Pranab Mukherjee’s orders flouted
Indian Finance Minister Pranab Mukherjee’s orders regarding appointments of CMDs & EDs in public sectors banks were flouted because he had asked for appointing senior bankers much ahead of vacancies that arise at senior levels. However, orders issued two back were delayed by six and half months if the date of interviews was taken into account and delayed by three and half months if recommendations that were made by the Finance Ministry made in this regard were considered. Delay was due to interventions & queries at different levels. His order was implemented in half of such cases.

With the loss of ITI Ltd reduced to an all time low in the past eight years, the company has started moving towards achieving a historic turnaround in the coming months. Significantly, the first quarter losses for the financial year 2010-11 have come down by 40.78 % at Rs. 63.83 Crores as against Rs. 107.78 Crores in Q1 of 2009-10. “We expect the good trend to last and the company’s losses will come down significantly in this fiscal. Our priority is to look for new orders and diversification of products to turn the Company around”, says CMD of ITI Ltd. K. L. Dhingra. ITI Ltd has achieved the highest turnover in its history by clocking Rs. 4660.28 Crores for the year ended March 31, 2010. This is a quantum jump of 167.63% as compared to the previous year’s turnover of Rs. 1741.32 crores.

IT ignores corruption in bureaucracy

The Income Tax Department has a miserable track record of ignoring widespread corruption in the Bureaucracy, Judiciary as well as many such 'Holy Cows' of the system. CBI is taken care of by excluding the officers above JS rank which is any way achieved by the 'big brother' within 16 yrs, i.e. by the time, to be in the position to mint money in Delhi. Then there was only income tax law left to be taken care of. It is achieved by pressurising and bullying the Department. In first place why can't we make Chairman CBDT directly under the FM. Chairman CBDT is himself ex-officio Secretary rank officer(It is different story that no one from the IRS is considered as eligible for Secretary rank) is put under RS and through him under Fin. Sec. then comes MOS(R)and finally it is FM.
The result is IRS is highly demoralized cadre amongst civil services (Refer recent survey of Civil services brought out by the cabinet secretariat). Career -growth avenues are stifled to the worst! Every year I see that young boys and girls selected through UPSC Select IRS after IAS, IPS and IFS. In good number of cases due to medical reasons as well as out of choice, candidates otherwise eligible for IPS choose IRS. But in terms of career progression they end up being treated in step-motherly manner. It is amusing to see that such a big service does not get a single slot in the Secretary cadre. Representation is negligible beyond DS.
I fail to understand what quality do I Foreign Service, I.Postal Service, IA&AS or Railways services officers possess which IRS do not have?
One major charge perceived to be against the IRS and the Income tax Department is that it is Corrupt! First of all, lets get facts straight. Going by the no. of officers convicted by the courts, or pending vigilance inquiries or raided by CBI etc., percentage of officers involved to total cadre strength is higher in IAS and IPS than the IRS.
There is no denial to the fact that majority of the people deviate the path of values; but so is the case with rest of the services. Rather it can be said that in other civil services as well as organizations corruption is permeated to the equal depth, if not more. But at the same time there are right people in IRS as they are there in other civil services including IAS.
Today there is vide-spread corruption among almost all services. Today we are talking about Commonwealth-games, till yesterday it was IPL. Tomorrow some other issue will come to the fore. Issue is that why Income tax guys have no confidence to act unless they told to do so? It will be good for the nation if the Income tax is unshackled from the maze of superior layers; with complete mandate to hunt any one having black Income and of course there should be zero tolerance for any wrong doing by Income tax guy too. If found on wrong footing he should be hanged first!
Is there any one to think in wider national interest!

It’s astonishing

I am astonished that in Ministry of Statistics & P.I. there are around 120 number of Joint Secretary level officers, without any work of accountability. Previously these posts were held by Assistant Director level officers and now these posts have been upgraded to the post of Deputy Director General. These officers are just doing the same job which were previously done more efficiently by the Assistant Directors. Whereas the subordinate level posts are reduced to the minimal and without any further promotional aspects. Government should reconsider for continuance of these DDG posts of MOS&PI.

Omar Abdullah deserves gratitude

The CM of Kashmir, Omar Abdullah deserves the gratitude of India for being so strong and consistent in his beliefs and for enforcing the Rule of Law in the Valley. For too long had successive governments in Srinagar and Delhi kowtowed to hysterical extremist elements backed by Pakistan when they made senseless demands for Azadi. Azadi from whom and for whom? Can these hysterical elements think rationally and tell us if the tiny Valley of Kashmir can really survive as a separate nation, surrounded by Pakistan occupied Kashmir and Indian Jammu and Ladakh? What foolish pipe dreams! and at what cost! Already 64 lives have been lost to this foolishness. This is the cost of education of Kashmiri youth. The 60 plus years leaders of these stone pelters should be jailed and treated harshly in jail and not be treated like VIPs under house arrest. These frustrated greybeards are guilty of instigating youth unrest in the Valley at Pakistans behest. Kashmiri youth have become cannon fodder of these greybeards. The Valley extremists are not going to get anything, they should understand that. For 60 years the Valley Kashmiris have been pampered by the Govrnment of India as they used to blackmail India into submission by threatening to join Pakistan. Well POK has no democracy or free press and the so-called Northern Areas under Pakistan have been leased to China. Does anyone over there dare pelt stones at the PLA or the Pakistan Army? They dare not because the PlA will send them to labour camps in Tibet and the Pakistan Army would kill them and will not bother to count the dead bodies of slain Kashmiris. Omar Abdullah , among all the CMs of India has the courage and the determination to see this through to the end. Once the message reaches home that 64 deaths could be 604 then this senseless agitation will die down. So Omar Abdullah should stand firm, the One billion people of India are behind him!

Corruption in CWG

There should be a National Commission to go into the alleged large scale corruption charges in the infrastructural development connected with CWG. While shadiness in dealings of Kalmadi is well brought out, there are serving and retired bureaucrats in the central urban development ministry and Delhi Government, hiding behind Kalmadi and allegedly made millions. A task force of intelligence officers should be put behind them to find out where they have hidden the loot.

What is the motive ?

Montek Singh Ahluwalia, always in American frame of mind, has tried to educate himself about the plight of rural strata by viewing Pipli Live, a fictional movie, since he has never tasted the bitter pill of rural life. He is planning for those people without first hand knowledge of ground realities.. He is supreme foreteller of the Govt. He forecasts, albeit his forecast ultimately prove to be rubbish, about economic growth , interest rates, production of food grains, inflation and so on. He has assumed the authority to interfere in the domain of others whether it is Transport Ministry, Finance Ministry, Reserve Bank of India, Food and Agricultue Minstry etc. The list is unlimited. Although he is Vice Chairman of Planning Commission yet he is de facto Deputy Prime Minister. Another epicentre of self assumed power is Sharad Pawar. As matter of fact Montek Singh Ahluwalia and Sharad Pawar are responsible for the unprecedented and unabated inflation spell. Supreme Court has nailed unfair practice of Sarad Pawar. What else is required to prove that he is not only utter failure but a designer of creating artificial scarcity - the motive can be well judged.

What Nonsense!

Several Muslims have been Chief Secretaries in various states - UP, Gujrat, J&K to name a few. More Muslims have been Chief Secretaries as compared to SC/STs. The reason is obvious. SC/STs join at a later age. Muslims and other minorities do not have this 'privilege'. Advocates of reservations do not understand that increasing the age of entry is harmful for them because the number of SC/STs in the government service remains the same; yet, numerous young intelligent persons fail to get in because practice and experience of the examination scores over aptitude, potential, enthusiasm and intelligence. Moreover, those joining at a later age, even if they have the potential, have no chance of becoming the Chief Secretary because they retire at Principal Secretary level.
