NBCC posts handsome profit
50th Annual General Meeting (AGM) of NBCC, a CPSU under the aegis of
Ministry of Urban Development, chaired by V.P. Das, Chairman-cum- Managing
Director, declared the audited results for the financial year 2009-
10. The Company has earned a net profit after tax, of Rs.116.50 Crore
against posting of a Total Income of Rs.3020.05 Crore. The Corporation
also announced achieving of a gross margin of Rs.182.58 Crore while
Net Worth going up to Rs.546.53 Crore. Fourth time in a row, during
the AGM a dividend of Rs. 23.30 Crore @26% of the paid-up share capital
of the Corporation was declared and shall be paid to the Government
of India for the year 2009-10. Speaking to the shareholders on the occasion,

74 SAIL employees receive Vishwakarma award
It is a matter of pride for all of us that 74 out of 128 awardees,
who have won the Vishwakarma Rashtriya Puraskar (VRP) are from Steel

Supreme Court needs to Introspect
This may not be convenient truth. But let us refresh Supreme Court
memory. In famous Meerut roits case. SC dismissed the petition saying
lets not open close wounds. And guilty was not punished.
Case against Shiv Sena for disrupting Deepa Mehta's movie Fire, SC dismissed
it saying people have punished Shiv Sena as they were ousted out of
power.
A chief justice took up the case against Environmental issues near Batkal
lake. And subsequently order was amended several times. Not to mention
a retd CJI lives close to Batkal lake.
And do we know Supreme Court has the case of demolition of Babri Masjid
still pending since 1992 and no CJI has tried to list the case for hearing.
List is long ... we are here to serve Indian people Justice. Please
wake up and serve justice my brother judges before people take it upon
themselves to deliver justice. My apologies if I have been not discreet.

Mad race
The introduction of PM awards for "Civil Services" have led
to a mad race among bureaucrats for showcasing their non-existent achievements.
It has seriously impeded the team spirit and have created an atmosphere
where bureaucrats take advantage of their position in the system to
grab all the credit for work largely done by the junior officers who
for fear of their own carriers cannot even speak out. There are many
such examples discussed in the corridors of power where some of the
bureaucrats have taken credit for a project on which they did not more
than file pushing. It unenviable position for the poor juniors who if
fail would take all the blame and if succeed then the credit is being
taken by the senior. Only in India and in a 'disgusting' colonial system
of ours that such demoralizing things happen and nobody talks about
them. I hope if some of the people who have suffered silently can put
their experiences on this forum though I myself am little afraid of
doing the same for fear of my own carrier being demolished by the powerful
bureaucratic junta.

Why not reform the present empanelment process for SAG level
and above?
For improving governance in the GOI, it would be desirable to introduce
the stage of interviews of aspirants as part of the screening process
by restricting it to those who are able to qualify on the basis of prescribed
benchmark based on their performance appraisal reports. After interviews,
a view could be taken on the basis of totality of circumstances. This
practice must be enforced to make the screening truly effective. The
level of Joint Secretary to GOI is the first cutting edge decision making
level and calls for stricter screening, more so, as the existing system
of Civil Service Preliminary Exams(now Aptitude Test) by the UPSC, does
not stipulate separately qualifying the Personality Test as a mandatory
requirement, as was the practice in the past when many of us had appeared
in the IAS etc examination. One wonders why the DOP&T not thinks
out of the box? This system must be made applicable to all the organized
Services including the IAS. Another suggestion. The screening committee
must include retired Secretaries or equivalent, belonging to other Services
also like the IPS,IFS, IRS,IPoS, etc instead of restricting the composition
to the retired IAS officers alone. This is unfair.

Retirement age should be made optional, as the want & want-nots
are always fighting. The retirement age should be kept at 60 with option
to continue till 65 as is in Canada.

By when is the new NDMA to be reconstituted, given that most members
are retiring on Sept. 30, but everyone is preoccupied with the CWG.
Also is there any transparency in the procedure for selection this time
around?

It is strange that IPS Governors seem "intriguing". Such
a mentality reeks of a Brahminical mind set, where career performance
over 37 years is sought to be set at naught by some single examination
result (though nowadays even that is not true and since at least 1994,
half the top 100 in the common civil services examination are in the
IPS and IRS). This slavish mentality must go. Gone are the days when
the ICS used to be graduates, and recruitment to the IP did not require
graduation (during British times), also gone are the days when the IAS
and IFS were picked up out of all five papers and the IRS out of best
three out of five and IPS best two out of five. Now all are equal, having
beeen recruited through common examination and exactly same procedure
and having all been recruited into All India Services(e.g. IAS/ IPS)/
Group A Central Services (e.g IFS, IRS).

Drastic improvement required
The CWG has drawn public attention to our poor levels of hygiene and
sanitation and the need for improving these drastically and the efforts
to clean up should not end with the games. All our cities , towns and
vilages, besides poor infrastructure, have mounds of garbage , stray
dogs, pigs and cattle. Spitting and open defecation are common and tolerated
by all. Our system requires a major overhaul in municipal services but
the highly politicised local bodies and the panchayats will not be able
to cleanup.
An entirely new model involving the private sector should be put in
place. The new malls and residential complexes have demonstrated that
it is possible to keep public areas clean. Why does no one spit in a
mall as they do in other commercial complexes?
Laws for cleanliness should be made stricter-nothing less than imprisonment
for soiling public spaces. Animal activists should be asked to ensure
rounding up of all strays and to set up animal farms for their care
outside the cities. Their love of animals should not make life unbearable
for the ordinary citizen.

Why did we have such a huge loss of face on CWG? while there may be
many answers or contributing factors - one thing is very certain is
that O C was corrupt to the core. Even the slightest peep into the CV's
of the 'team Kalmadi' would amply reveal that. In fact it appears that
Kalmadi chose his team solely on one criterion i.e. whoever has highest
score on corruption scale will occupy the most important slot in the
O C. A brief look at the past history of his favourites/ key aids (whom,
he was forced to dump, when the controversy erupted, again probably
to their own advantage, as now they must be sitting quietly and comfortably,
watching the tamasha, away from the present heat, having already made
their millions, and would be back to their favourite game once the present
hue and cry dies down) would have revealed that in past also they had
misused and degraded their positions and were consequently unceremoniously
dumped on more than one occasion. It is hard to believe that Kalmadi
was not aware of these fact; on the hindsight it appears that his choice
of such gang was deliberate so that they could assist him in his unabashed
loot. What is intriguing is that the Sports Ministry/Urban Dev./Govt.
of Delhi all blinked their eyes on this, till it was raked up by the
media. The conclusion is, it not the competence or capacity of Indians
which did us in (look at Delhi Metro which has succeeded because of
one honest competent Indian), it is corruption which is eating us hollow
like a moth. Can we do something about it?

Did you know that CWG, since its inception in 1950 was only held in
White countries and never in a Brown or Black country? This was an open
case of racial discrimination widely prevalent in the British Empire
from South Africa to Australia. This is the first time that a non-White
country has been allowed to host the CWG and that too after hefty bribes
had been paid to the White countries. Obviously, there is no colour
bar where the colour of money is concerned. This is why the BBC went
hysterical over Brown stray dogs and dog shit in the Games village.
The opening salvo had been fired by fellow White Australians to whom
the British regularly outsource racial abuse and beatings of Brown Indian
students. First the White Australians started complaining , then the
White New Zealanders and finally when the chorus was reaching its crescendo
the BBC and the British Press also jumped in screaming and kicking.
The sheer viciousness of the racial attacks on the BBC makes one wonder
if the era of apartheid is really over? And whether the BBC isnt
really the Bitchy British Broadcasting Corporation? Our own electronic
media pathetically mimicked the BBC ( note the shiny suits the males
wear and the fake western suits the females wear and the parody of British
accents which is proudly worn as the badge of their slavery)and filled
one with disgust. The sub -text in all this media hysteria is that Whites
should not be playing with lesser races as they are dirty and diseased,
the proof being dog shit and diseased Brown stray dogs in the Games
village . True , in India public hygiene is a low priority item as it
is a job for the low castes to perform. The priority in India is personal
hygiene and therefore Indians bathe every day and no Indian would dream
of swiping his bottom with toilet paper and feel good about it. The
Whites bathe once or twice a year at best and swipe their bottoms with
toilet paper which makes them all smell ,from Queen Elizabeth down to
London taxi drivers. They drown their strong and unpleasant body odour
with perfumes and sprays. So much then for White superiority!!

pave the way for in-situ promotion of 1980 batch IAS or will each officer
have to struggle independently'. it may be recalled that 2 influtential
80 batch officers (Ashok Lavasa to Min of Power, & Tripathy to Cab
Sectt)were first re-positioned [lateral-shift]to pave way for their
AS promotion in places of their choice.

Who will expose them ?
The government was patting on its back for collecting more than Rs
70000 crores from 3G auctions. But it has thrown Rs. 70000 cr on Commonwealth
Games while most the contracts for which has been awarded to a single
foreign company. Who will find the nexus between the people who awarded
these huge contracts and what benefit these people have obtained. Who
will inquire what was the link of these people from the top decision
makers of the country.

Why Kalmadi baiting by Eng channels ?
Why did English channels, Headlines Today and Times Now (the third
channel NDTV is more Sarkari than Doordarshan) leave their usual Modi
baiting to Kalmadi baiting. They did not find any time to report that
the prime witnesses in Sohrabuddin case have turned against the prosecution
alleging that they are being coerced by CBI to depose against Modi.Modi
never cared about these channels and Kalmadi forgot about it.Knowing
the integrity, patriotism and reliability of these channels,Kalmadi
and his cronies could have shared a bit of their alleged loot with these
channels.At least there would have been lesser cacophony.

It was the day after India's Independence Day. A thoughtful Tony Blair
who had watched the celebrations on TV got onto the phone with his
friend Bush:
"India!" shouted Blair.
"What about India?" asked a startled Bush.
"We English made a mistake George," said Blair, "I need

back as a colony!"
"You serious Tony?" asked a still more startled Bush.
"Yeah this is not the India we let go some sixty years ago,"

mass destruction, you remember?"
"So we do the same thing here George. We tell the Indians to give

"I lied for you in Iraq George. Nearly lost the elections for

or else..!"
"Okay Tony since you insist. Will call you back in five
minutes."
"Shall I get my ships ready?"
"For what?" asked a surprised Bush.
"For war dammit," shouted Tony as he put the phone down and
waited for
Bush to talk to the Indian Prime Minister. He walked over to a little
globe he had on his office table and circled India gleefully.
The phone rang and he ran to pick it up.
"Tony it is me," said George, "how many ships you got
ready?"
"Aye aye sir, the Royal Navy is ready for action!" said Tony,
standing
at attention.
"You can send them to India," said Bush.
"To fight?" asked Blair happily.
"No to pick up their weapons of mass destruction."
"Whatcha talkin' about?" asked a confused Blair.
"Manmohan said you would know 'cause it is your people who made
them,"
said Bush.
"What weapons of mass destruction?" whispered Blair uncertainly.
"Their politicians, their MPs, their MLAs," said Bush happily,
"Manmohan said you could take them all back to England where they
were
trained years ago by your people to divide and rule..!"
