I think BJP , BSP and SP must be praying that Rahul's attention span does not wane and he continues canvassing in UP... they've already seen Rahul Effect in previous elections!! On the other cleanliness Indians want concrete proof!!! I'm sure if a survey is done 80% of Indians would want proof from Beni to back up his 'Rahul's clean'!!! Anna effect derails work implementation
The Anna effect has created a fear psychosis among the corrupt bureaucrats with the result that several projects and schemes including those meant for the welfare of people are languishing for want of initiative at the higher level. This was the conclusion of a debate conducted by the whispersinthecorridors.com titled 'Lokpal Bill and Bureaucracy' recently.

Whispers has asked "The debate on Lokpal Bill and the subsequent anger and protests across the country led by veteran Gandhian Anna Hazare has instilled a fear of accountability among the bureaucracy. How should the bureaucrats react to the situation?" and the majority of respondents felt that since the government officials have become extra careful, even many important works have taken a backseat.

And the fear about the adverse impact of Anna Hazare (Lokpal bill) on 'mega projects' is not totally unfounded. In the absence of 'speed money', the projects could slow down temporarily due to fear in taking rational decisions. The institution of Lokpal will check, if not stamp out, inflow of black money - into the realty sector and social sector schemes - that is being misused as a corpus for bribery. Though, the Realtors, as private players, will not come under the ambit of Lokpal bill, their nexus with corrupt government functionaries will get exposed.

However, some of the respondents said, "Only the corrupt should fear Lokpal Bill". The Anna effect, according to him, has created a fear psychosis only among the corrupt bureaucrats by enhancing their accountability. The corrupt Ministers alongwith the public sector executives handling projects are also feeling immensely threatened by the impending Lokpal Bill. The nexus between the corrupt political Executives and bureaucrats is an open secret. No Minister can indulge in corruption without the collusion of corrupt bureaucrats and vice versa.

Let the performance of bureaucrats/executives be assessed in relation to physical and financial progress of government projects. Greater transparency in tender evaluation is required. The and PSU executives must also refuse to buckle under the political pressure.

Over one lakh posts vacant in paramilitary forces
Over one lakh posts are lying vacant in seven paramilitary forces. They include 25,000 in BSF and 17,000 in CRPF. Of the total 1, 00,883 vacant posts, 74,816 posts are of constables, 22,016 posts are of Junior Commission officers and 4,051 are of group A officers.

After bringing Hindi & Urdu channels to a profit making venture this year, now Chandra brings a three point formula for the survival of the loss making regional news channels i.e. (a) to pursue the Chief Ministers and the state governments to make a separate and adequate budget provision for the regional news channels, which should be more or less equivalent to the print media in that state, without curtailing the print media budget and making only an additional provision for the electronic media (b) to purse the I&B ministry to issue directions to DAVP/NFDC to provide for a 33% of the total media budget for regional channels only and (c) to also pursue the finance ministry to issue instructions to PSUs like nationalized banks, LIC, IDBI etc., to release at least those display Ads to regional channels, which are already being issued to regional newspapers. To implement this three-point agenda, now all the leading regional news channels like Sahara, India News and Sadhana have now joined hands with ETV to put up a brave front before the State governments and the Centre. Recently, Chandra had a tiff with the Chhattisgarh Government on the same issue but he is unfazed and is determined to bring this entire issue to a logical conclusion. On the same lines, Regional Channels Association of India, headed by Kartik Sharma, has also taken up the issue with the five Chief Ministers of North India.

A three judge bench of Pakistan's supreme court expressed displeasure over tardy progress in finalising voters list and said that action could be taken against the election commission's secretary for dereliction of duty. 'What will happen if elections are to be conducted on March 15, 2012', the bench asked and observed that 'if elections are held on the basis of the existing bogus and inaccurate lists the country risks facing a state of turmoil'. The bench issued direction to the Election commission to complete the task by 23 February 2012.

Pakistan : No End Of Housing Woes For Babus
Woes of federal government employees waiting for government accommodation in Islamabad are far from over even after the housing minister Faisal Saleh Hayat and his secretary Kamran lashari have cancelled all out of turn allotments and extensions granted by the former minister. Wait listed employees are being given allotment letters 'subject to vacation by the present occupant' but the occupants have obtained stay orders from courts and according to the estate officer Asim Ayub there are over 1000 such cases. In some cases even the estate office has granted extension in violation of the declared policy. An Associate Professor of Burns surgery in Pakistan Institute of Medical Sciences was allotted a house in March 2010 but he hasn't got possession till date as the previous occupant a retired DIG has been granted extension repeatedly by the estate office.

IOB to open eight new branches in three states : PK Garg (Updated)
Indian Overseas Bank (IOB) is going to open eight new branches in three states. Is it appropriate or inappropriate for an elected representative to address a bureaucrat as "Sir"?

Orissa Chief Minister Navin Patnaik has asked Cabinet Ministers to maintain dignity of the office. Patnaik conveyed his mind when a Minister addressed "Sir" to an IAS officer in his presence. CEC's comment on Anna incomprehensible !

One is at loss to understand the import of the statement of Chief Election Commissioner appearing in the media that Anna refrain from opposing (or supporting) any particular political party. One thought it was the very essence of parliamentary democracy that gives the freedom to the citizen of this country to support or oppose; compaign in favour or against any political party or candidate.

Why is DOPT depriving people who deserve ?

Why DOPT is depriving people who are likely to get promotion down the chain as a results of these retirements on the pretext of a CAT judgment & pending court case in High Court, when they have already taken a view in the matter (agitating the CAT judgment) and they were doing so when the case of Garima Singh was pending in CAT. Orders can be issued by including the clause that these promotions, is however, subject to the outcome of the verdict Delhi High Court in W. P. No.

When promotee SOs won a case in CAT relating to judgment in 2008 based on the provisions of Constituion of India (In-situ promotion - right to equality and similarly placed persons to be treated similarly) provisions, DOP&T filed an appeal in Delhi High Court in 2008, which is still pending.

When a judgment was passed in the case of Garima Singh by Hon'ble CAT (policy directive - against article 309), earlier the DOP&T on certain pressures was trying to implement the judgment. Thanks to the views of Solicitor General.

Secularism - the last abode of scoundrels

In India secularism has become the last abode of scoundrels. No where it is more manifested than in the recent speech by Laloo Prasad Yadav in Parliament.It was obvious that he was set up by Congress for obfuscating the formulation of an effective Lokpal bill.Laloo has to thank Congress and Congress controlled CBI for allowing him to wander free. But tragedy is that there was not a single member in our Parliament who could call the bluff of this jester and put him in his place.

PIOs waste time of Applicant unnecessary

Many PIOs have habit to waste the time of Applicant unnecessary. They compel information seekers to knock the door of CIC, resulting piling up of lot of cases in CIC. CIC may look into the matter advising PIOs to provide information as required. This will reduce CIC workload and saving of unnecessary harassments to information seekers.

BSNL/MTNL HR Fiasco

It appears BSNL/MTNL HR issue is gong to be another mess in line... 400 people of Group A organized service of GOI ( read ITS) getting paid for no work officially, sitting ideal in Delhi to the tunes of Crores per month in total!! Can happen in India only. Proposal is for another offer for them and rest of ITSs. Had it not been considered before, with 10 yrs of interaction with ITSs/Board of PSUs, that outcome of absorption offer is going to be a major failure? This is again an unhealthy state of management of HR, wastage of available resources in hand. Hope power centre realise that ITS can be used other than those PSUs also , rather than getting paid holiday for two months and more months to come. It also makes another HR ( HUMAN RIGHTS) angle that rest of people are being forced to stay in PSUs despite marching order issued by DoT in November-2011. SO Out of same service/ posts/ cadre/ qualified/selected, some are working under pressure to get paid and some are sitting idle to get paid?

Certified copies of the photocopies

Background

The appellant sought certain attested documents and information regarding the rule of the RTI Act, under which the attested copies of documents should be given. The PIO denied the attested copies of documents claiming that the Public Authority does not possess original documents. The Commission directed the PIO to provide the relevant provision of law to the appellant regarding attestation and to supply attested copies of the photocopies of documents available in the records to the Appellant along with a note on each page clarifying that the same are only copies of photocopies and not copies of the original documents.

Comments

The RTI Act empowers the citizens of India to obtain certified copies of the documents from the Government Organisations and the PIO should not refuse to certify the documents even if the Public Authority does not possess the original documents. In such cases, a note should be given that they are only copies of photocopies and not copies of the original documents. It should be remembered that certified copies of the original may be used as an evidence in a court of law.
