As the grapevine has it file relating to appointment of Financial Commissioner (FC) in Railway Board has been lying with Pulok Chatterji ,Principal Secretary to the Prime Minister.It is heard in corridors of power that Cabinet Secretary Ajit Kumar Seth had reportedly observed in the file 'I appoint Abhay Khanna as FC'. However, Indian Home Minister P.Chidambram had diluted it by stating 'if you go by seniority then Abhay Khanna should be FC but, if you go on merits then Ms. Vijaya Kant should be posted as FC.' Abhay K Khanna is General Manager Integrated Coach Factory (ICF) Chennai who is ahead in race for the post. Ms. Vijaya Kant is GM -Construction in North Frontier Railway (NFR).


SEBI to open more regional offices
As the grapevine has it the Securities and Exchange Board of India (SEBI) is going to open more regional offices. An office will come up either in Kanpur or Lucknow while, the office will come up in Bangalore or Hyderabad. However, it is certain that Guwahati will have a regional office of the SEBI.

ITS officers on a look out for deputations

Pakistan : Army and government take opposing stand in supreme court in memogate

Pakistan's federal government and the army have taken diametrically opposite stand in the supreme court in the 'memogate' case. Affidavit filed on behalf of the federation of Pakistan denies the existence or authenticity of the alleged memo or the role allegedly played by former ambassador to US Hussain Haqqani and urges the apex court to dismiss the petition filed by Nawaz Sharif as a Parliamentary committee is already seized of the matter. On the other hand the affidavit filed by Army Chief Keyani and DG ISI Shuja Pasha confirms the memo's existence and Haqqani's role in its conceptualisation. It further wants the apex court to continue with its investigations as 'people of Pakistan who are the real sovereign masters of the country have the right to know the unadulterated truth'. Ironically affidavits from both sides have been filed through the attorney general Maulvi Anwarul Haq. It is not known which of the two opposing views will be argued by the attorney general.

Pakistan : NAB to have new division
Pakistan's National Accountability Bureau (NAB) will soon have a new division named 'special operation division' to deal exclusively with cases of 'big corruption in the departments and undertakings under the government'. The division to be headed by a retired Brigadier (Musadiq Abbasi) is likely to start functioning in a couple of weeks.

"You are Cabinet Minister and should maintain your dignity" the Chief Minister said. How far it is appropriate or inappropriate for an elected representative to address a bureaucrat as "Sir".

Hope DOPT will introspect!

DOPT has not been fair to Central Services. All rules regulations, guidelines etc. are framed to ensure fast promotion to IAS only. Although there is accute shortage of officers in state cadre, but IAS manipulate deputations so that promotions to them are faster. Can DOPT look into the reasons of negligible representation of other services in cental/PSUs/autonomous bodies, deptts etc. Benefits to other services are given after 2 years. There is no logic for this & it is nothing but discrimination. Majority of PSUs/ autonomous bodies/ deptt. have IAS & no such organization can claim to be best & comparable to private companies for efficiency/ output. If knowledge of data/presentations are the criteria for selection by PESB, then it is illogical.Leadership/Management can not be done except through management technique, hard work, intellectual honesty etc.

Apropos of above comment in a specific context by a discerning reader,going by the state of affairs, it may be said in general that the right hand itself is performing mechanical motions by force of habit dictated by fear of authority for self-aggrandizement and has ceased to be aware of the purpose, if any, of its own movements. Are we then surprised at the divergent, ambivalent and lackadaisical approach that seems to characterize our collective effort or lack of it for common (national) good?

CGHS beneficiaries
Can DG, CGHS request authorities of Apollo Hospital at Delhi to treat CGHS beneficiaries for all cases during emergency. The hospital should not link that it is meant only for certain disciplines. This is true in normal referred cases not during emergency. All the treatment including operation if required to be entertained being empanelled under Superspeciliaty catagory. CGHS beneficiaries should be treated with proper care specially Senior Citizens. It will help retired officers staying nearby areas.

Copy of agreement between India and Russia

The Appellant sought certified copy of all the agreements and deals signed between the President of USA and PM of India and also that between the President of Russia and PM of India during their respective visits to India. The PIO furnished certified copies of agreement of deal signed between the President of USA and PM of India. Further, the PIO stated that the copy of Agreement and deal of President of Russia and PM of India is awaited from the concerned division and would be forwarded to the appellant as and when received from concerned division. The Appellant complained to the Commission that the information sent to him was not attested. The respondent stated that the deemed PIO was Mr. Javed Ashraf, Joint Secretary (AMS) and Mr. Ajay Bisaria, Joint
Secretary (ERS) who were to provide the information. The Appellant pointed out that the FAA did not dispose the appeal until September 2011 while the appeal was filed in February 2011. The Commission noted that Secretary (ER) has not done his duty as mandated by the RTI Act and warned that if this continues, the Commission will consider recommending disciplinary action against him. The PIO stated that delay took place due to correspondence for seeking permission from the respective foreign governments to release this information. The Commission observed that the PIOs should have informed the Appellant
about this within the 30 day period. While dropping the penalty proceedings, the Commission warned the PIOs to ensure that a
communication should be sent to the Appellants within time as mandated under the RTI Act.

Comments

An attested copy of the documents should be provided by the PIO within the prescribed time limit to the applicant.
