gave in to the JPC demand....added to the Country's loss because of
2 G!!! I think there are examples both in Developed and Developing Countries

It is heard that CBI is likely to raid three more cabinet ministers
in coming few days.
Comparisons being drawn between Reddy and

These days comparisons are being drawn between ex RBI governor YV Reddy
and Deputy RBI Governor Subir Gokarn. The point of comparison being
how to treat Forex reserves. Gokarn is using Dr Reddy's famous statement
of 1997 on currency management which said that use of reserves to defend
exchange rate may not be defensible beyond a point.
SEBI diktat to stress companies further
SEBI has been cracking a whip against companies who are offering less
than 25 percent for buyback. This comes at a time when corporate India
has been facing cash crunch and may not be able to meet commitments,
say Corporates. However, the stringency towards the Corporates has been
brought in to save investor interest. Most Corporates in the recent
past announced buyback but due to adverse market conditions pulled back
the offer. Most of them cited innocuous reason like lack of shares in
the market. However the new diktat from SEBI will be a hell for companies
who are already committing a price for the shares and the actual value
of shares on the bourses is far less than that in the market ? Many
companies in this situation are stuck with commitments and are finding
reasons to get out of the mess but looks like SEBI means business this
time.

Minimum Tenure Rule for IAS officers accepted

Thirteen Cadres/Joint Cadres have accepted the proposal for fixation
of minimum tenure rule in so far as IAS cadre posts are concerned. In
a federal set up, any change in regulations for providing fixed minimum
tenure of the cadre posts of the All India Services (IAS) officers requires
consultations with the State Governments. Fixation of minimum tenure
of cadre posts of the IAS in the remaining States has to be based on
this principle.

Pakistan : CMM SS Shinde to preside over proceedings
of judicial commission visiting Mumbai
According to submission made by the prosecution counsel Chowdhary Zulfiqar
Ali before the Anti Terrorism Court (ATC) trying the Mumbai attack case
in Rawalpindi's Adiala jail the Pakistani judicial commission visiting
India for recording statements of witnesses in the case will hold its
proceedings in the court of the Chief Metropolitan Magistrate (CMM)
Mumbai. CMM SS Shinde will preside over the proceedings. Exact composition
of the commission and date of its visit are yet to be decided. It is
however understood that the prosecution counsel as well as Khwaja Sultan
the counsel defending the accused will definitely be accompanying it.
The defence counsel will also have the liberty to cross question the
witnesses from the Indian side whose statements the commission is going
to record.

Rann Utsav is back with more tourist attractions
in Gujarat (UPDATED)
Camel safari, hot air ballooning, desert car rally, horse ride, all-terrain
vehicle, cultural programmes, food court will be attractions for the
tourists of the world during the Rann Utsav, a grand fiesta, which is
being organized from Dec 9, 2011 to Jan 15, 2012 in the white desert
of Kutch in Gujarat to put the state on the global tourism map. Giving
details of the festival, a tourists' delight, which is a brainchild
of Gujarat Chief Minister Narendra Modi, Gujarat Government spokespersons,
Ministers Jay Narayan Vyas and Saurabh Patel said that the festival
will attract the visitors and tourists from all corners of the world.
The cultural programmes will also be held depicting the culture of Kutch.
"The response from the tourists of world is no less than overwhelming
this year. All the tents for the first three days have been booked while
for the rest of the days, 80% of booking has already been done",
Ministers said. Spokespersons said the state government has announced
a special package keeping in mind the Christmas and the New Year celebrations.
As many as 440 AC and non-AC tents have been erected in Dhordo. The
traditional eco-friendly houses of Kutch known as 'Bhunga' will also
be made available to the tourists. The government will organize beach
festival on the seashore of Mandvi and a special kite festival will
be organized in the white rann. Highlighting the 'Kutch Carnival' which
would take place on the eve of Rann Utsav Ministers said that about
32 artist-groups will perform on the banks of the historical Hamirsar
Lake. Apart from this, ministers said, various cultural package tours
will be arranged for the tourists. Tourists would be able visit various
archeological sites and could watch flamingos. Tourists could also seize
the opportunity to see the beauty of Black mountain and could visit
the border areas of India and Pakistan. The miraculous beauty of white
Rann in full moon light is simply incomparable. Rann Utsav has become
a symbol of event-based tourism, ministers added. The attraction of
Kutch as a tourist spot has increased many-fold with Amitabh Bachchan
promoting it as a brand ambassador of the State. "Last year some
800 tourists visited Kutch while this year about 32,000 visitors have
visited the place", Ministers said.

We don't believe in tomtoming
I totally agree with Ashish Joshi, IP&TAFS plays a vital role in
both Telecom & Postal sectors. Sometime back on Whispers an IRS
officer had written derisively about lesser known services like IAAS,
P&TAFS, ICAS, IDAS getting faster promotions than IRS, evoking strong
reactions from all. This officer should know that one of their ilk was
in the Telecom Commission and today is not sharing space with others
in the 2G scam solely because of the timely and proficient advice rendered
by the P&TAFS officers down the line. But we don't believe in tomtoming
but quietly do our job. With so many officers from the so called powerful
services getting arrested,makes sense to be low profile and perform
duties efficiently.

What some people are trying to make and convey is best known to all
including the services rendered in the field by some by bleeding BSNL
to the hilt and grinding MNTL to a stanstill. If paralysis is the thought
of efficency , the same may not be brought to Department of Posts ,which
is far well run and balanced service than the so called professionals.
The difference of services may better not be spoken about and the goose
killed by bringing non professional and corrupt culture to the postal
services. Keep the postal services apart from 2G and 3G . The concept
of command and staff functions well in postal services and should not
be torn apart in the name of opinion making.

Disclosure of financial information to wife
The appellant sought information about the salary certificate, details
of amount of GPF, the name of the nominee of and other information with
the Department regarding immovable proper of her husband. The FAA informed
the appellant that information pertaining to monthly remuneration received
by each of its officers and employees is available on its website of
the Ministry and can be accessed by the general public. On remaining
points the FAA denied information to the appellant u/s 8(1) (j) of the
RTI Act holding it to be personal. The Commission upheld the order of
the First Appellate Authority holding that the information sought is
personal information of the third party and there is no public interest
involved in the disclosure of this
information.

Information about the personal finances of a government employee are
personal information of the concerned individual and cannot be shared
with anyone else.
