Aaj Ki Aawaz

Pally Media even gave coverage of Anna's fast a kind of miss!!! But then as crowds swelled and Opposition Leaders trooped in Congress and its friendly Media sat up and took notice!!! Then Congress's DTD (Dirty Tricks Department) started conjuring up excuses...... accusation hued excuses !!! Like Team Anna and Opposition Parties are demeaning Parliament..... it is a limited forum!!!! Of course both statements fell flat!!!! Seems in the Standing Committee Congress played one 'chaal after another'...... Kirti Azad in a Talk Show revealed this and Renuka was a participant did not even utter a 'choo' (whimper)!!!!Kirti said decisions were bulldozed by Congress and also changed at the last minute... changed in a span of 24 hours!!! And then he mentions the last minute drama done by Rahul's group!!! The Opposition Parties that came for a debate were all in agreement on PM's inclusion and on CBI's 'freedom from being Party in Power's tool'!!!! Of course Congress was absent in this Debate and so was NCP!!!!!

Both Congress and NCP did not turn up for debate at Anna's fast!!!!
They feared that by many in the audience in the direction of their reps shoes would be cast!

Do not understand how Government made the $ 9 Billion error in export data!!!!! Anand Sharma's Ministry says it's a computer error.... not possible.... and foolishly Ministry has also said '4-5 % margin of error' is accepted!! Detractors say it's a whitewash of 'paper exports'..... 'conversion exports'...... and they say such exports took place with the understanding or the Ministry!!! Anand Sharma got to show off bloated export figures...... but when Ministry realized 'chori's been caught' the Ministry has come up with this $ 9 Billion error goof up excuse!! Of course there is no mention of the reverse cascading effect this goof up has had in the 'as it is fudged' figures that the Government dishes out!!

Why is Opposition not demanding an enquiry into this 'glitch'????
I'm sure many like me would like to know the hitch!!!!

After saying that Congress is above 'caste and creed' politics ... Rahul is off to UP to woo Muslims!!! Of course he took his weekend break......all work and no games makes Derick or Robert or Richard dull boys!!!! Only he's going to find that Maya and SP have beaten him at wooing Muslims in UP!!!! As it is his 'Dalit home stays have got him a thumbs down'......so now what new drama will he do???? Time is short????? He met the Muslim Personal Law Board Chief..... reservation to Muslims...... and may I remind him of the domino effect this will have!!! He also told Congress activists not to believe reports about Congress coming fourth.....live in a fool's paradise!!!!

In UP Opposition will use DK Bose tune.....lyrics......Bhaag Rahul bhaag!!!
Saboon ki shakal mein Rahul Baba nikla jhaag!!!

PS...... There is this conversation in the Radiaa Tapes in which Raja tells Radiaa that PC's got a lot of money......in Neta terms lots of money means in billions!! Kapil Sibal has been advised to stop viewing 'smutty sites on the net'...... having a negative effect on him!!! MNS in Mumbai is starting its own Milk Brand.... to hit out the UP Doodh wala Bhaiya!!! It'll misfire 'doodh ka doodh paani ka paani ho jaye ga'!!!! Manpreet Badal now wants to ride the Anna wave......Team Anna will be wary of Dera hopping Manpreet.... would Team Anna want to associate with a pal of Sirsa's Baba .....Ram Raheem???

Will Ms. Natrajan be the new headache for UPA?
The heat is bound to be on Ms. Jayanthi Natarajan as she returns from the Durban climate change conference having signed India into a historic global agreement on cutting emissions of greenhouse gases. India has signed the pact that will make it compulsory to cut carbon emissions after 2020. Earlier, Ms. Natrajan had said that India will never be intimidated by threats. Why should I give a blank cheque and give a legally binding agreement to sign away the rights of 1.2 billion people? So, Ms. Natrajan what happened for the sudden change in your stance? Has Ms. Natrajan been wrong into doing this by the developed countries, are the whispers in the climate change critics' corridors.

Will advance tax collection be good?
The deadline for advance tax payments is December 15 with about Rs 50,000 crore expected to flow out of the system because of these payments. However the whisper in the corridors of power is whether the tax flows will be as good as they were targeted or not?

India Inc to go on an Investment strike
Demoralised India Inc which is already having a pretty rough time is likely to go on investment strike. In all probability new investments or expansion plans are going to be minimal or maybe nil in the coming years because of policy paralysis, high interest rates, high inflation and a falling rupee. As it is, these factors have combined to increase input costs and lower consumer demand, which are squeezing profit margins.

FORUM

Is Media bashing a fashion?

It seems the WIC has also joined the bandwagon of Media bashing. I thought the Editor-in-chief , WIC was dispassionate in promoting objectivity through healthy debates. I was proved wrong. My views on this passing fad opposing the facetious remarks of a learned browser were conveniently bypassed . One gets the impression that the WIC is arbitrary in 'picking and choosing' the columns for its Forum. More arbitrary than the GOI formulating panels for JSs, ASs and Secretaries!

Journalists do not exist in ether. What is true of the Indian society at large, is true of them. One wonders how could Retired Justice Katju gave vent to his ire against the Media coverage on the demise of legendary actor late Dev Anand ? Did he not cross the Lakshman Rekha as PCI Chief carrying political agenda ? Was it because Dev Anand opposed the imposition of emergency in 1975 and became a persona non grata to the Congress? How could Dr Mehrotra remain silent to this criticism?

This column is without prejudice to anyone!

Sad state of Governance

T K Ghosh wrote "Are you suggesting in your column that post of IT Secretary cannot be filled up for One year because GoI cannot decide whether Secretary should be IAS or Technocrat. Very."

No. because Chandrashekhar does not want to continue as Telecom Secretary and wants to go back as IT Secretary. As soon as Kapil Sibal is no longer holding the post of Telecom Minster ( it is a temp charge), there will be a new Telecom Secretary, who understands the mess of telecom.

BSNL and MTNL has a huge working strength

BSNL and MTNL is having a huge working strength of 2.5lakhs, of these 2.5 LAkhs the average age is 50years .Think of any company with this average age.Major software companies are running with average age of 30 or 35 even then their profit margins are shrinking due to fierce competition and global recession .How it will cope up with competition in the market with the staff whose educational qualification does not match the indusrty standards. Immediate VRS or CRS is must to clean the system. How many circles in BSNL are profitable which are headed by absorbed officers and what IAS officer as CMD has done in AIR India. All the PSUs so far are run by IAS as CMDS only then why PSUs in India are still running under Losses? .Who are chargesheeted in 2G scam .It is not the cadre it is the character , dedication and sincerety of the person who heads an organisation that matters.First work culture is to be improved

God to the poor patients

Dr Jagdish Prasad is like God to the poor patients from Bihar and UP who flocked to his department to get free heart surgeries done when he was chief cardio thoracic surgeon at Safdar jung Hospital. Few people know that even now he operates on poor patients at the Safdarjung Hospital. He has brought key administrative acumen to the DGHS and with him at the helm we should see landmark changes int the national health policy and its implementation. May God bless him!

RTI

Should the Property returns be disclosed?

The applicant sought the copies about the movable and immovable property returns of an IAS Officer for a particular period. The PIO consulted the officer in terms of the provisions of Section 11 of the RTI Act. The officer objected to giving the details stating that the property file returns is purely a personal matter and is not related with any public activity or interest. In line with the view taken by the CIC in numerous decisions in the past, the Commission upheld the decision of the PIO not to disclose such information. The CIC has consistently held that the immovable property returns filed by officers are their personal information and should not be ordinarily disclosed. Section 8 (1)(j) of the RTI Act exempts such information from disclosure. The CIC observed that in recent months, on their own several state governments have published the immovable property returns filed by the All India Service officers in their respective websites. Therefore, the Commission directed the CPIO to ascertain from the State Government of Uttar Pradesh about this and disclose the information to the Complainant provided such returns have already been published by the State Government.

Comments

Immovable Property Return (IPR) of a government servant is a personal information and is not liable for disclosure under the RTI Act.
