Why is it that Ministers serve till 80 years; doctors including surgeons 65; professors 65; IIT staff 70; judges 68; space, atomic energy & agriculture scientests 65; Prasar Bharti chief 70; CAT members 65; PESB / UPSC memberrs 65; Regulators 65; CIC no limit; etc etc but civil servants till 60. No wonder civil servants stop working at 58 and start begging for post retirement jobs.

Kashmir is becoming a sore

Kashmir is becoming a sore for the rest of India at the moment. The wily old fox Kayani and the military junta in Pakistan have very deftly orchestrated the current phase of the agitation from the background. Once Kashmir settles down a bit, they will ruffle the Punjab again. We must be alert on these fronts. To our Kashmiri brethren, we must provide a healing touch and douse popular anger and angst. They are our own people. At the same time, we must deal ruthlessly with infiltrators and terrorists of all ilk. The other issue we need to address is the Maoist/ Naxalite violence. We also need to explore if there is any link between the Indian Maoists and the Nepali/ Chinese Maoists. This would be handy in determining whether India is being encircled by a Chinese-Pak combine or a China-Pak axis from the north and the West, since China is already settled in Myanmar so that then, the encirclement of India would be complete and our economic and strategic interests jeopardised.

Take up the matter with PM

I have retired from IFS three months ago and keep visiting the MoEF. I write this in connection about the news about Jairam Ramesh being irked with DoPT. I will request Ramesh to show strength and take up the mater with PM about the manner in which some IFS and IAS officers are targeting good officers of his Ministry including the DG Forests and he himself for being an active and frank Minister. He is being fooled by his own officers who portray as his own and spread rumours about others in PMO and cabinet secretariat. Some officers also use his personal staff who are novice in administration. In a recent happening with the selection of DG ICFRE is a shame that at what level the secretary level officers can stoop and torpedo a selection process of DG ICFRE. This was done by hatching a conspiracy. It a shame that entire bureaucracy became a part it. As for IFS scheme it is pending in PMO. Till PM bifurcate this department as promised by him forestry will continue to be a hot bed of politics. Thanks to whispers for exposing this atleast. But what is most surprising is that Ramesh has told him staff now not to give any appointment to IFS officers particularly the retired ones. AK Mukerji has been seeking his time for the last 2 years.

Mehbooba and her family responsible for Kashmir fiasco

As far as Mehbooba is concerned, she is not only the mask for militants but she is also jealous of the young CM Omar, whom she makes it a point to criticise whenever she opens her mouth. It may not be out of place to mention that the situation escalated after the stage managed kidnapping of her sister when her father was the Union Home Minister. Since then, there has been no looking back for the militants and Mehbooba and her family cannot run away from the responsibility of the current situation in the state.

The judgement in the case should be postponed without mentioning a date and announced later without any prior intimation to any one. By announcing the date and asking the state to be prepared to tackle the law and order issue, it has given chance for the hardcore elements in both the religions to plan actions that will disturb the normal life of the general public.

Media has projected wrong image

In the last few weeks the media through irresponsible reporting, has created an image that the villains in Kashmir are the Armed forces and the elected government, and not the separatists and the terrorists. The loss of lives amongst security personnel and loss of public property should be reported along with the deaths of stone pelters and those who have taken the law into their own hands and have therefore faced bullets. Should the security personnel face stones and armed attack from mobs and not retaliate against lawlessness?
In the last 63 years the Kashmiris have received thousands of crores of the Indian taxpayers money and have little development to show for it. The people of the state should ask their leaders, who are also Kashmiris, where the money has gone and why there are no jobs for them ,no schools and hospitals etc.
The partition of the country was on religious grounds and those who wanted to live in an Islamic state moved to Pakistan . India welcomed people of all religious hues being secular and the constitution guarantees equal treatment to all. All religious groups have learnt to live together except a few disgruntled people who blame everyone else for their own failings and are misguided. Kashmiris fall in this group.

Common performance review

One examination of the UPSC should not make one category of people superior for all times to come. After periodic intervals there should be a common performance review of all Group 'A' service officers and IAS Officers together and the best should be selected to be appointed as Additional Secretaries and Secretaries. An officer of Indian Engineering Service may be ideal for appointment as Secretaries to Ministries like Communication, IT, Road Transport etc. An Indian Railway Traffic Service Officer posted in the South Eastern or Eastern Railway may do well as Secretary, Department of Coal, Steel, Mines etc. as through he has been brought up and bread in these areas of Government activities. Similarly the officers of various organized Group 'A' service may do well on the front of Finance. There is one incident of long time back (1987-88) that a meeting was organized in the Chamber of Secretary Steel regarding 'supply of coking coal to the Steel Plants', in which an IAS Joint Secretary-Steel, an IAS Joint Secretary-Coal and a senior IRTS officer were present. The meeting had to be called off; at the insistence of a bold, upright & knowledgeable IRTS officer; as none of the Joint Secretaries had seen as to what was a 'Blast Furnace' and had also known about it. The meeting was held later only after these officers visited the plant and saw as what was a blast furnace. The said IRTS officer was a topper of Allahabad University in the year 1956 in MSc Zoology and obtained 80% marks just imagine in those years. He was also the topper of the UP-CPMT in the year 1951 but could not pursue medical because by that time his father had retired from service. He became a lecturer at the age 20 & half years. He never gave the IAS exams but on this insistence of friends he gave the IAS(Allied) exams very casually (on the date of Botany paper by mistake he had reached University, where his friends informed that as to what was he doing here).
