Importance of non-IAS officers in Maharashtra
Maharashtra government is appointing non IAS officers to important posts. Kalyan Dombivali Municipal Corporation is 5th largest in the state, population wise, even larger than Nasik, Solapur, Aurangabad and Pimpri Chinchwad and next only to Mumbai, Pune, Nagpur and Thane. KDMC had additional collector rank officer as Commissioner and if that was not enough, government has appointed one from corporation cadre (not even a state services) as Commissioner of this very important local body. In late 90s, KDMC had commissioners like T Chandrashekhar and Shrikant Singh and only officers who were on verge of becoming secretaries to state govt were posted there.

Maharashtra govt uncomfortable over centre’s move
Maharashtra government is uncomfortable over centre’s move to send all IAS officers who have put in 28 years of service for a five week training and refresher course because the training begins in the first week of December when the winter session of the state legislature at Nagpur would be in place and all the officers , belonging to 1982 batch, holding important positions will be away from the state.
Tug of war between NAB and PMO in Pakistan
Pakistan’s National Accountability Bureau (NAB) which is equivalent of India’s CVC and CBI combined is witnessing an open dramatic tug of war between their PMO and the Presidency over the removal of NAB’s Prosecutor General Irfan Qadir. A three judge bench headed by CJ Iftekhar Chowdhry had last week ordered Mr Qadir’s removal from the post. While PM Gilani has ordered immediate removal, the Prosecutor General insists that the PM is not competent to sack him and he will continue in office until President Zardari orders him to quit. Irked by the intransigence the PM has ordered withdrawl of all ‘perks of office’ from  Mr qadir.
Caught in the cross fire is Pakistan’s Law Minister Babar Awan who contrary to the  PM’s stance has told the Press that the Prosecutor General’s removal will take some time as it requires an order from the Presidency which can be issued only after a summary (office note) is sent to the Presidency from the Law Ministry via PMO. The controversy assumes significance in view of the crucial role the Prosecutor General is to play in the ongoing legal battle regarding closure or continuation of some corruption cases against President Zardari.

NTPC Dadri stage II dedicated to the Nation
Maharatna NTPC’s National Capital Thermal Power Project Dadri stage II 980 MW, was dedicated to the Nation on Thursday by UPA Chairperson Mrs. Sonia Gandhi. Young cabinet

Successful cabinet does not always mean a young Cabinet. Of course, they may prove more energetic but not necessarily using the energy positively/ constructively. The need of the hour is to decentralize power. We have so many Cabinet Ministers but very few have the power to take independent decisions, others have to wait for an indication from the PM or the other centre of power, for implementing their decision. The other day, there was news that Pranab M. is heading more than 15 GoMs and associated with many others. We understand that keeping a politician free of work means sending the dreaded disease ‘Alzheimers’ to him or her but giving so much work to one individual also is either at the cost of public interest or one of the ways to ensure exit of the politician (from politics/life) by exhausting him mentally and physically. A Prime Minister, who has no faith in most other Cabinet colleagues, is not a good leader. Therefore, whoever becomes the Minister, PM should ensure that he is free to take decisions, for such liberty would only make him liable to the nation.

It is unfortunate !

No one can deny the fact that the IRS is the biggest amongst Central Service cadres. There is nothing wrong in espousing legitimate aspiration of seeking equitable treatment in terms of career progression vis-a vis other central services, on a platform such as ‘Forum’ meant for discussing issues relating to civil services. Here, point articulated was that generally, candidates allotted IRS are rank wise above the candidates allotted services viz. IA&AS, IC&CES, I. Postal Service, IRTS,IRPS,IP&TFS etc. It is unfortunate that ilk of Praveen Rai attempt to scuttle such genuine aspiration by resorting to falsification of facts or using words without context. He is wrong in saying that many IA&AS officers ranks are higher than IRS. This year upto 199th Rank there is only one candidate opting IA&AS whereas (9) candidates have chose IRS . Last candidate allotted IA&AS is far below in ranking when compared to those allotted IRS in each category. He must be aware that people having completed training of IA&AS have joined IRS and are serving proudly. Every service is important. Please don’t create false aura around yourself. Further, He is not correct in referring that 50% candidates allotted IAS are below Group ‘A’ services etc. It smacks of his bias against reserved category candidates. Candidates should be compared within their category to find out the trend going on. His argument that rank depends on “year of vacancy” too is illogical. You should see within the year that how candidates have chose their services. And it can be done for every year to gauge the trend. By words that “craving for IRS is recent phenomena” Rai contradicts himself that IA&AS is preferred over IRS or maybe it is his admission that society no longer holds them in the esteem it used to in some distant past! However, by the end of his comments he says that there are discrepancies in promotions ! Moot point is that why that inequality is allowed to be perpetuated?

Who stops them ?

For the last many days, I have been seeing several type of remarks by Gr. D Stenos about seniors in their service. Who has stopped these Gr.D Stenos to appear for exams for career progression. This is their fault that they could not appear in any of the exams and get promotions, whereas their seniors have definitely put in hard labour to qualify for the exams and presently they are tasting the career upgradation. So do not blame and do hard work.

Promotion in civil services

It is a well recognised fact that as the country advances in economic terms, the revenue earning services become more important. So if more and more civil services candidates now prefer IRS there is no surprise in it. But to say that it is equally true for audit services is not believable. Let him give few examples to make us believe. If promotions in audit account services are faster the credit goes not to the service officers but due to the fact that it is headed by independent authority CAG which is not dependent on bureaucracy(read IAS) for taking and implementing many decision including transfers, posting and deputations. Audit people are many a times deputed at economic/revenue posts for which academically IRS are better suited.

Make engineers, doctors part of administration

Most of the parents wants their children to join engineering or medical stream after 12th standard exams .They forgot to tell them that the conditions of engineers and doctors are worse in India. Their services and career prospects are in the hands of babu's .Even after getting the declaration of sixth pay commission trial to give them some benefit, it may not be possible to get due the recruitment rules of each department, which can be changed by babu's only. Engineers and doctors are the building block. They should be made part of administration then only their service condition will improve.

A well written poem

A well written poem pointing towards life of a border man in his service. How has he been cheated by the government by considering them a civilian staff for pay and other benefits for the job performed of force engaged in anti-militancy/naxalite/terrorist and remote border duties. Even the promotions are affected due to the stagnation which shows the poor planning at the time of recruitment by the government. The pressure mounted on bordermen of workload, step brotherly treatment is forming slowly but highly destructive volcano. Think of Bangladesh rifles incident. Think of this volcano......

Do something for Ms. Kalpana Srivastava

I think your web site should collect contributions for rewarding Miss Kalpana Srivastava who was nearly killed by her own corrupt policemen when she tried to stop corrupt practices by the Traffic Police of Bareilly in broad daylight. Even male police officers would not have shown so much courage in tackling corruption. Where are the shrill women’s rights groups? Why are they silent over this atrocity? Where is Barkha Dutt and her Why questions? The government can be expected to punish this brave policewoman for doing her duty. Therefore , I suggest we raise money for her and recognise her bravery publicly.

One more heinus act

Angered by the refusal of a truck driver to shell out bribe amount, policemen of ghaziabad in UP drove the police jeep on the driver causing him serious injuries. Though the two policemen have been arrested while one homeguard is absconding as per TV reports, action should also be taken against senior police officers for their lack of control over their(criminal) subordinates. What is most shocking is that those who do not miss an opportunity to give lecture on any topic under the sun prefer to keep quite when it comes misdeeds of those indulging in human rights violations or other serious acts of corruption.

Not in the interest of system

The denial to rightful aspiration of career progression to the officers of Revenue services vis-à-vis other civil services is certainly not in the interest of the system as whole and civil services in particular. It leads to immense frustration if one is treated unequally. Here is a narration from a book written by a Parveen Kumar, of Karnataka who has authored range of good books on Police.It can be extrapolated to the case in hand;
“A recent case is from Karnataka where three promising officers from the state cadre were denied selection by the UPSC to an All India Service for no obvious reason for ten years from 1990 while their juniors scored the elevation. The acute frustration and demoralisation caused led to the break-up of family life of one of the promising trio and subsequent divorce, repeated violent behaviour by him in public leading to public humiliation and ultimately involvement in a murder case ending in his arrest and conviction..” It is ultra virus fundamental Right to Equality guaranteed in the constitution of India. It will take us no- where if we continue to stay back and watch. This is high time both the revenue-services take a united stand and with help of some good lawyer knock at the doors of higher judiciary as well matured leadership of the govt. of the day.
