on his fast Sonia felt he'll too demand some 'strong action Swiss Bank
Accounts' so again Anna was mollified to withdraw his fast!!! Government
started talking to Team Anna on the Lokpal Bill perforce..... but Congress
was very sure it would put up its own Lokpal (read Jokepal) Bill......

Congress wanted to propose!!! Then when this Bill was to come up in
Parliament it was decided by Congress to queer the pitch with reservation
and Article 253... the intention was clear to make the Bill unacceptable
to even Congress's Allies!!! So with a empty kartooz (Jokepal) Congress
would side step Lokpal and put the blame on BJP!!! And we know why Congress
wants to sidestep Lokpal???? It's said Nehru was questioned on corruption
and he said it is a 'wee bit' problem.... today his Party has made corruption
into a Goliath!!! In fact when it comes to corruption Congress is the
Master of the Game!!! Jaitley's jalebi analogy fits like a glove here
too....even Sonia illness was made into a jalebi!!!

acquired approval from the Ministry of Tourism for setting up of an
Institute of Hotel Management at Banderdewa, is all set to streamline
functioning of the institute at the earliest. A preliminary meeting
was held by the Principal Secretary Tourism G N Sinha with Ranjit Chaudhury
(MIH), Secretary of Board of Governors of Institute of Hotel Management
Catering Technology & Applied Nutrition, Kolkata, and Principal
of the IHM CT&AN Kolkata, a premier institute on Hotel Management,
churning out professionals every year in the field ,since its inception
in 1963. The Principal of the institute Ranjit Chaudhury, who will provide
expert guidance to the running of the institute as a mentor and faculty
members of the Institute welcomed the team from the Govt of Arunachal
Pradesh led by Principal Secretary Tourism , Sinha who accompanied Ms
Mamata Riba Additional Resident Commissioner, Arunachal Bhavan Kolkata
at the IHM premises at Taratala on December 27,2011. An extensive tour
of the institute was made by the officers to acquire firsthand knowledge
of the curricula and infrastructure for better planning. The team was
made familiar with the gamut of training facilities for hospitality
and hotel operations like food production, Patisserie, Food & Beverage
service, accommodation operation and front office operation. Immediate
starting of training facility for 120 boys and girls on a degree on
Hotel Management, Catering Technology& Applied Nutrition against
the upcoming training facility at Banderdewa was envisaged in order
to meet up the needs of emerging tourism and hospitality sector in the
state. At the same time it was shared that skills on computerization
was as much a part of the training, in view of the rising dependence
on the electronic media in the present day, both for daily functioning
, as well as hotel transactions. While extending skilled guidance on
legwork required for setting up of the institute, the Principal IHM
Kolkata on the request of the Principal Secretary Tourism and Additional
Resident Commissioner Arunachal Bhavan Kolkata, agreed to provide one
day training for staff of the Arunachal Bhavan Kolkata and also to provide
an in service short term training to the food & catering, housekeeping
and front office staff of the Arunachal Bhavan in batches.

Pakistan: After Railways,
Airlines and Tourism, now Pakistan radio is in dire straits
After Airlines, Railways and Tourism now the Pakistan Radio is facing
severe financial crunch. Over 8000 employees and artists of the Pakistan
Broadcasting Corporation (PBC) are facing problems due to non-payment
of their dues timely. While regular employees haven't got the arrears
of 15% salary increase announced in the federal budget of 2011-12 the
contractual workers and artists are waiting for their wages for nearly
two months. Station Director of Radio Pakistan (PBC) Islamabad however
doesn't seem unduly bothered as in his view it is not just the PBC 'but
all other corporations in the country are facing financial problems'.
He is hopeful of things getting sorted out as higher authorities 'are
in touch with the finance ministry'.
Pakistan: Land administration and Police are
the most corrupt says transparency international
Transparency International has released its report of the national corruption
perception survey 2011 for Pakistan. According to the report released
by Suhail Mirza, Chairman and Syed Adil Shah Advisor in Karachi Land
administration and Police are perceived as the most corrupt departments
and Military and Education the least corrupt. According to popular perception
as revealed in the survey corruption has increased in Judiciary as it
has jumped to 4th place from the 6th it occupied in the previous survey.
'Corruption has reached unprecedented levels in the country and lack
of accountability and lack of punitive action are the factors responsible
for its rise' according to the report.

Orissa Chief Minister Navin Patnaik has asked
Cabinet Ministers to maintain dignity of the office. Patnaik conveyed
his mind when a Minister addressed "Sir" to an IAS officer
in his presence. "You are Cabinet Minister and should maintain
your dignity" the Chief Minister said. How far it is appropriate
or inappropriate for an elected representative to address a bureaucrat
as "Sir".

CM
Tata group chairman Ratan Tata and his successor Cyrus Mistry paid a
courtesy visit to Gujarat Chief Minister Narendra Modi on December 29,
2011.They evinced interest in expanding business ties with the state
for mutual growth. Rantan Tata introduced Mistry to the Chief Minister.
On the other hand the Chief Minister extended good wishes to Mistry
who is taking charge of Tata Group in December 2012.Tata said that he
considers Gujarat as his home and that the state is very special to

the entire citizen of the country to teach them lesson.

1600 IES (ITS) surplus
Strange are ways of Government. It is learnt that DoT has set up a
surplus cell in DoT to place repatriated ITS from BSNL/MTNL. BSNL is
reported bringing in new recruitment for middle and top management vacancies
with lateral entry to ITS !!It is not known how many will join if they
have already rejected three times??.SO GOI will have 1600 ITS at their
disposal. It is beyond logic that why Govt is hell bent on such move
when available employees with experience are being done away with, and
as per TOI/Economic times, more expensive manpower are being targetted
to run the show? Revival of PSUs will be helped if Govt stops interference
in its business, policy making etc and not meddling with the workforce.
Now with DoT order it is clear that Govt is adamant to declare 1600
officers of JAG/SAG/HAG level of GOI as surplus !!!How are they going
to be redeployed?? DoPT has to stop deputing /recruiting in all Ministries
immediately because redeployment is time taking and that too for Group
A officers..400 officers have already been paid more than 5 Crore as
salary for last two months , With 1600 surplus , this will sum up to
10 Crore of public money per month without doing any work when in normal
course they are seen devoting more than 10 Hrs a day! Government is
rich , people are kept poor. It is hope that good sense prevails in
power centre and some logical move is initiated by Ministry.

Certified copies of the photocopies
Background
The appellant sought certain attested documents and information regarding
the rule of the RTI Act, under which the attested copies of documents
should be given. The PIO denied the attested copies of documents claiming
that the Public Authority does not possess original documents. The Commission
directed the PIO to provide the relevant provision of law to the appellant
regarding attestation and to supply attested copies of the photocopies
of documents available in the records to the Appellant along with a
note on each page clarifying that the same are only copies of photocopies
and not copies of the original documents.
Comments
The RTI Act empowers the citizens of India to obtain certified copies
of the documents from the Government Organisations and the PIO should
not refuse to certify the documents even if the Public Authority does
not possess the original documents. In such cases, a note should be
given that they are only copies of photocopies and not copies of the
original documents. It should be remembered that certified copies of
the original may be used as an evidence in a court of law.
