Sonia was to go the Uttrakhand to address a rally on Nov 09!!! Understand
that viewing her 'undisclosed' condition all precautions had been taken.....
an Air Ambulance was to 'discreetly' follow her to Uttrakhand and be
on call!! But then at the last minute the trip was cancelled.. they
say she had fever!! This came on the heels of Congress saying that Sonia's
well and no decision on Rahul taking more responsibility was expected!!
So what do we believe??? There is also the opinion 'that any election
that Congress feels is a lost case Sonia and Rahul do not electioneer
in that State' .......Hissar for example.... and the two upcoming bye-elections
in Haryana!! So could be Sonia felt it is futile going to Uttrakhand!!
In the speech delivered on her behalf she's said 'corruption cannot
be fought by speeches'..... and Madam Ji neither can it be fought by
'putting corruption fighters in jail and getting them investigated as
if they are traitors'!!!! And she also said 'PM has already committed
for a strong Lokpal so why the noise.....well Madam ji you and PM no
longer are trusted by the Nation... simple as that!!
Sonia will lead as and when she can!!
And in the meantime she's hoping Rahul will 'become a man'!!
Mamtha now says that if Diesel or LPG prices go up TMC quit UPA!! She's

In Punjab the electoral battle has started!! First off the block was

make it look he's not being 'disrespectful'!! I will not be surprised
if Sukhbir responds with 'Amrinder is Choron ka Raja'!! I hear after
Amrinder had gone after the Badals in his previous Avtar as CM, Mapreet
Badal had run away and it was Sukhbir who bore the brunt of Amrinder's
vendetta....Sukhbir calls him .... Lamba Uchcha Darpok! The Dera grab
by political parties has already started!!

It is heard that Sonia Gandhi is leaving for the US later this month for
further treatment. The move to place Rahul with the reins of the Congress
Party is to ensure no gaffes take place like last time (Anna etc).

1978 batch empanelment list approved
Suspense over the empanelment of 1978 batch IAS officers to the rank
of Secretary in the Government of India is over. Final list has been
approved and it will reach to the DoPT either today or on Friday. Names
of those officers who are retiring in 2013 have now been included in

UNDP-Civil Servants and Afganistan
For reconstruction of Afghanistan, civil servants of India are deputed
to UNDP Afghanistan Institutional Development Program. The agreement
was that the civil servants from India would be posted for a year in
Afghanistan. However, it has been seen from previous years that some
of them who are deputed have some how managed to extend their tenure
from more than one year to two to three and to even four years. A list
of other civil servants (IAS, CSS, IFS and others) who are interested
for work experience and redevelopment of Afghanistan have sent their
nomination for the same to GoI. However because of this re-instating
the same civil servants, earlier deputed, is are making others in the
list of not getting the opportunity and chance to serve as advisers
in UNDP Afghanistan Institutional Development Program. Many civil servants
have been frustrated by this and blame both the Prime Ministers Office
and the Ministry of External Affairs for this delay and perfect monitoring
of this esteemed program. Many have complained to the PMO and the MEA
for leaving out civil servants in the list for an opportunity to serve.
Many civil servants see that the huge pay to be the high reason that
some have been re-deployed and asked for an extension for which others
miss the chance to serve

1600 ITS officers stand repatriated to DoT

As many as 1600 Indian Telecom Service (ITS) officers belonging to ranks
of junior administrative grade (JAG), senior administrative grade (SAG)
and higher administrative grade (HAG) who were serving in the Bharat
Sanchar Nigam Ltd (BSNL) and ahanagar Telecom Ltd (MTNL) stood repatriated
to the Department of Telecommunications (DoT) since November 8, 2011.However,
their relieving is to be done separately by the BSNL & MTNL. They
all will have to join in Delhi. All of them were selected by the UPSC.
400 ITS officers repatriated by BSNL(UPDATED)
As many as 400 Indian Telecom Service (ITS) officers belonging to ranks
of junior administrative grade (JAG), senior administrative grade (SAG)
and higher administrative grade (HAG) who were serving in the Bharat

MTNL to follow the suit of BSNL (UPDATED)
Just as in the Bharat Sanchar NigamLtd (BSNL), 400 Indian Telecom Service
(ITS) officers belonging to ranks of junior administrative grade (JAG),
senior administrative grade (SAG) and higher administrative grade (HAG)
were relieved, the Mahanagar Telecom Ltd (MTNL) will also repatriate
ITS officers to the Department of Telecommunications (DoT). All of them
were selected by the UPSC.
Working of BSNL & MTNL to be adversely
hit (UPDATED)
Once all 1600 Indian Telecom Service (ITS) officers belonging to ranks
of junior administrative grade (JAG), senior administrative grade (SAG)
and higher administrative grade (HAG), who were serving in the Bharat

All brains department in GoI
The all brains department in GoI is IRS Income Tax. These guys are
not just aware of the most vexatious of technical areas known to man
kind ,but also the Inter disciplinary areas ,and also human rights,
civil rights and concepts of freedom. The fact that IRS spawned a thinker
like Kejriwal is owing to free thinking spirit and unlimited mental
space provided to it's officers. No cynicism here. IRS Income Tax has
the best brains in GOI. Only if the political masters have the eye to
spot a winner.

Spiralling petrol prices
I would like to draw your attention to the spiralling petrol prices
in the country. Common man is paying enormously. Whereas on the other
hand, govt vehicles are consuming lot of petrol for so called "official
work." Is it not the right time for Government of India to think
limiting the petrol per month per vehicle. Some Ministries are allowing
150 litres and others allow 300 litres per month per vehicle etc. Ministry
of Finance should issue instructions on limiting this consumption of
petrol as generally common man is taxed. Generally these vehicles run
for the petty things of the officer which it is attached.

Misuse of offical transport in central govt.
With the increase of petrol price every month, the govt should be very
cautious about the utter misuse of official vehicle. It is a luxury
that can the government afford? There should be thorough probe on the
misuse of official vehicle by non entitled officer for coming and going
back to resident and every department should made available on the website
the official using vehicle from coming to office and going back and
the transport allowance claimed, the expenditure occurred ? This will
save crore of public money. No excuse to be entertained under any circumstance?
I am sure some one will put an RTI in this scam going on for ages in
all the central govt deptts. If this is done the state and PSU will
be careful otherwise thorough investigations to be carried over there
also,

What kind of society we Indians have become?
A chief minister who is required to uphold the law and order barges
into a police station to free her party workers who indulged in rioting
and generally disturbing the peace in the area.The foundation stone
for a Railway line is being laid in a state and who is called to do
the honours.The president of the party in opposition in the state and
the chief minister is not even invited.Mind you a railway line is being
built by the Railways a central Govt. Department and what has the President
of the party to do with this.The ad taken out by the Northern Railway
which is going to execute the project gives an impression that it is
,as if,to help the Congress in coming elections.How very wrong.it seems
the Indian Railways have become a tool to be manipulated for the political
ends of politicians of all hues.Why the ex-railway minister and now
the chief minister still interferes in the day to day working of the
ministry.How is it right that some of her ex-aides and party workers
work for her in the state Government but are on the rolls of the Railway
ministry.One is really confused by this state of affairs where the distinction
between right and wrong is getting obliterated.

Penalty for delay without any reasonable cause
The applicant sought information about unauthorised construction in
Paschim Vihar and related information. The First Appellate Authority
(FAA) directed the PIO to supply the photocopies of building plans to
the Appellant within 15 days which was not complied with. The name of
the individual responsible for not obeying the orders of the FAA was
pointed out to the CIC. Observing that the deemed PIO is guilty of not
furnishing information within the time specified and has further not
obeyed the orders of his superior officer without any reasons, the CIC
imposed the maximum penalty of Rs. 25000/- on the deemed PIO and directed
that the amount be deducted at the rate of Rs. 5000/- every month from
his salary.
Comments
The level of the FAA offers a safety valve to the PIO to correct any
lapse. Not obeying the orders of the FAA compounds the mistake and should
never be attempted by the PIO.
