Kamran Lashari as Chief Secretary of Sind despite recommendation for
imposition of major penalty of dismissal from service under rule

Rules 1973 made against him persuant to an earlier order
of the Supreme Court.
Mr lashari during his posting as Chairman of Islamabad's Capital
Development Authority(CDA) had granted 33 years lease of public land
inside Fatima Jinnah Park 'on nominal prices and in a non-transparent
manner' and an outlet of Mcdonald's was opened on the premises. The
Supreme Court had in June this year had ordered initiation of inquiry
proceedings in the matter. The inquiry conducted by the Water and Power
Secretary Shahid Rafi recommended Lashari's dismissal from the service
but the government in its wisdom chose to elevate the tainted officer
to the post of Chief Secretary of Sind.

viz. making of agarbatti, biscuits, packaging of spices, training of
tailoring which enabled them making clothing for the children and women,
bed sheets etc. these products have been provided outlet by opening
counters at BSF Hqrs, CGO Complex New Delhi
and at Atari-Wagah Border in Punjab. This was informed by the chief
guest Mrs. Anjali Srivastava. Speaking on the occasion, in the
presence of senior members of the association, large numbers of lady
wives of the force personnel she expressed satisfaction over the good
public demand of these products. BWWA President reiterated her commitment
for the rehabilitation and employment of Widows of the Force and further
informed that scholarship of meritorious ward of Force personnel have

ONGC releases Assured Sustainability
Report for FY10
The first Sustainability Report of ONGC, released by the
Executive Committee of the Board, pertaining to the period from April
1, 2009 to March 31, 2010 coinciding with FY10, covers ONGCs
domestic exploration and production operations at onshore and offshore
(excluding joint ventures and subsidiaries). This Sustainability Report,
released last week, is unique in terms of its comprehensive coverage
and assurance standards while its validity against the best global standard
gives the highest credibility to the report. There are over 750 organizations
globally who have published their sustainability reports in 2010 of
which five are Indian companies. With its first externally assured sustainability
report, based on the reporting principles and methodology given in the
Global Reporting Initiative (GRI) 2006, ONGC now enters this select
group of organizations with voluntary and assured non-financial reporting.
CRPF deploys state- of- the- art ambulances
for CWG
Extending their support to the Commonwealth Games, Central Reserve Police
Force (CRPF) has dedicated two ambulances for the use of CWG at the
full bore shooting range .These fully equipped vehicles with state-of-the-art
medical facilities, have been specially designed for CWG. Prominent
among those present on theoccassion were DG CRPF, Vikram Srivastava
and other CRPF officers. "These ambulances are being positioned
at the Shooting Range at Kadarpur, CRPF campus, to cater for emergency
evacuation and other medical treatment should there be any such requirement.
Specially trained CRPF troops will be deployed at 11 Games venue during
the CWG. Their briefing is on, and the units have been stationed at
the required places," said Srivastava.

four of its senior executives who in the last few months had been elevated

Refusal under the Official Secret Act
The PIO refused to provide the Kapur Mittal report on the Anti Sikh
Riots claiming that, the report of Kapur Mittal Committee has
been marked as secret and therefore cannot be disclosed under the provisions
of Official Secret Act, 1923. The Commission observed that neither
any exemptions of Section 8(1) of the RTI Act have been quoted by the
PIO nor has he given any reasons to explain how the information is exempt.
Holding the action of the PIO as without any basis in law, the Commission
directed Mr. M. A. Ahsref, Joint Secretary and PIO, to present himself
before the Commission on 01 November 2010 alongwith his written submissions
showing cause why penalty should not be imposed on him u/s 20 (1).
Comments
Nearly four and a half years after the implementation of the RTI Act
2005, a PIO must realise that refusal to give information can be based
only under Section 8 or 9 of the RTI Act. Readers may recollect that
through this column, the PIOs have been informed time and again
that the act of not furnishing information within 30 days as specified
u/s 7 (1) is liable to penalty.

It is horrifying
Apropos the article 10 things that distinguish the PM in UPA 1
with PM in UPA2; .I have batch mates at Director level in some
of the key ministries like Finance, Transport, Social Welfare. Their
tale of corruption at the top is horrifying. How come that majority
of the public representative in the highest decision making body (a
euphemism for word "minister")are thoroughly corrupt.

PS to Ministers
Today, it is privilege of Minister and not the officer (appointed as
his PS) to get a well-connected PS. All ministers prefer IAS officers
as Private Secretary only because they have better and effective contacts
and one who could prove handy to solve their problems, not only now
but till their retirement. Therefore, why would they prefer officers
from other services? Similarly, most IAS officers aspire to be a politician
some day (if all JS and above-level of officers are not already) and,
therefore, these stints (as PS to Ministers) would only add to their
experience to handle other colleagues or politicians in future. Therefore,
the comments that CSS officers would prove a better PS to certain Minister
is irrelevant as efficiency has different meaning while working in the
Ministers office. Had that been so, senior officers from CSSS
(Sr.PPS/PSO) had been the best choice to work as PS to Ministers, after
they having experience of working with officers of various levels, including
Secretaries, besides they being specialized officers for the job.

Political Circles in Delhi are busy figuring out what are the reasons
for disinformation about relations between Mrs G and Dr MMS ? Rahul
was heard asking other day asking a senior congress leader from Madhya
Pradesh - Is this failure of political managers or our media management?
Or have we lost support of our true selfless friends and now surrounded
by vested interests , Rahul wondered. Insiders say, Congress information
channels have never been so bad that even our EVES dropping agency friends

Anarkali, Jahanpanah tum se mukhatib hein!
This is a very significant dialogue from the classic Indian film: Mughl-e-Azam.
(The context is when Anarkali is being buried alive under orders of
the emperor/jahanpanah and her mother succeeds in getting her life spared
by Akbar, the Jahanpanah (refuge for the masses or saviour of the people).
The kind of refuge he is providing to the aam aadmi (Anarkali, a courtesan
only) is clear from the way she is being buried alive and later being
deported to darkness! That is our present day emperors! But what troubles
most is, the plight of the poor mother, who can do nothing to save the
life of her exceedingly beautiful young daughter, excepting praying
for mercy from the ruler. So she tries to make the almost dead Anarkali
to regain consciousness by telling her that the refuge of the people
is saying something to her! Anarkali is too shocked to register or react!
So if a Police officer beats dead a poor cinema hall guard or another
SP is dragged a few miles by traffic constables or a District Magistrate
slaps publicly an ordinary school teacher on election duty in front
of the cameras and the poor employee says out of fear that no such incident
took place, it is because of that sense of helplessness which had engulfed
the mother of Anarkali. The dialogue is relevant in the context of contemporary
India, where the ordinary are being buried alive by our Jehanpanahs
of the day, our well wishers can only whisper into our anaesthetized
ears "Jehanpanah tumse mukhatib hein"!

Nothing is free !
Left to me, no retired officer from the IAS be allowed to join a pvt
company within 5 years of retirement; nor they should be on the their
boards. This is the sure way of using these officers, who would have
favoured these cos. during their career either in the state or in the
centre, to further gain through their access to their junior colleagues
in the IAS. Mind you, everything has a price tag.
