As the investigation will come under Government and CBI will continue to be used, misused and abused by the Party in power it's going to be practical for Congress..... and when out of power it'll be able to negotiate with Party in Power...... if Lokpal is strong such negotiations would not be possible!!! Say if Lokpal wants Bofors to be reopened and asks CBI to do so.... what do you think CBI will do???? Case closed will be Sarkaari Lokpal's (Read Jokepal) answer.....but if Lokpal is strong and has an investigative wing or CBI is Independent then it is for sure Sonia and Q would be in a soup..... thick soup!!! Anna has very rightly said had there been a Lokpal with investigative powers in place PC would be in Tihar..... preparing to celebrate New Year with Raja!!!! Well then what the hell is NREGA doing???? Sonia's love for NGOs and her listening to NGOs ignoring NGOs selfish motives is why Sonia's ignored sane voices..... the NAC is not 'know all' ..... and if it was about Food Security and not on account votes, why did NAC not consult States.........TN, Gujarat and Chattisgarh could have given valuable inputs..... like some States as per their tested formulas would even prefer cash disbursement!!! Centralised schemes have proved to be leaky and ineffective.... in fact TN and Gujarat are examples of States doing a better job..... but then Centre will not be able to take credit!! A pittance is spent on Agri research ..... how can India boost its production???? As NREGA has flopped this is a 'vote motivated' Bill!!! This Bill will have far reaching negative implications.....economy will take a hit...... black money will shoot up and create bubbles in stocks, land and real estate.....India's Food Security will take a huge hit!!!

Pakistan : Army PR's belated denial of Pasha Arab Visit
Pakistan army's PR outfit ISPR on Tuesday belatedly denied media reports about DG ISI Shuja Pasha's secret visit to some Arab countries to seek approval of senior Arab leaders for a military coup against President Zardari. Timing of the denial is interesting. Report about Shuja Pasha's secret visit appeared in the British media on December 13 and even earlier in the US media in articles published by US businessman of Pakistani origin Mansoor Ijaz but the denial has come only now after a petition has been filed in the supreme court praying for Shuja Pasha's removal from office on account of the alleged secret visit. The denial too appears half heated as it only dispute the dates of the alleged visit and not the visit per se. While media reports say that the DG ISI visited the Arab countries from 6th to 9th May 2011 the denial says he visited the Arab countries but not on any day between 1st and 9th May 2011.

Orissa Chief Minister Navin Patnaik has asked Cabinet Ministers to maintain dignity of the office. Patnaik conveyed his mind when a Minister addressed "Sir" to an IAS officer in his presence. "You are Cabinet Minister and should maintain your dignity" the Chief Minister said. How far it is appropriate or inappropriate for an elected representative to address a bureaucrat as "Sir".

Are women generally not addressed as "Madam" irrespective of social and administrative hierarchy? (That it is considered derogatory in specific context is a different matter.)

It has taken six years for the Government to accept Arvind Kejriwal's resignation because he had not cleared his dues. Everybody seeking to resign has to clear his/ her dues and the law should be no different for anybody, even PMs in waiting!

Lok Pal another CVC

It seems efforts are being made to have Lok Pal institution as a body to act as CVC, which is ineffective in tackling the growing corruption over the years despite having CVC Act 2003. It needs to be analysis in how many complaints, CVC has itself caused investigation in professional manner, which I believe would be minimal may be due to lack of will or lack of administrative set up. No efforts were made to strength it and improve its effectiveness which has resulted into clamour of Lokpal. The investigation of complaint in right manner is key and very foundation stone, without it no useful purpose will be served. It seems intention is to set up Lokpal, a tooth less institution for the consumption of common man who may not be aware about nitty-gritty. The case in point is the gross irregularities revealed in the recruitment of Dy. General Managers in NHAI in the year 2010, which is pending for punitive action against the accused officials despite advise/directions of Central Vigilance Commission. The heads of CVC/CBI needs to introspect and ponder the functioning of their institution so that concrete measures are taken to tackle the corrupt practice by all including politicians who are afraid of any mechanism over them since they hitherto they functioned with autonomy without any fear although in law their is saying that all are equal.

The issue raised by RKM pertaining to CGHS beneficiaries is very relevant and needs to be serious thought by the authorities concerned especially in an era where the facilities of specialised treatment is getting scarce and prohibitive too. Happy employee always tries to good for family and society in large.

CGHS doctors are extending yeomen service

Chandreshekhar agreed that within the limitations, the CGHS doctors are extending yeomen service. But what about the affairs at time of specialists consultation. Only shirkers of work stand in the queue to show to the doctor and get the independent drug. Why can't they keep a separate wing for all type of health problems in all the Government hospitals for the CGHS patients on Saturday for the whole day. Have more number of doctors and have separate wards for them when they or their kins are admitted in the hospital. If somebody has taken land for peanuts it is their business to look after their business and not give excuses. The Health Ministry should interfere through to the NCT of Delhi.

The case of reference of CGHS patients to the private hospitals arose in order to avoid rush at Government hospitals. No person is interested in going to hospital be it be the CGHS beneficiary. A CGHS beneficiary is also not interested in remaining the air conditioned rooms of private hospitals. He/she makes the life of their family members miserable by saying 'mujhe jaldi ghar lekar chalo'. The Government is spending money towards paying the salaries of CGHS doctors and the other employees. It is also incurring expenditure in maintaining the infrastructure of hospitals, medicines and diagnostic tests. Government will only benefit from free reference of their employees to private hospitals. Rockland hospital opted out of CGHS ring only because their bills were not being settled in a time bound manner. Alternatively, in bid cities like Delhi there should be a separate hospital for CGHS beneficiary only. You double the CGHS subscription. No body will mind it.

Improve conditions in govt hospitals

Please try to improve the conditions in government hospitals by increasing the financial/infrastructure powers of medical officers to serve the suffering humanity. Sir no one is interested to be a patient but pl. do not blame the government doctors(who are selflessly doing their duty most of the time) and glorify the corporate hospitals but try to take proper steps to upgrade the government health units/hospitals thanks

Nobody fits the bill

This is regarding news in WIC about Member (Finance) Telecom Commission. The best Member DOT had was Mrs. Vijayalaxmy Gupta-very dynamic, enterprising and visionary. Sadly nobody in Telecom accounts & finance fits the bill as they lack the necessary skills to handle such an important post.

Lokpal elected by people ?

Why can't we have a Lokpal elected by people and accountable to the people .let us abolish prime ministerial form of government and make it presidential form where PM will totally be accountable to parliament and not a party. His tenure should be reduced to 4 years. Let the Prime minister be directly elected by people and convention of TV debates during elections be adopted in India. I always believe that elected representatives should not be kept or supervised by selected people of what so ever caliber they are. Elected people are product of democratic process which is sacrosanct. Anna is trying to subordinate democracy to bureaucracy. A Lokpal will always be elitist in his approach and may destabilize nation or government in the name of enquiry. Let us rise to the occasion and then nation is first. Anna should read carefully the history of evolution of democracy. No country which claims to be democratic has made his political executive subordinate to selected bureaucracy. There is no precedence of this new practice of subordination of political executive in the history of democracy. Let all of us take a resolve to elect only good people. The presidential form of government can really address the issue of accountability where any policy matter of government is put up for approval or presidential trial by senate can make the mechanism of corruption more democratic and fairer .let us unite for citizens charter and judicial accountability bill. Now the time has come we may switch over to presidential form of government to make chief executive directly elected by people.

Kurukshetra Ki ore Dekho Sanjaya aur Mujhe Bitao ki wahan kya...

The forthcoming elections in some states are going to present a rehearsal of the next General elections to the Lok Sabha. But the real action would be in UP, which was called The United Provinces not long ago! We will get feedback from Sanjaya, as he is blessed with doordrashti, when the war starts. For the moment he says: Rajan (We the people),preparations for the war are in full progress. All the mighty along with the Almighty have started pitching their camps. There are so many different flags fluttering that it is difficult to say whether all of them are going to fight the war against each other or will side with one or the other. This confusion is due to change of almost all the rules of war this time. This war is being fought under the leadership of two excessively ambitious, powerful, strong, warrior and politically fast maturing women. There are some men too, but they seem to be leading from the secure positions behind their women, to match the unmatched personalities of the prominent two women warriors. The name of another very prominent woman is also being taken, but she has no direct stake, even as she will direct the action in this war. There are contingents of very masochistic women too radiating the fury of hell and spitting the fire of dozakh. TV programmes of another set of women machos are being telecast on big screens by the roadside, who are baying for the blood of the other party and specially its leader. From the selective use of invective, vituperation and carping, they are giving proof of their supremacy in political kung fu in India! This election sets the tone and tenor of political and electoral rhetoric. Interestingly it will be mounted on the vehicle of the Hindi language and hence, will provide some of the liveliest coinages and evidence of use of "prapanch, chhadma, viswasghat, kutilata, swang, nautanki, drama, tamasha, badzubani, Noora-kushti' etc that will determine the future complexion of politics in India. He further spoke: the conversations among people of different camps gives a sense of the impending event, as no rules will be observed in this do or die Kurukshetra, as it is no "dharmakshetra" but only Kurukshetra!!!! sanjay fell silent thereafter.

Copy of agreement between India and Russia

The Appellant sought certified copy of all the agreements and deals signed between the President of USA and PM of India and also that between the President of Russia and PM of India during their respective visits to India. The PIO furnished certified copies of agreement of deal signed between the President of USA and PM of India. Further, the PIO stated that the copy of Agreement and deal of President of Russia and PM of India is awaited from the concerned division and would be forwarded to the appellant as and when received from concerned division. The Appellant complained to the Commission that the information sent to him was not attested. The respondent stated that the deemed PIO was Mr. Javed Ashraf, Joint Secretary (AMS) and Mr. Ajay Bisaria, Joint
Secretary (ERS) who were to provide the information. The Appellant pointed out that the FAA did not dispose the appeal until September 2011 while the appeal was filed in February 2011. The Commission noted that Secretary (ER) has not done his duty as mandated by the RTI Act and warned that if this continues, the Commission will consider recommending disciplinary action against him. The PIO stated that delay took place due to correspondence for seeking permission from the respective foreign governments to release this information. The Commission observed that the PIOs should have informed the Appellant
about this within the 30 day period. While dropping the penalty proceedings, the Commission warned the PIOs to ensure that a
communication should be sent to the Appellants within time as mandated under the RTI Act.

An attested copy of the documents should be provided by the PIO within the prescribed time limit to the applicant.
