It is like Congress banging Modi for Gujarat riots and cover up when its well known that Congress was responsible for a genocide and a cover up which has literally led to 0 conviction ... in Gujarat riots at least there are convictions!! Coming back to kaala dhan and inflation..... Montek of course will rubbish this...... but then nowadays Montek's statements are ignored by the Nation!!! Its often said that when Congress comes to power after about 6-12 months there is tezzi in stocks , real estate and land! Well it's said just after it comes to power Congress tends to announce huge expenditure in Social Schemes.... now Rahul's own Dad has said that the delivery rate in these schemes is pathetically low... as low as 8 paisa in every Rupee.... so where does all the money pilfered out go???? Its goes into investments.....a example of direct and indirect impact of ghoos on inflation... tezzi on rooking the Exchequer!!! Ask any unbiased Economist and he'll agree with my take!!!

She can go to the lowest level

The question is not that all IAS officers are scared of Mayawati. The issue is that she can go to the lowest level. Look at Promila Shankar; she has been suspended apparently for visiting Bangkok or so with her husband but the real story is Yamuna Expressway or JP in other words. Ramachandran was posted as Advisor and was requested to NOIDA house so that his house in Delhi could be occupied by her. Once it was done, Ramachandran was dropped as rotten egg. Jivesh Nandan came to NOIDA and was shifted after 7 days; why? he did not sign on the dotted line. So he goes in 7 days. Should we believe that Captain Shekhar Singh or CM herself is to blame. Anis Ansari was transferred from APC post to Board of revenue only 15 days before retirement. There is no end to such list. No sane person will try to argue with such a person; he can sit and pray for her exit.

If the various telecom companies had not been in the telecom business, we would have not faced the Rs.1,76,000 crore 2G Scam. Do more pondering. A public sector Jessop was disinvested in 2002 when R.V. Gupta was the Secretary (Heavy Industry), Jessop came out of BIFR in 2006 when R.V. Gupta was Chairman-BIFR. This story on Navin Patnaik CM Orissa chiding a cabinet minister since the latter addressed an IAS officer as "sir" makes interesting reading. There is no circular or OM on the topic of showing courtesy to a minister or MP or MLA ,which proscribes the ministers or MPs or MLAs not to reciprocate in equal measure or to be boorish and discourteous to a civil servant. Navin Patnaik is being utterly foolish on this. There is also this thing about Navin insisting on the local MLA's presence in any constituency ,whenever there is any public function. At Hinjlikatu, when he was on tour, Navin did not find the local MLA in a public function and ordered the DM to go fetch the MLA. The DM in full public view reminded that the CM is the MLA. So a CM who does not remember his own constituency and administering a state may someday forget which country he is from.. Don't take him seriously.

An apt observation by Rajiv for BSNL/MTNL. Both the PSUs carved out of DoT only. On average 50 -80 persons retire per month from BSNL/MTNL ,majority of which are least concerned of importance of type of service required to be marketted and sold in today's scenario by any Telecom agency. The Unions of both the PSUs are generalists trying to gain control over management issues and leaving technical things to others.Telecom in govt sector is more management and less technical while Telecom in market is more technnical and more marketting thing.SO here lies the failure ,,, while opening Telecom , One can not eat the cake and have it too. Both PSUs must be privatised before throwing them in see of competition. An idea or Airtel or Reliance interface to public is young girl /boy in posh office, fluent in English and ready to followup service. In PSUs you face a defeated and sometimes punished employees with his share of frustration inherent in any govt unit, lack of interest,knowledge,intolerant and more of negativity than commitment. How can any unit be in profit with such environment.Blame it to ITS or Management but an organization strength is that of its weakest unit and in such case,it is majority of mass who are being pushed /trained to adapt to new situations. Some units adapt ,some fail and BSNL/MTNL have travelled of its inertia so far and enterprise of few and demand of market. Blaming ITS of all wrong happenings is not the panacea, as Management is non ITS. Policy decisions are by Non ITS.As correctly said , IAS or ITS are no gurantee for success and failure.Commitment , Adaptibility and sincerity are. One more mistake Govt is committing is that of being indecisive of future of ITS. UPSC declared and selected thousands of technical persons , only to leave them in lurch in mid of carrier? Most of the ITS are in 30s/40s with 10-15-20 yrs of service.Ministries have lots of vacancies,why not DoPT plan for deputation of the ITSs first as per eligibility then get them out of PSUs?Afterall DoPT does have data of Group A officers with it and can play a major role in this HR issue which if not handled sensibily and logically , might create another mess for a cadre.

Should the Property returns be disclosed?

The applicant sought the copies about the movable and immovable property returns of an IAS Officer for a particular period. The PIO consulted the officer in terms of the provisions of Section 11 of the RTI Act. The officer objected to giving the details stating that the property file returns is purely a personal matter and is not related with any public activity or interest. In line with the view taken by the CIC in numerous decisions in the past, the Commission upheld the decision of the PIO not to disclose such information. The CIC has consistently held that the immovable property returns filed by officers are their personal information and should not be ordinarily disclosed. Section 8 (1)(j) of the RTI Act exempts such information from disclosure. The CIC observed that in recent months, on their own several state governments have published the immovable property returns filed by the All India Service officers in their respective websites. Therefore, the Commission directed the CPIO to ascertain from the State Government of Uttar Pradesh about this and disclose the information to the Complainant provided such returns have already been published by the State Government.
