ONGC releases ‘Assured’ Sustainability Report for FY’10
The first ‘Sustainability Report’ of ONGC, released by the Executive Committee of the Board, pertaining to the period from April 1, 2009 to March 31, 2010 coinciding with FY’10, covers ONGC’s domestic exploration and production operations at onshore and offshore (excluding joint ventures and subsidiaries). This Sustainability Report, released last week, is unique in terms of its comprehensive coverage and assurance standards while its validity against the best global standard gives the highest credibility to the report. There are over 750 organizations globally who have published their sustainability reports in 2010 of which five are Indian companies. With its first externally assured sustainability report, based on the reporting principles and methodology given in the Global Reporting Initiative (GRI) 2006, ONGC now enters this select group of organizations with voluntary and assured non-financial reporting.

To convert the Forum into a weapon against corruption and mismanagement, it has to approach the competent authority for their views and action plan on the issues raised. For example, when the issue of mismanagement at National Academy of Statistical Administration (NASA) was raised by Sanjeevan on 16.09.2010, the views of the NASA head or the head of the Ministry controlling NASA, i.e., (MOS&PI) should also have been taken and published on the same day or the next day. I am working as a Grade D Stenographer in Ministry of Agriculture. I am eagerly waiting for the unilateral transfer to my Home State i.e. Andhra Pradesh. Now a Grapevine in the corridors in the Ministry of Finance is about lifting the ban on unilateral transfer in the Department of Revenue (CBDT). Please look in this also. Because from the last one decade thousands of families are dispersed with this ban on unilateral transfer.

There is so much commonality in the degree of their pliability, flexibility and high sense of obedience to their political Masters. Pitiable condition of LDC/UDC

I would like to raise our voice in your esteem website and want to draw the attention of Ministry of Finance and Dop&T about the pitiable condition of LDC/UDC. Over the years, the scale of pay of various posts have been upgraded from time-to-time but the scale of LDC/UDc have not been revised/upgraded since 1959.Even though the minimum recruitment qualifications for the post is not 10+2 with computer typing. In the present day context, the candidates with minimum qualification of Graduation compete the examination. It was expected that the 6th CPC will upgrade their salary. However, no improvement has been made. we urge to competent authority to consider the matter of GP for LDC/UDC as earliest.

I am shocked to learn of the sudden demise of V K Kapoor. I remember him as a lovable and considerate person.

I recall that I attended his wedding at Shivpuri when he was posted there as District Collector. I was his Commissioner at Gwalior.
How he danced at his own wedding is one of my fond and vivid memories!
I pray that his soul rests in peace and God gives strength to his family memebers to bear this irreparable loss.

Adhocism in IRS (C&CE) is manmade
The adhocism in IRS(C&CE) due to non finalisation of seniority list of group 'A' is wholly manmade. No where else does one find seniority being given from the date of UPSC results as is being given for Customs Appraisers (directly appointed by UPSC). also no where else will one find Direct Recruits (here directly recruited Customs Appraisers) being given slots more than their quota than the promotees. No where else will one find the whole administrative set up of a department or ministry [starting from Under Secretary(Admin), Deputy Secretary(Legal), Joint Secretary(Admin) and Member(Personnel)] engaged in perpetuating the mischief like in the case of Customs Appraisers. So the end result is non finalisation of seniority list of Customs Appraisers since 1961!!!!!! So accordingly non finalisation of IRS(C&CE) for which Customs Appraisers is one of the feeder cadres. Reasons are too well known. There have been numerous court judgements which go unimplemented. Perhaps Indian judiciary and Customs Administration finds the issue of seniority of Customs Appraisers more vexing than even the Ayodhya case!!!!!! We need a leader like Indira Gandhi
There is a lot of commonalities in the on going strife in Kashmir and the Maoist problem being faced elsewhere. Both point out to an unjust governance. In the latter case Maoists are exploiting the sense of frustration amidst the tribals and in the former, paid Pakistani agents are utilizing the frustration caused in Kashmiris due to the lack of Governance by Omar Abdullah and company. That is why they direct the agitations against the Army. Being a border state Kashmir requires immediately a two pronged policy. For better governance and instill confidence in Kashmiris, Omar should be replaced with a more experienced, acceptable and able leader(not his father Faroukh).Tough measures should be taken against Paki paid organizations like Hurriet. Their leaders like Jilani and Miwaiz should be arrested and sent to jails in South India .No where in any other country that an anti-national minority is allowed to brow beat an elected Government as we see in Kashmir. But for taking such action we need a leader like Indira Gandhi. Fact is that we lack it.

Forget the Kalmadis, think of Sridharans

Let us forget the Kalmadis of India and think of Sridharans. The sad part is while we may find the first category everywhere, people like Sridharan are hard to find. The way Delhi Metro Rail Corporation has delivered is remarkable. DMRC works like a highly professional and motivated body with its Managing Director providing exemplary leadership. But then there are bad fish in all the organisations. Sexual harassment case of a lady officer by his senior as recently reported is a blot on the fair name of the corporation. The officer guilty of this should not go unpunished. This brings us to the general question of sexual harassment at workplace which continues to take place inspite of the Supreme Court's guidelines in the judgement in Vishakha's case in the year 1997.Supreme Court had held that the incident of sexual harassment at work is violative of the fundamental rights of gender equality and the right to life and liberty and is an attack on women's right to dignity. It has been noticed that the committee appointed to look into any complaint, even when the woman member is also there, tries to shield the culprit (since mostly in such cases he is the senior boss) and is not very sympathetic to the complainant. I know of a case from the Railways where the woman officer who complained against sexual harassment was victimised, was not given a posting for a long time as the accused was a senior person who went on to get higher and higher positions. The lady had to knock at the doors of Central Administrative Tribunal where her case is still pending. I hope the lady officer in DMRC does not meet the same fate.

Understanding "Service"

At one time in my life, I thought I understood the meaning of the word "SERVICE" i.e. the act of doing things for other people. Then I heard the terms: Revenue Service, Postal Service, Civil Service, Service Stations, Customer Service, City Public Service, and I became confused about the word "SERVICE." This was not what I thought "Service" meant. Then one day, I overheard two farmers talking, and one of them mentioned that he was having a bull "Service" a few of his cows.
WHAM! It all came into perspective! Now I understand what all those "SERVICE" agencies are doing to us.

Can we not have clean cities in India?

When politicians, Secretaries and senior officers visit foreign countries they feel happy about the cleanliness of the city/ roads /building etc. If each politician, Secretaries and senior officers take only one measure to make the city clean, by now out country would have been like any other beautiful country. People may say population growth is the cause of dirty cities but see China. Our population is not so much. How clean is China? If all money meant for urban development could be used in an innovative manner, we may expect good result. Friends who are piling wealth by not caring for the environment should think that the money will be of no use to them as they are making their lives insecure. My prayer to political and administrative bosses please implement at-least one good practice of any foreign country you have visited during your life time. If each one does so we would have a beautiful India.

What more an IAS will do?
This is in relation to the news in this channel. “As the grapevine has it, Madhya Pradesh government being headed by Chief Minister Shivraj Singh Chouhan is going to urge to the Government of India (GOI) to post an IAS officer as Deputy Director of the AIIMS coming up in Bhopal". What more an IAS will do? There are many who have ranked better in Civil services exam but opted for IPS/IRS etc. May be through Bhaichara the IAS will oblige the political boss.

CBEC adhocism

Some of the brightest officers joined the Customs and C Ex ( between 1985-1994). Mostly were eligible for IPS, and all of them for IRS (IT) or IAAS. Today , these officers are perhaps the most disillusioned, as they have lagged behind in promotions at every level. It is a moot point how this has adversely impacted on the revenue collection of the national government. The seniority issue is a dispute among the promotee cadres, and the matter has gone to Supreme Court , which settled the same. Unfortunately, vested interests did not allow the SC judgement to be implemented. It is hardly a legal issue and DOPT can easily resolve it. Why it does not happen? Why is it so difficult to appoint a few consultants ( retired people from UPSC and DOPT) to sit down and finalize the seniority of the promotee cadres in Customs and C EX. Further , if that is going to take time, atleast go ahead and fill up the senior positions ( from the direct recruit officers on ad-hoc basis)
