her version of the Bill passed by the Cabinet..... now Rahul's got something
to tom-tom about in UP and Congress in Punjab and Uttrakhand!!! In its
passage to become law I'm sure this Bill will be watered down and fine
tuned.... but Sonia's ensured she'll get credit for the original version!!!
As it is Pawar's finished India's food security!!
And the depletion in the Agri land bank will only add to our food
insecurity!!

end..... and big dictates terms at the buying end.... and then ruthlessly
control operation costs!!! Of course our Rahul Baba only knows the front
end ... the friendly end of Big Ticket Retail!!!

Goa CM announces bonus for govt employees

To mark the Golden Jubilee of Goa's Liberation, Goa Chief Minister Digambar
Kamat has announced bonus of Rs 5000 for C and D government employees
and pensioners and assured the people of the state that his government
was also planning to form a third district in the state. Presently,
there are two districts, North Goa and South Goa. He also assured the
people of Mayem that long pending evacuee Property issue of the villagers
in North Goa will be resolved and they will get justice soon. Kamat
also urged the people of Goa to work together to make Goa a Model state
in the country.

Gujarat Tourism has won the prestigious annual TAAI award for 'India's
Best Tourism Department' amongst all states for Year 2011. Gujarat's

Orissa Chief Minister Navin Patnaik has asked
Cabinet Ministers to maintain dignity of the office. Patnaik conveyed
his mind when a Minister addressed "Sir" to an IAS officer
in his presence. "You are Cabinet Minister and should maintain
your dignity" the Chief Minister said. How far it is appropriate
or inappropriate for an elected representative to address a bureaucrat
as "Sir".

Submission to CBDT
As per last budget speech by Hon,ble Finance Minister, the ITRs of
senior citizens and small tax payers whose taxable income is less than
10 lakhs will not be ordinarily scrutinised unless income tax authorities
have otherwise information. In this respect it is submitted that tax
authorities should follow the same in the same letter & spirit.
Secondly the income tax department charges 1% penal interest on the
amount due from tax payers, the department should also pay the same
interest along with refund from 1st April of next FY to the date of
refund. It will provide great relief to tax payers.

DoPT is not fair to Central Services
I agree that the entire system has been tuned to favour IAS officers.
No fair system is followed when it comes to empanelment, fixation of
scales and other allotments - take it either foreign tours, house allotments
or trainings, posting of officers at some important posts, etc. This
hypocrisy is again evident from the two years seniority provisions.
And of course, there is no logic in it (It is not just two years but
four years till Selection Grade since two additional increments are
already provided for the IAS officers when they reach the Senior Time,
JAG and Selection Grades, thus making a total difference of four years).
In States, such discriminations are still higher since all the other
Department officials need to depend upon IAS officers even for routine
legitimate things. When the Government really bothers to come above
board and treat all the officials in an unbiased professional way, the
real talent of many officers of other Departments can be tapped and
effectively used for development!

Telecom Engineers are sitting without work and non technical people
are occupying various posts in technical departments of govt of India.
May the good senses prevail in decision makers of this country and they
understand the importance of this technically and administratively rich

On their way home Papa spoke to the tout
He would confirm the ticket without doubt
Some extra payment was all it was about!
Chiku sat quietly in the back seat
His question he wanted to repeat
In this story of corruption who is the villain and who the hero?
And who would make the villain zero?
I see the vacant look in Chiku's gaze
His question fills my mind with the same haze
Don't takers and givers of bribe belong to the same tribe?
Who is responsible for our moral derailment?
Are empty rhetoric, blame-games and candle light marches a panacea
to this ailment?
I tried to find an answer to Chiku's query but failed
With no internet search could the right answer be nailed
I have failed but others might be more bright

Copy of agreement between India and Russia
The Appellant sought certified copy of all the agreements and deals
signed between the President of USA and PM of India and also that between
the President of Russia and PM of India during their respective visits
to India. The PIO furnished certified copies of agreement of deal signed
between the President of USA and PM of India. Further, the PIO stated
that the copy of Agreement and deal of President of Russia and PM of
India is awaited from the concerned division and would be forwarded
to the appellant as and when received from concerned division. The Appellant
complained to the Commission that the information sent to him was not
attested. The respondent stated that the deemed PIO was Mr. Javed Ashraf,
Joint Secretary (AMS) and Mr. Ajay Bisaria, Joint
Secretary (ERS) who were to provide the information. The Appellant pointed
out that the FAA did not dispose the appeal until September 2011 while
the appeal was filed in February 2011. The Commission noted that Secretary
(ER) has not done his duty as mandated by the RTI Act and warned that
if this continues, the Commission will consider recommending disciplinary
action against him. The PIO stated that delay took place due to correspondence
for seeking permission from the respective foreign governments to release
this information. The Commission observed that the PIOs should have
informed the Appellant
about this within the 30 day period. While dropping the penalty proceedings,
the Commission warned the PIOs to ensure that a
communication should be sent to the Appellants within time as mandated
under the RTI Act.
Comments
An attested copy of the documents should be provided by the PIO within
the prescribed time limit to the applicant.
