Nitish Kumar to retain power in Bihar!
Preliminary estimates trickling from Bihar where multi phased assembly polls will commence next month indicate that the ruling coalition of Janata Dal United  (JD-U) and the Bhartiya Janata Party (BJP) will be able to retain power. However, their margin in terms of strength in the house of 240 will decline. One MLA is from the nominated category.

Why it was a smooth sail for Subhash Kumar as far as his appointment as new Chief Secretary of Uttarakhand was concerned. He is an IAS officer of 1977 batch who belongs to the Uttarakhand cadre. It was quite easy because Ms. Vibha Puri Das of 1976 batch had earlier on
central deputation joined from Uttarakhand as HRD Secretary. Then there were two more IAS officers of the 1977 batch above Subhash Kumar. They are: Ajay Joshi and S.K. Mattu. However, Joshi had returned from Uttar Pradesh cadre one year back while Mattu was mostly
on central deputation. As it is Mattu has been posted on a newly created post as Delhi based Chief Resident Commissioner (CRC) with the Uttarkhand government. So, Subhash Kumar’s was a natural choice for Uttarakhand Chief Minister Dr.  Ramesh Pokhriyal Nishank.

Book of IFS officer released
A book on environmental law written by 1983 batch IFS officer G N Sinha was released by Gen J.J. Singh, Governor, Arunachal Pradesh at Itanagar and by Jairam Ramesh, Minister (E&F), GOI at Chandigarh. He is presently CCF in Arunachal Pradesh.

All India IPS Officers Assocation wants all its members to declare the details of all their assets including moveable and immoveable properties, shares, mutual funds, fixed deposits, bank balances and debentures. These details are proposed to be collected from each officer in every state.
Maharastra wants IAS training in phases
All IAS officials (1982 batch) who have put in 28 years of service hold key posts, Maharashtra government wants them to leave for five week training programme for IAS, slated to start in first week of December, in a phased manner as it will have an adverse impact on the administration.

Joshi approaches CAT
A K Joshi has approached the CAT challenging the promotion of Subhash Kumar and others to the Grade of Additional Chief Secretary against the Rules in this regard, alleging that it has been done to scuttle his chances of becoming the Chief Secretary of Uttarakhand. SAIL signs JV with RITES Ltd
Steel Authority of India Limited (SAIL) has signed a joint venture (JV) with RITES Ltd. for setting up a Wagon Manufacturing Unit at Kulti, Bardhman district in West Bengal, with a capacity to handle 1500 wagons per annum. The synergy would facilitate national growth with several new Railway projects requiring steel. The agreement was signed by SAIL Director (Finance), Soiles Bhattacharya and RITES Managing Director, V.K. Agarwal in the presence of the Union Minister of Steel, Virbhadra Singh, Chairman Railway Board, Vivek Sahai, Secretary Steel, P.K. Misra, SAIL Chairman C.S. Welcome to Rahul Gandhi Colony!
Some people are really ingenious, deft and very agile. They move with the speed of light! They grab the opportunity before most of us posting at WIC even grasp what is going on. So, the Rahul Gandhi Colony is a developed colony, that has grown to a beauteous youth in less than 7 years(flat as they say in discount advertisements!).I am aware of one only, but am sure there will be many more. Only the surfers of WIC can bring this information for public knowledge. We remember the days when Sanjay Gandhi/Maneka Gandhi colonies cropped up overnight, followed later by Rajiv & Sonia Vihars & colonies. But this one is the best. As I found it interesting, I became a little curious to know more about it. I learnt that the person (coloniser) was a politician, who has occupied government land but will get it regularised. A bit of prodding revealed that he still has a few "plots" and can "oblige" if gets the right price. To the query regarding government taking it over, he proffered "guarantee". The deal might have gone through but for a call from Dr Suresh Mehrotra to send him the post on the subject immediately, which compelled me to hurry back to the HQs!

All salutations to IRS officers

Only they actually know and carry out personally work at the grass root level, unlike IAS officers whom file and all information is sent from officials of secretariat cadre. IRS, admittedly not given perks and facilities commensurate to their performance and contributions they make to get Indian economy strengthened. If IRS do not collect, where from various ministries and departments would get fund to make expenditure?

Contribution of others should not be forgoytten

No doubt our army has been called again and again in internal insurgencies. But one thing also should not be forgotten. Contributions of state police and CPMFs should not be undermined. Not only army had fought in Punjab but ultimately when local police was strengthened and free hand given by politicians, then only it was totally defeated. In Andhra, only when state police was strengthened and political will was there, Maoists insurgency was defeated. In J&K, we are less then fair if we are ignoring role of local police, CPMFs , SPOs. Again in Mizoram, insurgency was controlled because of political will and strengthening of local police. The problem is of political will ( as army knows it now when there is talk of diluting AFSPA. At least they can take some stand on it, luxury which is not with state police of CPMFs and investment in police by state governments. People who have not worked in state police cant know how state police fights with limited resources, poor training and hands tied. Bihar does not have a training centre for its officers yet( proposal pending in home department since many years). There is total of 11 lakh vacancies in state police. Sanctioned strength of many state police forces have not been increased since 1971 , commensurate with population. 197 Subdivisional officers do not have offices to sit. Same is the case with CPMFs. although much is desired for increasing their training but they also stay and fight in very poor infrastructure and again it is provided by state governments. Our Indian army is more professional but other organizations are not weak by choice rather they are by design. And true nature of naxalism should be understood before strategising. Iam damm sure that even Indian army cannot fight them without AFSPA. They will also keep on fighting their front organizations and organizations of mass movements, civil rights in courts, human rights commission, media, tribal commission etc rather then in field.
