Exports figures to be rejigged because of round tripping..... latest Industrial Production in sub zero territory.... though economists says two years of fall in GDP means a recession... what term do they give for the two years that this fall takes place!! The Food Bill will only make the deficit shoot up and could push India economically over the edge!!! Also has Government thought of some measures to improve the 'delivery mechanism'..... because like in NREGA in Right to Food also a lot of money will be made!! In NREGA you had the unscrupulous fudging books with names of kids, invalids and elderly!!! Without a doubt this Bill is needed..... but first plug leaks.... and do not push India's economy over the edge by making the deficit spiral... because then its the same people who this Food Bill is meant to benefit who will face the brunt of India going over the edge economically!!

It was yet again a goof up on the part of the government on Monday when factory production data was shared albeit with wrong numbers. Earlier, it was the export data. Whispers are that, such is the nervousness of the government that even typists are working with shaky hands to do cover ups!

Taxpayers money lost as Government delays projects
The Ministry of Finance's mid-term reviews released recently, show disappointing growth but the biggest losers from Government's delays is perhaps the Government itself and in turn the taxpayers. Of the 158 projects announced, 13 projects do not even have firm commissioning dates, while 25 projects were sanctioned without any commissioning date, though they were fixed later. The total computed investment figure is Rs 480,284 crore while the total figure after delays as of now is at Rs 580,781 crore.

Between 1976 and 1995, he held several senior positions in provincial administration in Orissa State. Between 2004 and 2010, he was posted as India's Ambassador and Permanent Representative to the WTO, Geneva. He had retired from the Government in July, 2010.

What is happening in Railways?
In a bureaucratic set up decisions are taken collectively. As seniors dealing with a case are supposed to be wiser, so they are expected to make remedial corrections progressively. Lately, Railway Ministry does not seemingly believe in this process. The proposals, for promotions, policy, transfers, are initiated under pressure by Kolkata through the personal staff (with allegiance to previous TMC Railway bosses) in the Ministers Cell and some Board Members, thereafter all keep on pushing the case to higher ups mostly as it is. Why do Railway's proposals do not follow the laid down rules of GoI, therefore need to be corrected by others? Why Railway Minister has not asked for explanation of the Board despite so many fiascos in their proposals at DOPT and PMO level and not to reveal what is cooking inside decisions of Railway contracts worth thousands of crores? Though the Minister has openly supported Anna Hazare Movement, action is missing. Clearly, this is the weakest political leadership in the history of Railways.

New pension scheme introduced
The Central Government has introduced a new pension scheme. As per new scheme, at the time of normal retirement after attaining 60 years, the subscriber can withdraw 60% of the accumulated wealth and will be required to invest remaining 40% of the accumulated wealth to buy a life annuity from insurance company approved by Insurance Regulatory and Development Authority (IRDA). The mandatory provision of annuitisation will be invested to buy life annuities as per various options available to him. The amount of annuity varies depending upon the option selected by him. Registration of ASPs (Annuity Service Providers) is under process and as soon as they get registered, other details will be made available.

The empanel process is there to help friends and relatives. This is to prevent the entry of IAS officers particularly belonging to SC and ST category. Not surprising that there is no Scheduled caste Secretary or Additional Secretary at present and for the last 6-7 years, in Govt Of India. There are only 10-12 Joint Secretaries at present. The system of empanelment prevents the officers of these communities from getting into Govt Of India. This is a systematically designed process to pull up those who matter and ignore who do not have a say. Can this be called ?inclusive growth? GOI is propagating profusely on every platform?

Even my two Faxes and four e-mails to CGM, BSNL, Kolkata to get my residential phone set replaced, to get WI FI connection at my office, etc. has failed to evoke any response. With such 'Customer Care Attitude' how a service organization can survive.

As per CVCs annual report, Railways has maximum number of corrupt officials. As per my observance, Raiway officers do not chance of corruption when they are posted as CVO, CPSUs.

Should the Property returns be disclosed?

The applicant sought the copies about the movable and immovable property returns of an IAS Officer for a particular period. The PIO consulted the officer in terms of the provisions of Section 11 of the RTI Act. The officer objected to giving the details stating that the property file returns is purely a personal matter and is not related with any public activity or interest. In line with the view taken by the CIC in numerous decisions in the past, the Commission upheld the decision of the PIO not to disclose such information. The CIC has consistently held that the immovable property returns filed by officers are their personal information and should not be ordinarily disclosed. Section 8 (1)(j) of the RTI Act exempts such information from disclosure. The CIC observed that in recent months, on their own several state governments have published the immovable property returns filed by the All India Service officers in their respective websites. Therefore, the Commission directed the CPIO to ascertain from the State Government of Uttar Pradesh about this and disclose the information to the Complainant provided such returns have already been published by the State Government.
