The Art of Work - A book written by IAS officer M M Upadhyay
Sharing his long administrative experiences, Madan Mohan Upadhayay 1981 batch Indian Administrative Service (IAS) officer of Madhya Pradesh cadre has penned a book titled 'Leadership in Government: The Art of Work'. Upadhayay has in his book, which focuses on developing personality and efficiency of government officials and employees, suggested hundred of methods to execute different government works in various phases. According to Upadhayay, the book has been written for everyone in government - right from one at the top of the ladder of governance to the employee at the lowest level. Rann Utsav is back with more tourist attractions in Gujarat
Camel safari, hot air ballooning, desert car rally, horse ride, all-terrain vehicle, cultural programmes, food court will be attractions for the tourists of the world during the Rann Utsav, a grand fiesta, which is being organized from Dec 9, 2011 to Jan 15, 2012 in the white desert of Kutch in Gujarat to put the state on the global tourism map.

Giving details of the festival, a tourists' delight, which is a brainchild of Gujarat Chief Minister Narendra Modi, Gujarat Government spokespersons, Ministers Jay Narayan Vyas and Saurabh Patel said that the festival will attract the visitors and tourists from all corners of the world. The cultural programmes will also be held depicting the culture of Kutch.

"The response from the tourists of world is no less than overwhelming this year. All the tents for the first three days have been booked while for the rest of the days, 80% of booking has already been done", Ministers said. Spokespersons said the state government has announced a special package keeping in mind the Christmas and the New Year celebrations. As many as 440 AC and non-AC tents have been erected in Dhordo. The traditional eco-friendly houses of Kutch known as 'Bhunga' will also be made available to the tourists. The government will organize beach festival on the seashore of Mandvi and a special kite festival will be organized in the white rann.

Highlighting the 'Kutch Carnival' which would take place on the eve of Rann Utsav Ministers said that about 32 artist-groups will perform on the banks of the historical Hamirsar Lake. Apart from this, ministers said, various cultural package tours will be arranged for the tourists. Tourists would be able visit various archeological sites and could watch flamingos. Tourists could also seize the opportunity to see the beauty of Black mountain and could visit the border areas of India and Pakistan.

The miraculous beauty of white Rann in full moon light is simply incomparable. Rann Utsav has become a symbol of event-based tourism, ministers added. The attraction of Kutch as a tourist spot has increased many-fold with Amitabh Bachchan promoting it as a brand ambassador of the State. "Last year some 800 tourists visited Kutch while this year about 32,000 visitors have visited the place", Ministers said.

It is very difficult to understand that the GoI is having so many Economic Advisers, generally, the officers from Indian Economic Service but facing the worst ever economic policy crisis?

It's no more a secret

Various views are aired for ITS being repatriated to DoT. Why they have enmasse opted for Govt is also not a secret. Majority of ITS have given mandate for Govt all the time options have been called, but repatriation has taken place on third call. The reasons for the same must be understood. Most of the ITS have come after resigning from PSUs only for UPSC cleared Central Govt Job. Their aspiration of career growth should not be overlooked. Whatever be allegation , they have managed the PSUs in Technical+ Administrative+ Managerial capacity. Now since void is voiced at their level, other stream of the PSUs aspiring for it; but PSUs will improve when different stream do their bit as per role assigned and not vying otherwise. As regards use of repatriated ITSs is concerned , Govt may depute them under various vacant posts in different ministry ,lying unoccupied since yrs and for which ITSs are eligible also as per Organised Grp A officers. Already other services' officers are being deputed regularly. Other than this , there are units within DoT also where ITSs can be useful with telecom background( USO, TERM,PG,VIGILANCE etc). Motto should be gainful use of HR for welfare of all....

Be ready to take criticism

Any criticism of the FA-cum-DGCA is cavilled at as due to personal grudge. He should understand that critical remarks appearing in this column on better-known officials and public figures like Kiran Bedi, KM Chandrasekhar or even Manmohan Singh, Sonia Gandhi, Rahul Gandhi etc is not out of personal grudge but against their acts of omission and commission in the public domain. Public official should be ready to face public criticism, more so when he courts publicity through this column.

There is no need of repatriation of these officers if the government really wants to save these ailing PSUs. Infact, they should be on deputation till the alternate arrangement is made

Misuse of public exchequer

The CBDT has clearly misused its discretionary powers by granting tax exemptions to affluent bodies like the ICC and BCCI.Similar tax exemptions were also granted by the Appellate tribunals of Deptt of Revenue to filthy rich celebrities like Amitabh Bachchan and Sachin Tendulkar under the guise of Art. This is against the tenets of financial prudence in public spending.

Disclosure of financial information to wife

The appellant sought information about the salary certificate, details of amount of GPF, the name of the nominee of and other information with the Department regarding immovable proper of her husband. The FAA informed the appellant that information pertaining to monthly remuneration received by each of its officers and employees is available on its website of the Ministry and can be accessed by the general public. On remaining points the FAA denied information to the appellant u/s 8(1) (j) of the RTI Act holding it to be personal. The Commission upheld the order of the First Appellate Authority holding that the information sought is personal information of the third party and there is no public interest involved in the disclosure of this
information.

Information about the personal finances of a government employee are personal information of the concerned individual and cannot be shared with anyone else.
