(Published in - International Journal of Management and Innovation) Aaj Ki Aawaz It is so very obvious that PC helped his onetime Client.... Home Secretary saying that PC had opined that 'MHA should follow Law Ministry's advice' should be taken as 'fibbing in line of Duty'!!! Courts had refused to quash FIRs and there was a purpose that the accused applied to MHA!!! The Delhi Government by rescinding its earlier order ' not to press for prosecution' has literally shown that PC managed matters for his client!!!! PC as it is facing some very serious allegations in the 2 G case!!!! Manish Tiwari tried to fib and fob..... PC was covering Counsel..... MHA was just clearing house!!!! Fact is it was MHA's responsibility to decide on the plea.....PC tried to make Ministry of Law a Party but seems Ministry of Law got wind of his game and put the ball back in MHA's Court!!!
Letting PC continue as HM is like letting Dracula run a Blood Bank!!!! In fact PC's making Sonia's image tank!!!!
Ahmed Bhai has had a long run....seems a series of events have made Sonia realize Ahmed Patel is no longer fit to be her Man Friday!!! Rahul has never liked Ahmed!!!! It all started with Ahmed mishandling 'Cash for Votes'........ he blundered and Congress had to literally browbeat BJP (Kulkarni's arrest) to ward of BJP on this issue.... not that BJP's given up! I think Patel should meet Soni and find out from her about life after 10 Janpath!!! Of course Ahmed will land up with a Portfolio!!!! Sonia may have developed a dislike for Ahmed but then she knows he 'know too much'!!!!
From 10 Janpath it'll be like being thrown on the path!! Life after being top most functionary in 10 Janpath!!
Team Anna should stop issuing statements 'left, right and centre'..... concentrate on only Lokpal Bill!!!! Learn from Anna.... when told that there was a chance Lokpal (not Jokepal) Bill would be passed he said that in such a case the 27 December rally would be converted into a thank you rally.... in Anna's words... we are demanding Lokpal for the people and if Lokpal Bill is passed we thank Congress on behalf of people!!! And once again... Team Anna's USP their being apolitical!!! Why do you think Congress is trying pain Team Anna in Bhagwa color????
Anna jaisa koyi nahi!!!! That is because Anna mein siyaasat bilkul nahi!!!
In BJP Sushma and Jaitley have been taking pot shots at each other!! Sushma is convinced that she's the next PM!!!! Jaitley is more pragmatic...though he does not take it for granted that he'll be the next PM he's responding the Sushma's 'I am next PM'!!!! And we must not forget Sushma is prone to doing drama baazi!! Health is not on the side of both... Susham and Jaitley!!!! Modi they say is pretty amused at Sushma's antics!
Advani , Sushma and Jaitley will be ultimately be left high and dry!!! Sushma will go into a sulk... Jailtey will pout and Advani's will cry!!
PS.....Bharat Ratna for Tendu... but didn't they already award him with Duty Exemption for his Ferrari???? Joke.... Tihar in need for a second hand PC.... Officials eyeing the one lying in MHA!!! Zardari's not going to go back to Pakistan.......he'll shift to London.... he and Mushraff will spend time playing 'teen patti'.... both have money to throw and have plenty of time to kill!!! Another conflict of interest matter coming up for PC... maybe soon they'll have to set up a special Court to try PC's cases!!!! Bharat Kumar Special cabinet meeting on FSB at the behest

Where is the privacy?
When some of the property returns are being put on website, where is the privacy of this info for other category of officers? I think, the left hand does not know what the right hand is doing.

Which Department has taken him as Direct Recruit?
R V Nathan asked "Technical Resignation' is preferred in Govt. only when the incumbent intends to join another Government post as a fresh recruit, for the purpose of continuity of service benefits. If that be so, Which Department has taken him as Direct Recruit ? All persons who get selected as Members of Commissions, special bodies, Directors of PSUs submit technical resignation with Govt. pension assured and full salary in new post; As a matter of fact, current problems in BSNL and MTNL are due to the fact that Deptt of Telecom is not accepting technical resignation of more than 1600 officers, due to reasons beyond the scope of discussion on this forum.

Kaaledhan Ki Mohtaaj Hai democracy
In all likelihood the Lokpal Bill is not going to be passed in this session of the parliament. The aggressive body language coupled with the harsh speech of all responsible quarters lays bare all the designs that politics is capable of weaving. Excuses are ready to be touted for not passing the Lokpal Bill. Targets have already been selected to blame for not passing the Bill. My anxiety emanates from the well meaning Anna Hazare, who is determined to launch the second phase of his movement at this advanced age. I would like to say that we are not facing the British Government (a foreign power) anymore, whose response to public opinion in India was restrained because of a civil society of a parliamentary democracy in England, which didn't hesitate to stand by the side of the suffering humanity. Do we have any such government? Can we expect our political establishment to be fair, objective and magnanimous? No party can run its political business without getting bagfuls of black money or kaalaadhan. Therefore, overtly or covertly every political party fears a really strong Lokpal. The people are being humoured only since all noise against corruption is sweet to the public ear! Beyond this, everyone is simply willing to strike the other but afraid to wound. After all they understand the compulsions. so we the people of India will go on suffering corruption for ever, Anna notwithstanding. Since it suits the political parties to keep some issues alive, like the 24x7 TV channels who desperately run such programme only to increase their TRP, corruption comes handy. We love it even as we pretend to hate it; we have grown to hear that wealth is Maya or illusion even as the preachers collect huge wealth to be stacked in tax havens. The only effective remedy to corruption is a government of true leaders of high moral integrity. Morality and democracy seem to have no love lost- there is nothing immoral but only against the law, which is visited by punishment. So we imagine that the Lokpal will be able to check corruption. Let us hope so, but he/she will remain obliged to the powers that help him/her wangle that appointment. Didn't MMS say that there are no free lunches. How true? And Anna hamare evokes the moral authority of Gandhi. There are people who are unable to even distinguish between The Gandhi & other Gandhis!!! How vulgar, how uncivilized, how violent they are in their criticism of Anna Hazare? They don't even show the slightest sign of being civil towards a Gandhian carrying a movement in public interest. Because they only fear those who can harm them, when they ask the question "tum kya kar loge?" Anna could devise his programme taking into consideration these facts. If the youth get inspired to go to jail when he gives the call, the revolution should not go waste, as happened to the JP movement. Limpets will stick to the Kursi, come what may. Internal, external, economic disturbance can be invoked as the best excuse to do so and they will not hesitate to do so again and again.

Check the practice
Officers of NE, J&K etc in their 30 years of service have hardly served half (15Years) in their cadre (excluding Delhi postings like RC etc). This practice needs to be checked so that state gets benefit of All India Service officers.
T K Ghosh RTI Should the Property returns be disclosed?
The applicant sought the copies about the movable and immovable property returns of an IAS Officer for a particular period. The PIO consulted the officer in terms of the provisions of Section 11 of the RTI Act. The officer objected to giving the details stating that the property file returns is purely a personal matter and is not related with any public activity or interest. In line with the view taken by the CIC in numerous decisions in the past, the Commission upheld the decision of the PIO not to disclose such information. The CIC has consistently held that the immovable property returns filed by officers are their personal information and should not be ordinarily disclosed. Section 8 (1)(j) of the RTI Act exempts such information from disclosure. The CIC observed that in recent months, on their own several state governments have published the immovable property returns filed by the All India Service officers in their respective websites. Therefore, the Commission directed the CPIO to ascertain from the State Government of Uttar Pradesh about this and disclose the information to the Complainant provided such returns have already been published by the State Government.
Comments
Immovable Property Return (IPR) of a government servant is a personal information and is not liable for disclosure under the RTI Act.
