while appointing a guy but that is irrespective of the service you belong to. Meritocracy is a casuality, I agree.

Humiliation thy name is IRS!!!
 

IRS officers are  the jews of indian bureaucracy.They are always  discriminated against despite doing so well .If you just compare the Central Revenue Services with the State Revenue Services like commercial tax run by the IAS officers as Commissioners ,you will see the  yawning difference. The State Revenue Services are totally in a shambles. Thanks to the  royal ways of the IAS. IRS officers work hard with no perks like vehicle , housing , servants. One  5 year senior IAS lives in palatial bungalow  whereas the 30 year senior IRS lives in the  shameful type iv /type v house .Even the servants of IAS officers get better space than these houses in state government bungalows. No promotions , no  fixed place of posting  and tremendous pressure of getting thrown to the nook and corner of the country at the whim of the government have made the IRS live like Jews in this Nazidom of the IAS.

IRS civil servants appear to be a frustrated lot. The only thing on their mind is rank & postings. Whether any contribution has been made for the common man has never been their concern. They  work for the RICH & MIGHTY only. The cadre need to rise above and stop grumbling all the time.

More posts of CCITs is no solution  

To have more posts of CCIT's is not going to enhance revenue. Except CCIT (CCA) ,most of the CCIT's have no work except reading newspapaers. Many have only one CIT under them. It will be better if the IT Dept increases the posts of ITO's, AC's and JC’s who are at the cutting edge.

If everybody becomes a CCIT then who will do the work ? Gain in revenue is due to growth in economy not due to increase in the no of CCITs. Think of better methods to give more perks and emoluments.

CWG : What a mess ?  

Games are for fun and entertainment. That is what we thought till now. But the ensuing Commonwealth Games are causing jitters among the Delhites and people from NCR who have to commute daily for work. The roads leading to stadia are going to cause massive traffic snarls as if the current troubles due to debris and potholes are not enough. There are going to be reserved lanes for athletes(The exercise has already started)   barred to ordinary commuters. All the police force would be on Games duty. What do the people do? Sit at home stopping all their routine activities? Many are thinking of leaving the city .Schools will remain closed. In this scenario who will look forward to Games. We are all dreading the days ahead and waiting for the day when all this will be over.

India’s income pitiable

 
Readers would be interested in the following information which appeared in the Press....India’s percentage of the worlds income from 1526 to 1707 was nearly 25%. When the British left in 1947 it had sunk to a mere 3%. Today with all this talk of becoming a superpower it is still only around 5 %. Chinas is around 6% and USAs is around 14% .
