or Congress's Biased Investigation???? As India's Premiere Investigative
Agency in all fairness CBI should be independent!!!! And when there
is no reservation in the Judiciary why should there be reservation in
Lokpal.... just a delaying tactic at the behest of Congress by Laloo,
Mullayam and Paswan... who as it is are totally against Lokpal!!! Lokpal
stunts their ethos!!
On all three occasions Congress has hoped every time Anna's fasted
that crowds would deplete!!!

Gujarat Tourism has won the prestigious annual TAAI award for 'India's

Pakistan : Round the clock supply of potable water by Cantonment
Board, Rawalpindi
Rawalpindi Cantonment Board is working on an ambitious project to ensure
round the clock supply of potable water to its residents by early next
year with the completion of Rs 700 million worth Khanpur Dam Water Supply
Project (KDWSP). Of this Rs 30 million have been set apart exclusively
for construction of ten storage tanks of 200000 litres each, laying
of nearly 20000 metres of new supply lines and installation of meters
for each consume in the cantonment area. According to Rana Manzoor Ahmed
CEO of the cantonment board installation of meters will result in reducing
wastage and at least 30% saving of potable water.
Pakistan : 26/11 judicial commission's visit
to be finalised mid January next
Programme for visit of the judicial commission from Pakistan for recording
the statements of Indian witnesses in the 26/11 militant attack on Mumbai
is likely to be finalised by 3rd January 2012 when the Anti Terrorist
Court (ATC) Judge Shahid Rafique resumes hearing of the case against
the accused in Pakistan's Adiala jail. Five defence counsels Khwaja
Sultan, Aisam Bin Haris, Fakhar Hayat, Riyaz Cheema and Ihsan Satti
have submitted their travel documents to the ATC Judge. However another
defence counsel Maliq Rafique has declined to join the commission on
the plea that 'there are many Bal Thackerays in India who could cause
threat to his life'. Malik Rafiq has also expressed doubt that because
the commission's sessions in India are to be presided over by Mumbai's
Chief Metropolitan Magistrate SS Shinde its functioning may not be unbiased.

Delegation of Chinese Academy of Forestry
visits ICFRE, Dehradun (UPDATED)
A high level delegation of six members headed by President, Chinese
Academy of Forestry, Beijing, China visited Indian Council of Forestry
Research and Education (ICFRE), Dehradun on December 19, 2011. During
the visit in an interaction meet identification of research areas for
cooperation in the areas of forestry sciences were deliberated upon
and a Memorandum of Understanding between Chinese Academy of Forestry
and ICFRE, Dehradun to foster cooperative relationship between two countries
on identified areas of research was signed by Prof. Zhang Shongong of
Chinese Academy of Forestry and Dr, V K Bahugurta, Director General,
ICFRE. Dr. Bahuguna, dwelt upon the emerging areas of mutual interest
viz. impact of climate change, on forest ecosystems, forest hydrology,
tree improvement with scope of bilateral cooperation Dr, Bahuguna also
harped upon the high expertise of China in the area of bamboo cultivation
and technologies for bamboo products, which could be shared in a institutionalized
manner for the livelihood support. Sandeep Tripathi, Director (P&IC),
ICFRE outlined the objectives of visit of the delegation under the over
arching umbrella of BRICS cooperation. A detailed presentation of the
activities of ICFRE, research strength and challenges was made by Dr.
Sanjay Srivastava, ADG. The CAP delegation made a presentation highlighting
tree breeding, ecological improvement, gerrn-plasm conservation and
sustainable forest management as the priority area of Chinese Academy
of Forestry. It was decided that a Umbrella Action Plan would be prepared
under the over arching BRICS Cooperation Agreement, with main emphasis
on bamboo cultivation and development of industrial bamboo products
and tree improvement programme of important tree species like Teak,
Sisso, Sandalwood, Red sander, Casurina, Eucalyptus etc. The modalities
of exchange expert visit, sharing of research finding and technologies
and capacity building programmes was also deliberated.
In the afternoon the CFA delegation visited various research labs and
museums of Forest Research institute, The delegation also visited the
mining reclamation work undertaken by FRI in Matdevta. This long term
bilateral collaborative programme has a tremendous scope for exchange
of technologies in the area of bamboo improvement and product development
and tree improvement programme to address the livelihood issues and
sustainable forest management.

Orissa Chief Minister Navin Patnaik has asked
Cabinet Ministers to maintain dignity of the office. Patnaik conveyed
his mind when a Minister addressed "Sir" to an IAS officer
in his presence. "You are Cabinet Minister and should maintain
your dignity" the Chief Minister said. How far it is appropriate
or inappropriate for an elected representative to address a bureaucrat
as "Sir".

introspection on a wide range of mundane matters in the manner implicit
in the poet's outpourings and not instinctively sermonizing Chiku about
"right" and "wrong" based on our differential (hypocritical)
standards may provide some clarity. Needless to say public policies
also require concurrent critical evaluation based on more objective
criteria coupled with more effective & efficient execution by competent
persons best suited for the purpose. However, there is no cause for
despair at existing state of affairs and/or to be assailed by nagging
feeling of guilt at our (dysfunctional) acts of omission and commission
performed before Chiku. We are a product of our surroundings. However,
our choices are entirely our own. Therefore, let us shed sentimentality,
be wise and exercise 'feasible' choices in full awareness without being
fearful or apologetic. Chiku is intelligent and understands!

All Central government depts have huge IT wing
All Central government departments have huge Information Technology
wing which are mostly headed by non technical officers even though work
is outsourced. Instead of keeping ITS officers sitting idle & being
paid, can these officers be gianfully redeployed in such departments
instead of keeping them idle. Perhaps no planning has been done before
repatriating ITS officers for sitting idle. It is also worth mentioning
whether those responsible for repatriation have failed to anticipate
why ITS officers are not willing to opt for BSNL/MTNL & can anyone
be held responsible for such decision costing crores of rupees pm.

Congratulations to Prakash Chandra, IRS (Rtd), on appointment to Committee
on Civil Services Exam Reforms. A man steeped in the traditions of Civil
Service, Sh Chandra hails from a background of senior advocates, senior
judges and senior bureaucrats. A mild mannered gentleman of the old
school, he is the epitome of dignity and integrity. His motto throughout
service has been that of selfless service in the cause of the country.
Impartial, honest, exceptionally intelligent, hard working, Sh Chandra
is the son in law of the very senior and widely respected elder statesman
ex Chief Minister of Bihar Sh Kedar Pande. Humble, down to earth, compassionate
and soft spoken, Sh Chandra, who retired as Chairman CBDT has always
embodied the best of the Indian way of life.

Don't worry if ITS officers are paid for sitting idle. Are not our
MPs paid for adjournment (No work).

No person is interested in going to hospital
The case of reference of CGHS patients to the private hospitals arose
in order to avoid rush at Government hospitals. No person is interested
in going to hospital be it be the CGHS beneficiary. A CGHS beneficiary
is also not interested in remaining the air conditioned rooms of private
hospitals. He/she makes the life of their family members miserable by
saying 'mujhe jaldi ghar lekar chalo'. The Government is spending money
towards paying the salaries of CGHS doctors and the other employees.
It is also incurring expenditure in maintaining the infrastructure of
hospitals, medicines and diagnostic tests. Government will only benefit
from free reference of their employees to private hospitals. Rockland
hospital opted out of CGHS ring only because their bills were not being
settled in a time bound manner. Alternatively, in bid cities like Delhi
there should be a separate hospital for CGHS beneficiary only. You double
the CGHS subscription. No body will mind it.

Copy of agreement between India and Russia
The Appellant sought certified copy of all the agreements and deals
signed between the President of USA and PM of India and also that between
the President of Russia and PM of India during their respective visits
to India. The PIO furnished certified copies of agreement of deal signed
between the President of USA and PM of India. Further, the PIO stated
that the copy of Agreement and deal of President of Russia and PM of
India is awaited from the concerned division and would be forwarded
to the appellant as and when received from concerned division. The Appellant
complained to the Commission that the information sent to him was not
attested. The respondent stated that the deemed PIO was Mr. Javed Ashraf,
Joint Secretary (AMS) and Mr. Ajay Bisaria, Joint
Secretary (ERS) who were to provide the information. The Appellant pointed
out that the FAA did not dispose the appeal until September 2011 while
the appeal was filed in February 2011. The Commission noted that Secretary
(ER) has not done his duty as mandated by the RTI Act and warned that
if this continues, the Commission will consider recommending disciplinary
action against him. The PIO stated that delay took place due to correspondence
for seeking permission from the respective foreign governments to release
this information. The Commission observed that the PIOs should have
informed the Appellant
about this within the 30 day period. While dropping the penalty proceedings,
the Commission warned the PIOs to ensure that a
communication should be sent to the Appellants within time as mandated
under the RTI Act.
Comments
An attested copy of the documents should be provided by the PIO within
the prescribed time limit to the applicant.
