As of now CBI is Party in Power's 'Navratna'..... Jewel!!!! No Political Party worth its salt would like an independent CBI!! There was no doubt in many minds that Congress would ultimately not allow CBI to become independent or give partial control of CBI to Lokpal!!! Lokpal without an investigative wing in like a 'Post Office' and because of 'The Great Leader's' intervention and if his Party has its way, Lokpal will be a Constitutional Post Office!!! Congress says that how can the Judge undertake investigations....well than in that case how can those whose corruption CBI is supposed to investigate control CBI??? Maybe Congress has its inputs and calculations that it'll be able to checkmate Anna..... but I do not feel so!!!!! Congress's unwillingness to let go off CBI has brought back memories about the misuse of CBI in the Bofors case..... blatant misuse of CBI by Congress!!! I hope Sonia realizes that Anna and Opposition are not like Manmohan Singh who bows to her every diktat!!

Senior Railway officers worried
Honest senior Officers of Railways are worried regarding their chances of becoming General Managers and above, due to the flip flop being adopted in empanelment and promotions by the Railway Minister and Board. There are severe manipulations in ACRs and other records to derail the worthy officers. It is evident from the recent proposals which have been recommended by Railway Minister to PMO/ DOPT that intentions are not clean and they are driven by funding to TMC at Kolkata. Pakistan : Model Police Stations Project for Punjab
Pakistan's Punjab government is starting a pilot project to turn 100 police stations across the states ( 20 in Lahore alone) into 'model police stations' to ensure 'speedy redressal of public complaints, quick delivery of justice, more effective crime prevention and transparency. Each station included in the scheme will be provided with one additional vehicle, 20 bikes, 2 computers, CCTV cameras and 'best available manpower from constable to the SHO'. Addl IG (R&D) has been asked to identify the police stations for including in the scheme which is to start within two months.

Orissa Chief Minister Navin Patnaik has asked Cabinet Ministers to maintain dignity of the office. Patnaik conveyed his mind when a Minister addressed "Sir" to an IAS officer in his presence. "You are Cabinet Minister and should maintain your dignity" the Chief Minister said. How far it is appropriate or inappropriate for an elected representative to address a bureaucrat as "Sir".

It is a relative equation, where the Politician might be giving value to the person and not to the position. The politician must be a person of propriety and stature who wanted give due respect to another individual. Nothing wrong in the salutation. I do not say everybody should do it.

CGHS beneficiaries

Govt. is very much insensitive to the cause of private hospital opting out CGHS. Without any prejudice Govt. should analyse why private hospitals like Ganga Ram are not treating CGHS beneficiaries and now Rockland is opting out. These hospitals have been provided land at very subsidised rates for teating poor patients also but now even CGHS beneficiaries also do not have the access. CGHS beneficiaries are at receiving ends.

Copy of agreement between India and Russia

The Appellant sought certified copy of all the agreements and deals signed between the President of USA and PM of India and also that between the President of Russia and PM of India during their respective visits to India. The PIO furnished certified copies of agreement of deal signed between the President of USA and PM of India. Further, the PIO stated that the copy of Agreement and deal of President of Russia and PM of India is awaited from the concerned division and would be forwarded to the appellant as and when received from concerned division. The Appellant complained to the Commission that the information sent to him was not attested. The respondent stated that the deemed PIO was Mr. Javed Ashraf, Joint Secretary (AMS) and Mr. Ajay Bisaria, Joint
Secretary (ERS) who were to provide the information. The Appellant pointed out that the FAA did not dispose the appeal until September 2011 while the appeal was filed in February 2011. The Commission noted that Secretary (ER) has not done his duty as mandated by the RTI Act and warned that if this continues, the Commission will consider recommending disciplinary action against him. The PIO stated that delay took place due to correspondence for seeking permission from the respective foreign governments to release this information. The Commission observed that the PIOs should have informed the Appellant
about this within the 30 day period. While dropping the penalty proceedings, the Commission warned the PIOs to ensure that a
communication should be sent to the Appellants within time as mandated under the RTI Act.

Comments

An attested copy of the documents should be provided by the PIO within the prescribed time limit to the applicant.
