Raj Vikas Verma to head NHB
As the grapevine has it Raj Vikas Verma is poised to take the post of
Chairman & Managing Director (CMD) of the National Housing Bank
(NHB) soon. It may be stated that interviews for the slot were held
on April 21, 2010. Presently S. Sridhar CMD of the Central Bank of India

CVC recommends major penalty proceedings against
96 officers
The Central Vigilance Commission (CVC) has disposed of 1387 cases in
July 2010 referred to it for advice. Of these, 1109 complaints were
sent for necessary action/ATR whereas 96 complaints were have been sent
for investigation and report.

Apex Court also rules in Prashant Mehtas

After four year long legal battle Prashant Mehta, one of the senior
IAS officers of Madhya Pradesh cadre has got a big relief from the Supreme
Court (SC). Its double bench comprising Justice Altamas Kabir and Justice
A.K. Patnaik had dismissed a special leave petition (SLP)
filed by the Government of India (GOI) in motion hearing. Mehta who
is presently Director General (DG) of the RCVP Noronha Academy of Administration
& Management (RCVPNAAM), Bhopal belongs to 1975 batch. Despite having
an out standing service record Prashant Mehta was not empanelled as
Additional Secretary & Secretary in GOI.
He had
challenged it in the CAT, which had ruled, in his favour. When GOI challenged
the CAT ruling in the High Court then there also ruling came in Prashant
Mehtas favour.This high profile case got into focus non trabnsparent
and insensitive manner in which empanelments are
being made for senior government appointments. Ankit Jain was counsel
for Prashant Mehta ,while GOI was represented by Additional Solicitor
General Mohan Parasaran.
IPS officers concealing assets to face action
All IPS officers are now expected to divulge the reason for and the
source of their investment in the event of their investing or buying
a valuable worth more than Rs 20,000. If any officer conceals or makes
a false declaration to the ministry of home affairs, he or she is liable
to face departmental action.

postpone the five week training programme of Babus who have completed

Unnecessary internal stress in police
I would like to draw attention of IPS officers through this popular
website about the unnecessary internal stress being generated in police.
As an IAS officer, I am concerned with well being of my fellow IPS officers
who remain under constant stress and depression because of the action/inaction
of their own departmental senior officers. Police is a leadership job
in which you are judged not only by your seniors in PAR, but by your
juniors who look up to you as a Saviour and role model. Pleasing the
civil bureaucracy and political masters should not be your sole preoccupation.
Unless you are not judged in better light by your subordinates, there
is no point in having outstanding PARs. You, as a leader should rather
reduce internal stress, rather than creating it and adding to the woes
of your junior colleagues who are already overburdened. I hope that
with a healthy IPS fraternity, we will be better equipped to cope with
internal security challenges. Fissure in IPS will only lead to destabilization
of our polity. Though true for all services, the above observations
are more relevant and urgent for Police service.

It is frightening
What is happening in Kashmir is frightening. The young generation born
in the eighties after militancy hit the valley is totally alienated
and angry with 'India' as they refer to the country. Why? Who is responsible
for it? So far we were blaming our neighbour who is no doubt responsible
for all the trouble since it never accepted the accession of the state
to India. But we are no less responsible. The political failure, the
administrative failure , the mishandling of the situation by the security
forces have all contributed to the dangerous situation we face today.
During the last 3 months our forces have killed more than 100 young
men and women. The rape and murder of two women in Sopore a year ago
,killing of a young boy playing cricket, unwarranted raids and rounding
of innocent persons and many missing youth, provoked and unprovoked
firing sometimes in panic do give an impression that we are more an
occupation force than one there to protect our own people against militants.
The kind of rudeness our police and paramilitary forces display even
when asking the local Kashmiris to show their ID card is offensive and
provokes anger. Why cannot they be polite with the citizens. What happened
yesterday in Bandipura and other places is so very sad. This time the
protests were not against the forces but against the American Pastor's
threat to burn the Koran-an act which did not take place. Why could
we not inform the protestors from the loudspeakers about the pastor
having withdrawn his hideous threat. The crowd was fired upon and the
result was so many deaths. So more anger. It is chilling to see that
the Government seems to be at sea how to handle the situation.The chief
minister seems to be overwhelmed by the events .He may be a young well-meaning
person but Kashmir requires well-honed political skill and experience.
Since the young PM-to-be wanted his friend to become CM there, he was
made over his father. The result ? He does not know what to do. And
when Kashmir is burning literally, our Governor Sahib is sitting in
the valley of Gulmarg. He could have at least appealed to the youth
to be peaceful. He had been Interlocutor for years for Kashmir during
NDA's regime and was made Governor by UPA this time.Result. Absolute
drift. It is time to ask all those who have been paid huge sums for
Track 2 diplomacy as to what have they done to solve this issue. Kashmir
has gone from bad to worse. ISI of Pakistan must be the main culprit
but we are no less responsible specially for alienating the youth completely.
This time it seems to be a real war for azadi.

"Addressing Pricking Issues"
I think writer has shown a very poor sense of understanding of CPMFs
and has shown eqally poor respect for other organisations, more so to
a woman writer's views. There was nothing in my assertions to invite
such curt and distasteful comments from him. If he is an army officer,
then has has not painted a respectful and disciplined picture of his
organisation this way. Who has done what for the Nation I believe, must
already be known to all. I am not a wife of a young man that I don't
know the history, role and acts of all forces including Army during
all operations. I say all uniformed persons in are doing their best
in all possible manner within the mandate given to them by a democratic
govt. At the same time, I do not want to undermine the role of army
by highlighting their grave failures too. My issue was very simple and
only for better Pay and Promotion facilities for all CPMF people. Be
cool and show respect for others otherwise you and your army will lose
the same in times to come. And also remember a comparison is made with
a superior only. I had in fact complimented Army but I fear you proved
it otherwise. I am a daughter of an ex-Armyman.

News story circulating for sometime now says that beggars from all Delhi
roads will be relocated elsewhere in view of the forthcoming Common
Wealth Games! That indeed is a smart move. But the foreign tourists
are likely to visit other tourist sites on the north India circuit to
see and have a feel of Atulya Bharat. What they will see is something
unique and incomparable. They will be greeted at the railway stations
and the bus stops by shabby, emaciated, ailing, hungry beggars in tottered
clothes in large numbers. They will also see ugly rickety cycle rickshaws
plied by distressingly poor beggar-like persons. The whole thing will
give them an impression of India that will be the opposite of the glossy
tourist literature thrust into their hands at the chic airports! Government
can not be blamed for such sights. However, government(s) can also not
be spared for such uninspiring sight. Why is it that the living standards
of the poor have fallen down to such low levels even when the country
is supposed to have registered an impressive growth rate of above 8%
consistently? What is wrong? Why would somebody choose to suffer the
trauma and indignity of living that kind of poor life? Something is
terribly wrong somewhere, about which either the planners are ignorant
or if they know, indifferent. Is there some well organized mission of
some elements to sow poverty all around, now that there are umpteen
numbers of government schemes for welfare of the poor? The country,
under the Prime Ministership of an economist of Dr M M Singh's stature,
would expect magical improvement of the situation beyond simply relocating
the beggars for the time being in view of the CWG. There are several
important foreign dignitary visits lined up and we will not be able
to hide this aspect of our Atulya Bharat/Incredible India.Meantime the
Tourism Minister may wish to visit the tourist circuit unannounced and
see for herself the ground realities. We can do much better!

on replying C&AG observation on disappearance of food grains as
due to consumption by rodents testified by rodents themselves in the
meeting called by the author during his tenure in Orissa Government.

CVOs are the eys and ears of CVC
BJP is rightly raising the cudgels against appointment of new CVC. Somebody
should also be raising concerns about criterion for appointment of CVOs
in public companies. After all CVOs are the eyes and ears of CVC.

are reflected in the fact that he held several key and important assignments
in GOI like Additional Secretary(Exp),Secretary(company affairs),Home
