India Today UP survey must be making Rahul rethink!!

'Why did I stake it all in UP' karr raha hai Rahul think!!

The Survey places Maya and Mulayam in a neck to neck fight..... BJP comes third and Congress fourth! Mulayam is the favourite to be UP's next CM!!! The Survey says that Public look at Rahul's home-stays as a drama!!! The analysis shows that Congress's hope is the Muslim Voter and so Rahul has pulled up his socks and its said he is going to target the UP Muslims.... though Congress Spokesman has ridiculed this survey!!! Congress does not have a UP Leader to enthuse the Muslim vote... Salman Kursheed's a flop show...... working class Muslims too have 'castes' ...... barbers, artistes, artisans etc........ like Congress gave a largesse to the weavers and this got the other 'castes' in Muslims angry!!! Maya will now try to tell the electorate that she has nothing to do with the price rise.... this is because the survey says price rise is cause number two for Public being dissatisfied with her!!! And she could give Congress a double whammy by selling to the Public that it's Congress's corruption which has caused prices to rise..... but she'll be walking a very thin line because corruption is the cause number one for Public being dissatisfied with her!! BJP is doing better than Congress!!! BJP will try to capture the Hindu Vote..... Brahmins, Yadavs etc.!! Mulayam is going by his tried and tested MY equation!!! He's also lined up his Star and Industry Power which will be on show in UP during elections!! I feel Congress should now start thinking up an excuse for Rahul flopping three times in a row!!!

Our Media really needs a crash course on being humane!!!

You do not shove mikes in the face of people in extreme pain!!

Media literally shoved mikes in the face of those affected by the fire in Kolkata!!! Okay they have a job to do.... but they can do it humanely!! Show some compassion!!! The same Media maintained a 'humane' distance during Sonia's undisclosed illness!!! Why not show the same compassion to lesser mortals??? Someone's lost his or her near and dear and our Media is literally harassing him or her for bytes!!! TMC is saying that 'if the Hospital is found negligent stringent action will be taken'........ reminds one of Uphaar!! Once the Police and then Lawyers step in then Justice is pushed into the backseat or like in the Uphaar case out of the car!!!! Mamtha's changed ... so do not expect the old Mamtha..... in her new Avtar she does not resign like she used to do..... and she's more understanding of 'the system'!!!

Price rise is UPA's baby without a doubt!!

Do not know from where Pranab Da got prices and conjured up a comparative on prices during UPA and NDA days!! We who have borne the inflation know that inflation started to hurting during UPA days!! Both BJP and Commies should have torn into Pranab Da's 'fudged priced comparison.... do not understand why BJP and Commies kept mum as Pranab Da fibbed and fobbed about prices!!! He kept thumping his chest on food inflation coming down..... well Dada it's a seasonal phenomena and in a month's time you'll see the change....Government cannot take credit for this slight downturn in food inflation!!! In fact 'very high lows in Veggie prices have been made'.... now the new low for onions in retail is Rs. 20/kg......and this is worrying!! Next year again food inflation is going to go up significantly!! And there is a chance Rupee will fall more .... Rs. 54 to the $!!! I think PM will visit the Amnesty scheme again.... and hopefully this time they'll plug the round tripping!! But with Amnesty Government will have to make 'holding money's illegally outside India' post amnesty like semi treason....... and because of the political hardcore money that will stay back overseas despite the Amnesty is the reason why Government hesitant to make the punishment stringent and a preventive measure!!

PS..... Amrinder and Sukhbir Badal are informing the electorate about one another's habits.... seems one of them tipples as he gets up and the other starts in his bath tub!!! No mention of each other's love life as of yet!! Manpreet's dream of becoming King Maker will be broken... he'll go to US... do comedy and shayri shows with his sidekick

Gujarat CM inaugurates the Rann Utsav-2011
Gujarat Chief Minister, Narendra Modi inaugurated a gala cultural programme as part of Kutch carnival in the state. Modi exuded faith that the tourists will get a feel of spiritual bliss at the white Rann of Kutch under the bright moonlight. The colourful program of Kutch Carnival was organized on the eve of 38-day Rann Utsav. Some 35artist-groups from Gujarat, Rajasthan and Uttar Pradesh presented various cultural programs on the banks of historic Hamirsar lake and enthralled tourists coming from all over the world. The place wore a spectacular view with attractive laser show and fireworks. There were about 34 tableaux on the show depicting the culture of Kutch. Citing the slogan 'Kutch nahi dekha to, kuch nahi dekha', Chief Minister invited tourists to have a feel of spiritual bliss during this year's Rann Utsav. Modi expressed his desire to develop 'Bird Watchers Tourism' in Gujarat. Gujarat is known for its hospitality. Gujarat plays as an ideal host not only for humans but also for birds, he said. Stating hat the heritage buildings in Gujarat hold a great significance the Chief Minister expressed determination to earn a global recognition for those buildings. Chief Minister Modi recalled that when forty years back on December 9, Pakistan attacked on Bhuj airport; the valiant women of Madhapar-Kutch showed a great courage and had repaired the runway overnight. Tourism Minister Jay Naray Vyas said the Rann Utsav which is being organized since 2006 is a result of farsighted approach of Chief Minister Narendra Modi and the festival has been successful in giving Gujarat a new identity on the global tourism map. He also enumerated various new tourist attractions which have been added this year in Rann Utsav. Minister Vasanbhai Ahir, Minister of State for tourism Jitendra Sukhadiya, Chairman of Gujarat Tourism Corporation Kamlesh Patel, government officials and citizens in large number were present on the occasion. It may be mentioned here that a campaign titled 'Khusboo Gujarat Ki', which was promoted by Gujarat Government's Principal Secretary Tourism Vipul Mittra in last year carnival, has now bloomed into a big flower, with increasing number of tourists in the State. Vipul Mittra is an IAS officer of 1986 batch who belongs to the Gujarat cadre. Managing Director of Tourism Corporation of Gujarat Limited (TCGL) Sanjay Kaul(IAS 2001 batch), is also proving his mettle in promoting tourism sector in Gujarat.

Pakistan : Eighth Finance Commission meeting on 18 December 2011
The eighth national finance commission (NFC) of Pakistan is holding its twice postponed first meeting on 18th December 2011 to consider collection of general sales tax (GST) on services by one single agency under the federal government on the plea that the the provinces are poor in collection. Proposal for reversing the seventh NFC decision to allow collection of GST by the provinces has been objected to by the provincial government of Sindh who have questioned the basic assumption quoting their own figures during the first five months of the current fiscal which are 50% higher than the collection under federal control by the federal board of revenue. If the NFC insists on taking away the power from the provinces the Sindh government shall insist on revenue generation as the key to determine the apportionment.

V P Agrawal, chairman, AAI, inaugurates 2nd Annual India Conference-2011 (UPDATED)
The 2nd Annual India Airports Conference 2011 was inaugurated by V P Agrawal, Chairman, AAI (Airports Authority of India) on December 9, 2011. Agrawal, in his inaugural address, highlighted the exponential growth of Indian Civil Aviation Industry and the proactive and futuristic planning of AAI including development of Aviation Infrastructure and praised the Government initiatives for liberalising the aviation sector. While addressing the gathering of policy makers, developers, consultants and financial experts, he also narrated the projections made by Airport Council International(ACI) that India will be the 3rd largest aviation market in the world in next 10-12 years, he also mentioned that India has the potential to be a leading hub for passengers and cargo traffic and suggested various ways to meet the challenges by upgrading the passenger facilities , improving connectivity, bring new airports on air map, efficient use of airspace, reduction in operating cost of terminal buildings etc. Agrawal extends his best wishes to the organisers for the success of the conference.

Some suggestions

If I had been one of the NHAI Engineers, I would have stated the following in the meeting:-

(i) Wait| Wait| First let us decide what would be the tone and tenure of the meeting and thereafter the main meeting will proceed;

(ii) My vocal chords are also strong and I can also raise my voice.

(iii) It's funny that you say that 'please don't mind it my nature is such that some times I loose control. But in turn what happens is that your sudden spur of action destroys the one week of the recepient.

But for all the above things to happen you should be efficient, dead honest and knowledgeable in your work.

Falling prey to wrong policies

Whether it is BSNL or MTNL both have fallen prey to wrong policies of Government of India. These organisations have huge staff strength and social obligation to fulfill whereas their private competitors have all favours from the Government. Allotment of spectrum whether it is 2G & 3G they have been hugely benefited. Unless the Government look into their basic problem, all the bail out packages will be of no use. First and foremost step in this direction should be repatriation of non optee ITS Officers to DOT since it is their wrong policies which have wasted thousands crores of rupees of MTNL & BSNL since they are not accountable to anybody since they do not belong to either MTNL or BSNL.

Secondly, both these organisations may be placed under IAS officer as their CMD s. Thirdly, their old cables needs to be replaced so as to provide uninterrupted services to their customers. Simply giving them bail out package will not solve their problem. Air India is not going to be benefited by bail out package unless Government look into the cause of their bankruptcy viz. huge perks, medical bills, free air travel and so on besides unprofitable routes allotted to them.

Opaqueness personified

It is perhaps opaqueness personified, especially for non-IAS candidates. Cabinet Secretary wrote a letter No. 1-12/2011-CS(A) dated 19th August 2011 to all Secretaries, seeking names for empanelment from organised Group A services. Since the clause of eligibility says that year of recruitment should be before 1975 exams (giving 2 year disadvantage to non -IAS candidates), by ordinary definition, they would have completed 35 years of service. Why then say that eligibility is only 30 years of service? Now Secretaries blackmail the eligible candidates. They send names of non-organised service officers, those whose residual service is less than 2 years or who have not put in 2 years of HAG service.

Does DoPT not have list of organised services, name of persons who joined from 1975 batch, their date of births and date of promotion into HAG by UPSC (along with DoPT representative)? Then why this farce, bureaucratic method of eliminating good candidates?

There are about 40 organised services with average intake of 50 persons per service. Of these, say around 1500 would have retired, died or left the service. Of the balance 500, nearly 400 would be not eligible due to residual service being less or HAG not granted. Let them call 100 for interview with political clearance as well as vigilance clearance and give weightage to interview alone.

Should the Property returns be disclosed?

The applicant sought the copies about the movable and immovable property returns of an IAS Officer for a particular period. The PIO consulted the officer in terms of the provisions of Section 11 of the RTI Act. The officer objected to giving the details stating that the property file returns is purely a personal matter and is not related with any public activity or interest. In line with the view taken by the CIC in numerous decisions in the past, the Commission upheld the decision of the PIO not to disclose such information. The CIC has consistently held that the immovable property returns filed by officers are their personal information and should not be ordinarily disclosed. Section 8 (1)(j) of the RTI Act exempts such information from disclosure. The CIC observed that in recent months, on their own several state governments have published the immovable property returns filed by the All India Service officers in their respective websites. Therefore, the Commission directed the CPIO to ascertain from the State Government of Uttar Pradesh about this and disclose the information to the Complainant provided such returns have already been published by the State Government.
