I'm very sure that after viewing what took place in Lok Sabha pre
and post the introduction of Lokpal Bill the Public's hate meter for
our Netas must have taken a full circle!!! I did a mini survey of my
own and asked people from various walks of life and general consensus
was that Congress would never allow a strong Lokpal..... most felt Netas
in general were scared of a strong Lokpal!!!
And then Netas say 'why are we portrayed as Gabbar'!!!
They forget that Public has become shaana and on their true intentions
Public has khabar!!
Congress has played a mischievous trick by including minority reservation
and Article 253 in the Lokpal Bill... and the corrigenda was a joke.
I'd like to see what the Courts will say on all three???? There is no
reservation in Judiciary, CVC and CAG..... and how can bill that's been
in the works for 40 years come under this Article 253... when demands
for this Law came up UN did not even know what corruption was!! Any
Body that is in the domain of dispensing Justice should be kept away
from an kind of reservation.... there cannot be an iota of bias!!!

253.......but Congress says there is no such provision.....as is often

Very rightly Yahswant Sinha pointed to the Corrigenda.... a Corrigenda
should not change the agenda..... it only corrects mistakes!!! The Stepney

Lokpal Bil!!! Well in Laloo's case he sowed Babool but enjoyed mangoes
for 15 years and now some mangoes have started turning to thorns...
and if there is a strong Lokpal all the mangoes on his sown Babool tree
will turn to thorns!!

Pakistan: Army and ISI are not controlled by Govt, MoD tells Apex
Court
The 'memogate' case took a new turn on Wednesday when Pakistan's Ministry
Of Defence (MoD) filed an affidavit in the Supreme Court stating that
the government has no control over operations carried out by the Army
and the ISI. Earlier on December 15, in the affidavits filed on behalf
of the government, the ministries of the interior and external affairs
had urged the court to dismiss the petition and also denied any role
played by former ambassador to US, Hussain Haqqani. Since this was at
variance with the replies by Army Chief Keyani and DG ISI Shuja Pasha
who had relying on ISI investigations by Shuja Pasha confirmed the existence
of the memo, its delivery to US Admiral Mullen and the role played by
Hussain Haqqani the court had asked the MoD to file an affidavit. In
a single page affidavit filed on Wednesday the MoD has pleaded its inability
to file any affidavit on behalf of the armed forces and the ISI as it
has no 'operational control' over them.
Pakistan : Delay in salary leads railway men
to suicide bid
Financial mismanagement in Pakistan railways took a serious turn on
Tuesday when two employees attempted suicide outside the divisional
superintendent's office in Rawalpindi due to delay in payment of salaries.
Both had to be hospitalised and kept in the ICU. One of the employees
is a heart patient who claimed he was compelled to borrow money even
for buying life saving drugs. A panicked railway administration hastily
released Rs 4.5 million to disburse salaries of nearly 150 employees
by late evening. Divisional superintendent Syed Munawar Shah blamed
'an error in the bank' for the delay.

Orissa Chief Minister Navin Patnaik has asked
Cabinet Ministers to maintain dignity of the office. Patnaik conveyed
his mind when a Minister addressed "Sir" to an IAS officer
in his presence. "You are Cabinet Minister and should maintain
your dignity" the Chief Minister said. How far it is appropriate
or inappropriate for an elected representative to address a bureaucrat
as "Sir".

DEBATE (1) What is the big issue with 'Sir'
A politician or even a minister may be young in age and experience
and he may choose to address as Sir a very senior bureaucrat who may
be his father's or older brother's age. He may want to extend due courtesy
or show his respect to the longer life-experience of the official. What
is the big issue here? Is the politician worth his salt only if he is
rude or brusque to officials? This is a pointless and self-destructive
argument.

Will the proposed Lokpal look into political acts of corruption
?
I wonder if the proposed Lokpal would ever look into the political
acts of corruption rampant in the cany knowledge or wisdom to country.
Take for instance the lowering of voting age for citizens to 18 years.
Does the vast majority of persons in that age group has any knowledge
or wisdom to opine as to who should govern. The increased number of
voters in the process only adds to the management issues in polling.
This is so even if we ignore the vast number of voters card issued even
to children below that age. Apparently all the political parties joined
hands to loot the booty of ill-gotten political power. The least that
can be done to retrieve the situation is to prescribe minimum age for
voting at civic, state and national elections 18,24 and 30 years. This
will also segregate the focus of the three tier election process suitably.
Presently we have been going by the British practices without thinking
that Britain is territorially a very small country compared to India
nor it is a federal country like ours. In India elections or bye elections
take place every day and the politicians are always busy either deferring
harsh decisions or taking decisions like the latest one for the sake
of winning elections. National interests are the last priority.

Bill. He was found the most scared person as if Lokpal Bill as proposed

Who says the things are good in CGHS?
In CGHS Ayurvedic only there are no medicines. No one hears and no
one cares. Government displays a lot of posters in and around Red Cross
and Janakpuri but does nothing to improve Allopathic/ Homeopathic as
well as Ayurvedic system of medicine. In Ayurvedic hospital, things
are so bad that funds are not fully utilized and duplicate medicines
are provided to the patients who have no say or approach for problem.

"self-generated" by you, the second one does not read like

Copy of agreement between India and Russia
The Appellant sought certified copy of all the agreements and deals
signed between the President of USA and PM of India and also that between
the President of Russia and PM of India during their respective visits
to India. The PIO furnished certified copies of agreement of deal signed
between the President of USA and PM of India. Further, the PIO stated
that the copy of Agreement and deal of President of Russia and PM of
India is awaited from the concerned division and would be forwarded
to the appellant as and when received from concerned division. The Appellant
complained to the Commission that the information sent to him was not
attested. The respondent stated that the deemed PIO was Mr. Javed Ashraf,
Joint Secretary (AMS) and Mr. Ajay Bisaria, Joint
Secretary (ERS) who were to provide the information. The Appellant pointed
out that the FAA did not dispose the appeal until September 2011 while
the appeal was filed in February 2011. The Commission noted that Secretary
(ER) has not done his duty as mandated by the RTI Act and warned that
if this continues, the Commission will consider recommending disciplinary
action against him. The PIO stated that delay took place due to correspondence
for seeking permission from the respective foreign governments to release
this information. The Commission observed that the PIOs should have
informed the Appellant
about this within the 30 day period. While dropping the penalty proceedings,
the Commission warned the PIOs to ensure that a
communication should be sent to the Appellants within time as mandated
under the RTI Act.
Comments
An attested copy of the documents should be provided by the PIO within
the prescribed time limit to the applicant.
