In the corridors of power, it is widely believed that Amar Pratap Singh
will succeed Ashwini Kumar as Director CBI. Logicallly, Singh who is
presently Special Director in the CBI should be next CBI Chief. But
he is 1974 batch IPS officer of Jharkhand cadre and new Chief Minister
Arjun Munda wants him to succeed Neyaz Ahmad as DGP in November. Munda
wants him because he had been his OSD for two years. One can only wait
and watch.

Some of my colleagues were corrupt
I recall a Chief Justice in mid 90's his children were interning with
a lawyer who was later exposed in Nanda case by NDTV. Infact the said
Justice's daughter later worked closely with Attorney General of India.
This is not an isolated case. The Europe visits of 3 judges including
CGI for several years to famous Paris Cabaret were well known in our
fraternity. And why just blame Judges dont we all know a former
Law Minister of Congress helped the Judges to learn the ropes of corruption.

Where the Governors of our states are sourced from ?
At present, 6 governors are retired Indian police service
officers, including MK Narayanan, BL Joshi, ESL Narasimhan, Nikhil
Kumar, Gurbachan Jagat, RS Mooshahary. Intriguing that there are so
many governors from IPS. In contrast, there are 4 retired IAS officers,
including BP Singh, SS Sidhu, Shekhar Dutt, Tejendra Khanna. There are
3 retired Army officers, including JJ Singh, MM Lakhera, and Bhopendra
Singh. Rest are all political appointees, it seems. Correct me if Im
wrong!

PSs to union Ministers is a lucrative profession!
As an avid browser of WIC, I have been closely following the debate
on the perceived strengths and weaknesses of IAS officers and their
suitability for the jobs of PSs to union Ministers. Here
is a candid analysis. For over two decades, officers of the IAS, the
poor successor to steel frame ICS, have been vying with each other for
grabbing the jobs PSs to union ministers posted in lucrative ministries
that involve money and power. The glorious concept of Service
culture has evaporated and replaced by more meaningful attributes
like: inefficiency, incapacity, net-working etc which are considered
in things in Governance. On the contrary, factors like accountability,
spirit of service to the citizenry, image of probity and integrity are
considered impediments to career progression.
Who is responsible for this flawed system of administration? Who created
the politicized bureaucracy that is un-accountable and un-responsive
to the public? The DOP&T manages the IAS cadres, their transfers
and postings including attachments to Ministers. Let us consider the
ground realities. The over-ambitious IAS officers approach the union
ministers politically and through business houses for attachment. The
request is forwarded to DOP&T. The ever obliging Cabinet Secretary
takes no time in issuing orders without even verifying the credentials
of the aspirants. These officers keep shuttling between their cadres
and the Centres after the cooling off period of two years ,leaving no
chances for others.
For lucrative ministries including MOF, Ministries of RD, Agriculture,
Health Commerce, Heavy Industries, HRD, Petroleum, Chemicals &Fertilizers,
I&B etc, PSs are posted on the orders of 10-Janpath.The un-trustworthy
ministers particularly those belonging to coalition partners are not
spared. Their functioning is kept under surveillance of the power that
be, by posting IAS officers with proven loyalty. As, always, selections
to these vital positions are made on considerations other than merit.
This is no sweeping generalization. There are gems among IAS officers,
both serving and retired, that constitute the great silent minority,
who prefer to work quietly but firmly. They are not Yes Ministers
type!!! For avoiding embarrassment, I do not intend to de-classify
their identities. How could the GOI achieve Good Governance,
with such ad hoc and rotten system of administration?

Chairman for Indian Oil
Indian Oil today does not have any inside Director who can be considered
for selection to
the position of Chairman. This is purely due to considerations of age
and the mandatory
condition of PESB proposing minimum two years of service being
left. IndianOil, as is well known, has a Divisional structure
due to historical reasons of merger of two different companies in 1959
i.e. Indian Refineries Limited and Indian Oil Company.
While there are a lot of similarities across the Divisions, there is
distinctive divisional flavour in terms of culture of the Divisions.
Besides the geographical spread, volume of business and the manpower
strength truly make this organization a complex entity to
manage on day-to-day basis with its myriad challenges.
In the oil & gas business under the MOP&NG, unlike international
oil
companies like Exxon-Mobil, Shell or British Petroleum (BP), none of
the oil
companies have presence across the entire value chain (upstream, midstream
and downstream) of the petroleum business starting from exploration
to dispensing of petroleum products. Therefore, if the top leadership
(Board level) in these companies is grown from within, it helps the
cause of business. While in theory, at top level, leaders are expected
to quickly grasp the fundamentals irrespective of their background,
in practice, previous familiarity with the organizational ethos, culture
and business does give the leaders that unstated advantage in managing
the business. The point is that if upstream companies are managed with
leaders who have grown with the business, it helps the cause of business
(and therefore the country) and similarly for the midstream and downstream
sectors.
In the APM era, MOP&NG used to groom the future CEOs of Oil Companies
by
exposing them to complete value chain of petroleum sector through tenure
in OCC.
Consequently, these leaders from Downstream Sector could take up the
mantle of
Upstream sector and vice versa successfully, be it the case of M A.
Pathan,
R.K. Narang, Late Subir Raha, Prasanto Bannerjee, M S Ramachandran,
Sarthak Behuria and many others who traveled to the position of Chairman
through tenure in OCC. But after dismantling of APM in the post 2005
era, the top honchos of upstream sector do not have any exposure to
the downstream sector and vice versa is also true making it virtually
impossible for functionaries in one sector to work in other sector.
Hence, now onus of grooming leaders now rests with individual Oil Companies
to groom leaders who understand the core business and culture of individual
oil company better and hence can lead the company onto higher growth
path. It takes considerable time for any CEO coming from other company
to understand the culture and the human resources in addition to the
business process of the Company which may result into virtual functional
vacuum in the company seriously hampering the business prospect and
growth of the company.
As stated above, since, Indian Oil does not have any Director level
person, who can be
considered for the position of Chairman, it may be worthwhile to consider
senior level
Executive Directors of the Company for the position of Chairman. It
is all the more important in the competitive scenario prevailing today
and the onerous task of
realizing the new Vision (adopted by Indian Oil in 2009) of becoming
the Energy of India and a Globally Admired Company.

Kashmir Problem
It is a ploy by the fanatic Muslims to join Pakistan. They are only
talking about the persons dying due to firing by the Security personnel
and there is not even a word about the thousands killed by terrorists.
Not a word about the Kashmiri Pandits. Mehbooba Mufti is nothing but
a mask of the militants. One fails to understand as to why an all party
delegation went to meet those traitors who are openly pronouncing that
they are not Indians. Those who want to go to Pakistan should leave
the country. The pity is that the Government of India does not know
how to act firmly with these traitors. The Government seems to buy the
argument of the separatists that innocent people are dying due firing
by security forces. When there is unrest, innocent people will not come
out for pelting stones. Those who are dying are stone pelters and destroyers
of the public property. It is their choice to die. Let the Indian state
act firmly with fanatics .

Plight of Kashmiri Pandits
The plight of the Kashmiri Pandits, the minority in Kashmir, is not
receiving attention in the rest of India. Their human rights trampled
upon, killed, raped and ousted from their homelands by terrorists/ militants
trained and handled by cross border elements, there is no all party
delegation to listen to their woes about their pathetic condition. The
silent martyrs suffering genocide over the "Kashmir issue"
include the Pandits. Similarly, the security forces who are laying down
their lives in this foreign sponsored militancy are equally martyrs.
So are the innocent people of Jammu and Kashmir who unfortunately are
bearing the brunt of the proxy war from across the border.

CWG Intentional humiliation of PM or the Indians worldwide
As predicted as early as in July, 2010 in this forum (that games preparation
is being delayed intentionally, in collusion with CWG officials), the
authorities responsible for preparation of CWG games from Prime Minister
of India downwards have taken all countrypersons for a ride. Have all
the leaders at the helm of affairs grown old (incidentally, PM, Suresh
Kalmadi, Olympic Committee Members, Cabinet Secretary, Sports Minister,
Lt. Governor and CM, Delhi are past their prime now etc.), having no
energy left to convene mega events of this nature? As an ordinary citizen
I have drawn two conclusions from all this, viz. (i) plan to force humble
PM to leave his seat for Rahul Baba, and (ii) humiliate the countrypeople
before the world as nation of corrupts, by its unpreparedness on most
of the fronts (by officials dividing money granted for CWG, among themselves
and leaving a little for CWG work). Whichever may be the reason, even
Rahul baba or anybody else from the ruling UPA do not deserve to be
PM for another five years, if not banned to hold any public position
(MP or Minister etc) for 5 years. UPA cannot shirk the responsibility
now. Whether the games are convened successfully or not, it has already
humiliated us all for no fault of ours.
Incidentally, I watched media trial of the CWG preparation on 21st evening
and was bemused to see the debate surrounding around officials representing
one particular community Such as inefficient PM,
irresponsible Sports Minister (Mr. S. MS Gill), unacceptable
comments of CWG Village Mayor (S.Dalbir Singh), indirect
support of CWG officials by Olympic Committee Member (S.Tirlochan Singh),
etc. I hope it is a coincidence. I also hope that Mr. Kalmadis
beard is not the reason for him being protected by those at high positions!!

Compromising values sure recipe for national disaster!
The CWG fiasco has proved beyond reasonable doubt that any government
can be crippled if values are compromised. The entire government has
proved incapable of handling a small event like the CWG, though we have
successfully fought a few wars!It is a unique collapse of the entire
constitutional machinery. The experiment done for splitting the command
of the government was not only a very bad idea but also unconstitutional.
Indian democracy does not provide for back seat driving of a Chief Minister
or the Prime Minister. Unfortunately that exactly has been happening.
There used to be bold journalists, who ran the risk of their life but
never feared the establishment and stood for the people, nation &
rule of law. Alas! that tribe will now be showcased in some museum of
journalism only! Doesn't this nation understand what has been going
on? Has the nation to be told of the destruction of constitutional institutions
and the government being run by institutions specially created outside
the government? Is the Head of the Republic Of India satisfied that
the government is being run exactly as laid down in the mother law--our
constitution? Is the country safe? Compromising values was as palpable
as the sunlight, but we doggedly continued in the denial mode! The result:
foreign governments have shown us the mirror! Shamelessly though, our
ministers call it minor issues. For them major issue is only one person
or one interest, in whose name(and without knowledge of the person),
they are prospering like honey bees and multiplying like locust! What
a great nation we have where the CWG joins the long list of examples
of compromised values! The collapse of the foot overbrodge at the Jawahar
Lal Nehru Stadium, New Delhi is just a sample of compromising construction
standards. Ordinary people were lucky that they suffered no casualty(only
by the Grace of God) as it happens to be on one of the busiest intersections
on the Bhisma Pitahmah Marg. Had it happened in the evening when offices
at the Central Government Offices(200 meters away and main exit route)complex
were closed, the casualties would have been many. Had it happened on
Thursday any time, it would have killed hundreds as devotees in thousands
throng a small temple just 150 meters away! The central School is just
on the other side of the bridge itself!Central government colony surrounds
the bridge on both sides, housing thousands of families! Now, if this
is the quality of standards, do we apprehend some tragic incident when
the visitors will be watching the games and the stadia may not take
all their weight? Those who would still like to underplay the total
loss of values,would perhaps compel the foreign participants to boycott
the games altogether! Since our ministers have no conscience, none has
resigned owning "moral responsibility"! They have vicarious
liability. Now every effort shall be made to cover up the acts of omission
& commission of all those ministers, politicians and Bureaucrats,
who have looted with both hands public fund in the name of the CWG.
After all the CWG has come only after the Asiad 1982, after a lapse
of 28 years!! Can you keep a voracious and hungry Indian animal called
corruption away for his staple for long? The people have to act decisively
and restore order, rather than just asking for clean government. They
do not know how difficult it is to provide clean administration or government
in the country! They don't even take the postings on the Whispersinthecorridors.com
serious, otherwise, at least, the CWG shame could have been avoided!

I thought one would now not write about the CWG till the Games are
over. As patriotic Indian I wished the games to go on smoothly. But
then everyday brings an incident of shame. The collapse of the foot-overbridge
near JN stadium yesterday injuring seriously many labourers,the comments
of the President of the CWG federation on the games village being filthy
does not help us in not focussing on this fiasco again. The comments
of the Chief minister that the bridge was not meant for athletes but
janta, the spectators are really pathetic. So are the remarks of Lalit
Bhanot of the OC on the cleanliness that their standards are different
than ours. Also laughable are the remarks of Union Urban Development
minister who finds the collapse of the bridge a small problem. In all
this mess one wonders why the Sports minister and the Lt. Governor of
Delhi are completely silent. Maybe they want to keep themselves away
from all the mud. How can they however. They are equally responsible
for things as they stand today.

Salim, the rickshaw puller deserves the award given by the Delhi Police
Commissioner. Maybe some medical help could be given for his ailing
wife. Can the Health Ministry do something for this brave son of India.

Diwakar Nath Misra to be deputy secretary Cabinet secretariat . He is
2000 batch IAS officer of Assam cadre. He is regarded as very honest,
dedicated & efficient officer .His works as Collector during 2007
flood in Assam was very well appreciated by national & international
agencies and also by the UPA chairperson Sonia Gandhi who then visited
flood affected area. He was also instrumental in bringing insurgency
down in NCHILLS Autonomous district.
