Additional Judge appointed to Jammu & Kashmir High Court
The President has appointed Gh. Hasnain Massodi as an Additional Judge of the Jammu & Kashmir High Court for a period of one year with effect from November 13, 2011.

RBI cancels license of Solapur Cooperative bank

The Reserve Bank of India (RBI) delivered an order canceling the licence of Solapur Nagari Audyogik Sahakari Bank Niyamit, Solapur (Maharashtra). The RBI has also directed the Registrar of Co-operative Societies, Maharashtra to wind up the bank and appoint a liquidator.

Maharashtra to start a land census
Maharashtra Government is soon going to carry out a land census which will cost the state Rs 1500 crores. The exercise is being carried out after 250 years. It was only in the British Raj that the last census was carried out in the year 1880. All the land transactions at present are being carried Based on the calculations done during the British days, say sources close to development.

ITSA seeks intervention by Secretary, DoT

In the wake of repatriation of 1600 Indian Telecom Service (ITS) officers who were selected by UPSC, the ITS association (ITSA) has sought intervention by the Secretary, Department of Telecom (DoT).The ITSA has urged the Secretary DoT, that officers may be allowed to report to the respective territorial TERM Cell or CCA unit instead of TEC, Delhi. This will avoid logistical nightmare for the concerned unit i.e TEC, which will be required to take care of hundreds of very senior level (HAG/SAG/JAG) officers involved in this exercise. This will also save avoidable expenditure of the Government, around Rs. 20 Crore in giving TA Advance cum Transfer grant to the officers, once from their place of posting to New Delhi and then again from New Delhi to their subsequent place of posting pointed out ITSA.

NMDC & Severstal sign Implementation Protocol in Moscow (UPDATED)
NMDC and Severstal signed an Implementation Protocol in Moscow in the presence of the Indian Minister of Steel, Beni Prasad Verma. Indian Secretary of Steel P K Mishra was also present. OAO Severstal's Chief Executive Alexey Mordashov and NMDC Limited CMD Rana Som signed the Implementation Protocol that defines the target initial plant capacity which would be 3 mn tonnes finished steel. It also confirms the intention of NMDC and Severstal to fully meet the joint venture's captive requirements of both iron ore and coking coal so that it becomes fully integrated for these primary raw materials. OAO Severstal is one of the world's leading vertically integrated steel and steel related mining companies in their office in Moscow Russia.
Alexey Mordashov said that the country's leading iron ore producer, provides a very good fit with Severstal's vertically-integrated, growth-focused Business Model. P K Mishra, Secretary (Steel), Govt of India said 'The joint venture of Severstal and NMDC will be another milestone in India-Russia economic cooperation and will be an important investment for the Indian Steel industry'.

Mamata Banerji is an Impulsive, impetuous and populist politician. She did not betray the attributes expected of a Leader while storming the police station in Kolkata recently to free the two riff raffs of her party. This was illegal for which the Kolkata police must file the FIR against the Chief Minster at the same police station failing which the Court may like to take suo moto cognizance thereof and direct the Kolkata police to file the FIR against the CM. This is necessary to uphold the Rule of Law.

No need to worry about the condition and services of BSNL/MTNL if ITS are relieved since the actual and the practical work are being done by absorbed junior officers/officials. Performance may improve if BSNL/MTNL are fet rid of these black B British men.

Scam after Scams exposed

Thanks to the news-hungry media and some valiant leaders who are hell-bent to bring the culprits to book. But, what happened in Bofors case and again our poor voters. The opposition party might win the next elections, but the ruling part would do everything to destablise that government and woule be relected to power. Only God can save this country. We need real Bhagat Sings today, Annagiri shall have no takers, because the rulers are insentive to criticisms and are thick-skinned too.

How many cases of corruption have been suppressed?

If government is really serious in eradicating corruption, it should call for information from officers about how many cases of corruption have been suppressed/closed. Since ministries and departments will never provide such information, therefore best way is to allow staff to provide this information and anyone giving correct information should be provided protection. But unfortunately whistleblowers are heavily penalised in the present system. A thorough review of government instructions on vigilance clearance needs to be carried out. Anyone having vigilance case against him even if no charge-sheet issued must not be promoted because charge sheets are being delayed deliberately. Such officers get promotion, then charge sheet is decided, they keep low profile for 5 years and then get next promotion. The government needs to be tough against such cases but it takes soft stand and always safeguards interest of corrupt. This is the reason why corrupt officers provided free lawyer in Lokpal but the whistleblower can be jailed. In such scenario corruption can not be routed out.

Penalty for delay without any reasonable cause

The applicant sought information about unauthorised construction in Paschim Vihar and related information. The First Appellate Authority (FAA) directed the PIO to supply the photocopies of building plans to the Appellant within 15 days which was not complied with. The name of the individual responsible for not obeying the orders of the FAA was pointed out to the CIC. Observing that the deemed PIO is guilty of not furnishing information within the time specified and has further not obeyed the orders of his superior officer without any reasons, the CIC imposed the maximum penalty of Rs. 25000/- on the deemed PIO and directed that the amount be deducted at the rate of Rs. 5000/- every month from his salary.

Comments
The level of the FAA offers a safety valve to the PIO to correct any lapse. Not obeying the orders of the FAA compounds the mistake and should never be attempted by the PIO.
