For the first time Commerce Ministry officials are not averse to the
idea of posting an IAS officer other than Assam and West Bengal cadre.
IAS is IAS and one should not say that only Assam and West Bengal cadre
officers can manage the Tea Board a very senior Ministry official said.
G.S. Malhi tipped to be DG, BCAS
As the grapevine has it, G.S. Mallhi likely to be appointed as DG of
the Bureau of Civil Aviation Security (BCAS). His case has been delayed
because the UPSC had sought some technical clarification from the DoPT.
Since DoPT has clarified the matter in favour of Mallhi his file is
now likely to be cleared. He is an IPS officer of the 1974 batch who
belongs to the Haryana cadre.

DoPT has accorded sanction for prosecution against four IAS officers
under the terms of the provisions of section 19 of the Prevention of
Corruption Act, 1988 (49 of 1988) .

Dr. Amarjit Singh who is Executive Director (ED) in the "Jansankhya
Sthirata Kosh" (JSK) (National Population Stabilisation Fund),

Mahaveer Singhvi (IFS 1999) batch has been reinstated in the service
after a protracted legal battle with the Ministry of External Affairs.
The Supreme Court has passed several strictures against the Ministry.
After joining the Ministry, Singhvi has been posted as the Deputy Secretary

Ms.Meena Chaturvedi, AG (Audit) Uttarakhand, has sought voluntary retirement
from service (VRS). She is an Indian Audit & Accounts Service (IAAS)
officer of the 1987 batch. She had returned to her cadre after completing
APPA course. Prior to that Ms. She was Executive Director with the Pension
Fund Regulatory Development Authority (PFRDA).
IPS overwhelmingly favoured over Income Tax
In recent years, some people had started saying that now candidates
in civil services are preferring income tax over IPS. However, service
allocation for civil services examination 2009 recently put up by DOPT
on its web site clearly demonstrates that candidates still overwhelmingly
prefer IPS over income tax. The last rank for general category IPS appears
to be 243 whereas for income tax it appears to be 361. Till the
rank 243 there appear to be 68 general category candidates who have
opted for IPS whereas only 12 appear to have opted for income tax. Out
of these 12 also, 5 are ladies. It is also a fact that physical standards
for IPS are tougher so whether the remaining 7 fully met these standards
or not is not known.

Bala Prasad has assumed charge as Chief Executive Officer (CEO) of the
Delhi based National Medicinal Plants Board (NMPB). Prasad is an Indian

SAIL reviews implementation of Integrity
Pact
Steel Authority of India Ltd. (SAIL) reviewed the implementation of
the Integrity Pact at a meeting with the Independent External
Monitors (IEMs) in SAIL Corporate Office. Addressing the meeting, SAIL
Chairman CS Verma spoke about the performance of SAIL in recent months,
the global steel scenario and the challenges before SAIL at this juncture.
Various issues relating to the Integrity Pact in SAIL were discussed
at length during the meeting and views of the IEMs were obtained. P
Shankar, former Central Vigilance Commissioner, Janki Ballabh, former
Vigilance Commissioner and A C Wadhawan, former Chairman, Public Enterprises
Selection Board, who are empanelled by SAIL as IEMs for overseeing the
compliance of the Integrity Pact, attended the meeting.

Why to create hype?
There are many muslim Chief Secretary in many states including U P ,
J&K. Civil Services has many example specially All India Services
in the states IAS,IPS and IFS. It is better that Civil services perform
their role without publicity.

Ahluwalia be held accountable
A large part of the responsibility for the mess in economy rests with
Montek Singh Ahluwalia who has been in charge of the Planning Commission
but has hardly made any contribution to his planning job. Throughout
the six years he has only been making various statements on prices,
agriculture production etc. which are strictly not his responsibility
but is that of the ministers concerned. He must be held accountable
for failing to plan properly for the long term.

They are confident that the batch will be promoted in-situ. So those
in places like Commerce, Health, etc are sitting smug waiting for the
orders. Those in 'poor cousin' ministries are re-positioning themselves.
Other batches have no such luck. No prizes for guesses which corporate
is backing whom. Everyone knows who has a say in the two powerful ministries
which start with 'P'. The batch is also confident of being empanelled
as Secretary by Dec 2011. This is not kite flying. Can the editor of
Whispers name a single batch in last 10 years when 2 JS who were empanelled
as AS, were shifted laterally to prepare for the post of AS to fall
vacant.
Punish the guilty
I do not know whether you would like to post the following. It
is very impressive that a lot of bureaucrats and senior bankers often
visit your site. But I request for your help so that justice can
be done to one poor fellow who has committed suicide:
One officer named R.P. Pawar working in OBC b/o Nangloi has committed
suicide due to harassment by his Branch Manager. Pawar has also left
suicide note indicting him and other staff members. Police has
registered FIR on 29.8.2010 (FIR No. is 166/10) at Kanjhawla police
Station. I seek your help that the Bank may take stern action
against the guilty. He has managed to get out of police by greasing
their palms and has reached his hometown (Rohtak).
IT is not ignoring corruption in bureaucracy
The mandate of the Income Tax (IT) department is not to weed out corruption.
It may be secondary object, but primary object is collection of maximum
revenue. IT department focuses on big tax offenders which are invariably
businesses. In one case of government servant the department may catch
10 or 20 Cr rupees of hidden tax but in case of one business group the
hidden tax may be 100 cr. So department's focuses mainly on business
houses. However, it also catches big fish among government servants.

There are two types of politicians in this country, Sycophants and Democrats.
India being a Hindu majority country, a suppressed culture developed
among certain Hindus during the thousand years of subjugation by alien
Islamic rulers. It can not be wished away fully even in one hundred
years. Many of the Hindus were court justers, jokers, Munshis and duffedars
during that time and many are even now reluctant to leave this culture.
Some are even fine tuning it for small scraps of power. Sonia Gandhis
unanimous election by Congressmen should be viewed in this
light.

That honesty has become the 'worst policy' in this country has been
proved once again by the shocking incident of Bareilly S.P being dragged
by her own policemen for more than a kilometer. They would have killed
her even for her fault. She went to check on them when they were extorting
money from the truckers.

Weed out criminals in uniform
Earlier only common people used to become victims of criminality on
the part of police force, be it a case of fake encounter killing or
plain extortion. But no longer now. Even the police officers who try
to check wrongdoing on the part of constabulary are also not safe especially
in UP. Near fatal crushing of lady IPS officer Ms Kalpana Saxena, SP
Traffic Bareilly by dragging her for more than a kilometer by none other
than the traffic policemen who were caught red handed by her while extorting
money from public should be an eye opener and make the top brass of
police force hang their head in shame. This incident is indicative of
total criminalisation of section of police force which is proved by
absence of any fear at all on the part of constabulary even of their
own officers. In the name of strengthening law and order ,it appears
criminals are being inducted into police force .Only a couple of days
ago TV channels showed an SP in neighbouring state of Bihar being manhandled
by policemen. Before any additional person is inducted into police force
, immediate screening should be done to identify and weed out criminals
in uniform before it becomes too late .
