Seven 1978 batch

Madhav Lal has been empanelled to the rank of Secretary in the Government
of India. He is 1977 batch IAS officer of J & K cadre.
Venkatachalam gets Secretary equivalent rank
V Venkatachalam has been empanelled to the rank equivalent to Secretary
in the Government of India. He is 1977 batch IAS officer of UP cadre.
Mohan to be new CMD of NLC
B S Mohan is being tipped to be new CMD of the Neyveli Lignite Corporation
Ltd (NLC). The PESB has put his name at number one in the panel. Mohan
is presently Director in the NLC.

One way road from West Bengal
In the wake of ongoing shortage of nearly 100 IAS officers the West
Bengal Government being led by Chief Minister Ms. Mamata Banerjee who
also heads ruling Trina Mool Congress (TMC) is allowing IAS officers
to join the West Bengal Government, while none is being allowed to go
on deputation.
Santosh Gauriar on elevation is Member, Postal
Board
Santosh Gauriar (IPoS 1978 batch), who so far was CPMG, Madhya Pradesh,
on elevation has become member of the Postal Board. He will look after
Operations. Gauriar who has been awarded Silver Medal (2nd rank) in
the Advance Professional Programme in Public Administration (APPPA Course)
from Indian Institute of Public Administration, New Delhi, has visited
several foreign countries including USA, UK, France, Germany and Singapore
and has as Chief PMG, Madhya Pradesh circle, implemented the Directorate's
orders on Mail Network Optimization Project (MNOP) besides monitoring
and improving performance of all the Project Arrow Post Offices.

Ashutosh Tripathi to be CPMG, Madhya Pradesh
Ashutosh Tripathi (IPoS 1981 batch) is poised to be new CPMG Madhya
Pradesh Circle. At present he is working in the Vigilance wing at Postal
Board's Head quarter.
Shivendu K Shrivastava to join as FSI in Kolkata
As the grapevine has it, Shivendu K Shrivastava on central deputation
is set to join the Kolkata located office of Forest Survey of India
(FSI). He is an Indian Forest Service (IFS) officer of the Madhya Pradesh
cadre belonging to 1981 batch. It's a CCF level post.
Bhopal to have Green Tribunal Circuit Bench
There is a proposal to set up Green Tribunal Circuit Bench in Bhopal.
Operations will start soon.
1600 ITS officers stand repatriated to DoT
As many as 1600 Indian Telecom Service (ITS) officers belonging to ranks
of Junior Administrative Grade (JAG), Senior Administrative Grade (SAG)
and Higher Administrative Grade (HAG) who were serving in the Bharat
Sanchar Nigam Ltd (BSNL) and Mahanagar Telecom Ltd (MTNL) stood repatriated
to the Department of Telecommunications (DoT) since November 8, 2011.
However, their relieving is to be done separately by the BSNL &
MTNL. They all will have to join in Delhi. All of them were selected
by the UPSC.
400 ITS officers repatriated by BSNL
As many as 400 Indian Telecom Service (ITS) officers belonging to ranks
of Junior Administrative Grade (JAG), Senior Administrative Grade (SAG)
and Higher Administrative Grade (HAG) who were serving in the Bharat
Sanchar Nigam Ltd (BSNL) were relieved to join the Department of Telecommunications
(DoT) since November 9, 2011. All of them were selected by the UPSC.
MTNL to follow the suit of BSNL
Just as in the Bharat Sanchar NigamLtd (BSNL) relieved 400 Indian Telecom
Service (ITS) officers belonging to ranks of Junior Administrative Grade
(JAG), Senior Administrative Grade (SAG) and Higher Administrative Grade
(HAG) who are serving in BSNL were relieved, the Mahanagar Telecom Ltd
(MTNL) will also repatriated ITS officers to the Department of Telecommunications
(DoT). All of them were selected by the UPSC.
Working of BSNL & MTNL to be hit adversely
Once all 1600 Indian Telecom Service (ITS) officers belonging to ranks
of Junior Administrative Grade (JAG), Senior Administrative Grade (SAG)
and Higher Administrative Grade (HAG), who were serving in the Bharat
Sanchar Nigam Ltd (BSNL) and Mahanagar Telecom Ltd (MTNL), stood repatriated
to the Department of Telecommunications (DoT) since November 8, 2011,
then working of both telecom PSU's will be very badly hit. All of them
were selected by the UPSC.
12 ITS officers opt for absorption
Believe it or not, but it is true. Only 12 Indian Telecom Service (ITS)
officers
belonging to ranks of Junior Administrative Grade (JAG), Senior Administrative
Grade (SAG) and Higher Administrative Grade (HAG) who are serving in
the Bharat Sanchar Nigam Ltd (BSNL) and Mahanagar Telecom Ltd (MTNL),
have opted for absorption. All of them were selected by the UPSC.

of the ITS association (ITSA)all officers of ITS will report in Delhi.

Grand Sarpanch meet at Gandhinagar on Nov
16 (UPDATED)
Government of Gujarat will host a grand convention of village Sarpanchs
on November 16 at Mahatma Mandir in Gandhinagar. Chief Minister Narendra
Modi will distribute cash prizes worth nearly Rs 112 crore and certificates
to over 6,000 panchayats from among the state's 13,500 panchayats. As
many as 5,000 district panchayat members will participate in Sarpanchs
meet. Over 20,000 people will attend the meet. The CM will distribute
cash prizes and certificate for the best village to around 6,000 Panchayats.
Maharashtra to start a land census (UPDATED)
Maharashtra Government is soon going to carry out a land census which
will cost the state Rs 1500 crores. The exercise is being carried out
after 250 years. It was only in the British Raj that the last census
was carried out in the year 1880. All the land transactions at present
are being carried Based on the calculations done during the British
days, out say sources close to development.

ITSA seeks intervention by Secretary, DoT
(UPDATED)
In the wake of repatriation of 1600 Indian Telecom Service (ITS) officers
who were selected by UPSC, the ITS association (ITSA) has sought intervention
by the Secretary, Department of Telecom (DoT).The ITSA has urged the
Secretary DoT that officers may be allowed to report to the respective
territorial TERM Cell or CCA unit instead of TEC, Delhi. This will avoid
logistical nightmare for the concerned unit i.e TEC, which will be required
to take care of hundreds of very senior level (HAG/SAG/JAG) officers
involved in this exercise. This will also save avoidable expenditure
of the Government around Rs. 20 Crore in giving TA Advance cum Transfer
grant to the officers, once from their place of posting to New Delhi
and then again from New Delhi to their subsequent place of posting pointed
out ITSA.

It is rather unfortunate that in a large number of Government Departments,
retired bureaucrats are being reemployed as consultants. In the present
state of economy, were there is large scale unemployment, it would be
better to give the opportunity to younger people so that they may infuse
new ideas. This will also help in giving employment to the really needy
age group.

Sir, I wish to compliment you on exposing the corruption in appointing
officers as Consultants after their retirement. The greatest beneficiaries
of this scam are the CSS Officers.

Can the Government of India openly lie even on facts ?
Believe it or not, the answer is a resounding yes. The Central Board
of Direct Taxes a month and half back in it's official web site displayed
a vacancy position for CIT . The vacancy position showed nil for Delhi
region. A fortnight back, it passed another order for CIT ,bringing
one CIT from Patiala and one from Assam. Both were brought against existing
substantive vacancies. Why should the CBDT lie to it's own officers
for a matter as trivial as transfer posting? Tomorrow it may been lie
to the Parliament on more substantive issues of demand , recovery, collection.

How come, out of 36 empanelled 1978 officers almost one third are from
UP. States like Kerala has no representation. There must be an explanation
for such unbalanced empanelment.

1990 batch IRS and in situ promotions
Don't you think that it's high time, we disbanded these unfortunate
cadres of IRS (IT) and Customs ..lest they should die of shame. I think
after few years their kids who join the IAS or IAAS will be promoted
earlier than IRS father. Shame on the IRS management.

At present there is a maximum limit of 300 days of E.L. one can have
in their leave account. 15 days can be kept as excess leave and has
to be compulsorily availed every 6 months else it will lapse. Many a
times it lapses. The excess limit should be increased to 30 days in
a year and encashment may be allowed to 20 days in a year. This will
be of great help to all.

did not come through due to change in government. Now he needs to retire
from WIC as well. He has a view on every subject on earth. He has written

It's surprising
I am surprised at Adarsha Gupta's comments on Kiran Bedi. If you preach,
you have to be above board yourself. She demands business class ticket
but buys economy class using her gallantary award benefits which means
the actual cost of ticket will be nearly 25% of economy class. Her business
class ticket will be very close to the normal economy class rates using
her award concessions. Therefore, honestly speaking she could have travelled
in business class just by paying economy rates using her awardee status.
Then why she charged more - simple, the intention is to make money.
Now she takes a defence that more money was charged to support her NGO.
I dont agree with this logic. She could charge a fee for her lectures
and donate the same to her NGO. Justifying a wrong on such a logic and
on the quantum of money involved is not tenable. What is more surprising
is the justification of Mr Gupta. My dear we need to choose our leaders
carefully otherwise they will dump us some where. I wish he was aware
of the case of VS Pandey who prompted his colleagues to vote for the
most corrupt among themselves and now sits with UP CM who is known to
have multiplied her wealth many times in a short time and is known to
every one. I think tolerance of criticism should a virtue among Anna
supporters also because following them if anti-Anna people start targetting
them?

Latest position in commonwealth games probe?
What is latest position in commonwealth games probe? Apart from Kalmadi,
it appears, that no one else is responsible. Anna's Andolan was direct
result of CWG scam. We can say that in a way it is off shoot of CWG
scam but in positive way. People are very frustrated that corruption
has become so blatant and fearless that it does not care about prestige
of country. I request you that your site must focus on corruption issues
and highlight it. Please give stories on any case of corrupt being caught.
Your giving one case on RTI is a good thing. I like it and read it in
first time itself. I feel depressed when there is so much corruption
and I have become victim of it but I am helpless. I can't even use abusive
language and shout to be stress free because I have no alternative.
I will have to go back to that same corrupt officer. What can common
man do? If I read stories of how corrupt are caught at least one story
every week, it will give me hope. I request editor in chief to please
accede to my request. A monitoring of CWG scam will be good idea. We
need one Subramanuium Swamy, who is pursuing Telecom Scam, for Commomnwealth
games scam also or else every one will escape scot-free.

Penalty for delay without any reasonable cause
The applicant sought information about unauthorised construction in
Paschim Vihar and related information. The First Appellate Authority
(FAA) directed the PIO to supply the photocopies of building plans to
the Appellant within 15 days which was not complied with. The name of
the individual responsible for not obeying the orders of the FAA was
pointed out to the CIC. Observing that the deemed PIO is guilty of not
furnishing information within the time specified and has further not
obeyed the orders of his superior officer without any reasons, the CIC
imposed the maximum penalty of Rs. 25000/- on the deemed PIO and directed
that the amount be deducted at the rate of Rs. 5000/- every month from
his salary.
Comments
The level of the FAA offers a safety valve to the PIO to correct any
lapse. Not obeying the orders of the FAA compounds the mistake and should
never be attempted by the PIO.
