Black money may arrive in hordes?
This is an advantage most people with Swiss Bank and tax haven account
holders cant resist the weakening rupee is all that is needed to repatriate
the currency back home whether through Mauritius or through Singapore
route. In days to come foreign investments from so called foreign firms
and Non resident Indians are likely to rise.
Why so many rail accidents?
The main reason for so many accidents in Railways is that no one at
the top wants to take decisions or responsibility. Railway Board feels
that they are for policy making. There is no respect for each other
among Ministers and Board Members. Files are being delayed due to lack
of trust and confidence in decision making. Recent postings of senior
officers like GMs etc are arbitrary since most of the Production units
are headed by non-Mechanical Engineers who are not aware of working
there. Railways is being run from Kolkota under pressure from Unions
and detractors. Passing the buck is the culture now. Hope Ministers
will take responsibility for such mess and accidents as some earlier
Ministers resigned on moral grounds.

Rehman popularly known as Sherry Rehman has been appointed Pakistan's
new ambassador to the US in place of Hussain Haqqani who resigned because
of his alleged role in the infamous 'memogate'. Born in Dec 1960, Ms
Sherbano studied History and Political Science at the University of
Sussex and has been a prominent journalist in Pakistan prior to joining
politics. For a long time she was the editor in chief of Pakistan's
leading daily 'The Herald'. She is considered a forward looking liberal
politician with a modern outlook on social issues. She was Pakistan's

Workshop on Joint Forest Management Committees (JFMCs) during the 1st
Indian Forest Congress (IFC)-2011 has evoked a very good response. There

Nod to export of 10 lac tonne of sugar
The Center has given a nod to export 10 lac tonne of sugar this year,
thus giving cheer to sugar manufacturers. Last years 50 lac tonne of
sugar is remaining in the godowns and this year there is an estimated
production of 2.5 lac tonne. Maharashtra is depending upon when the
notification will actually be enforced. Exporters say if the notification
is issued before Brazil sends its production in the market only then
will it be beneficial for the exporters.
Is India at an advantage over China in exports
At a time when the world is worried about the Re falling sharply against
the dollar it is exporters who are laughing their way to the bank. But
much of the action has not started yet say exporters we are waiting
for the Reminbi (Yuan) to be revalued. Reason being that the exports
from India which never looked very competitive against the Chinese products
will become a lot cheaper. This will be a blessing at a time when goods
and products are moving slowly in the word market.

Empanelment process ignores talent
Empanelment in GoI is an outdated process. The process is murky and
ignores talent elsewhere and promotes IAS fraternity even at the cost
of inducting appointing useless and senile officers. It happens only
in India!

Credibility of IAS is at the lowest ebb
Respected Sir, I want to react to query of Dr Usha Agrawal that appeared
in WIC under heading posting a technocrat as Secretary Telecom? The
Ministry of Communications & IT has three departments under it.
The Department of Telecom has an IAS officer as secretary for a long
time. One of its Secretary Sidharth Behura is already behind bars along
with his boss Raja. Another Secretary may soon be arrested. The credibility
of IAS is at lowest ebb. Now this service has lost its sheen and no
longer does it occupy the high pedestal. In the 2G scam for the first
time high and mighty are behind bars. Some 10 years back who can think
of IAS Secretary being in jail? There is no punishment for IAS for deviating
and taking decision which goes against national interest. They have
always said it was decided in good faith and throw onus on juniors.
Seeing all this Kapil Sibal was not very keen on having an IAS because
they are yes men and do not tell complete facts and rules to minister,
the minister thinks he is taking correct decision and nothing wrong
or else his secretary would have said so in file. The Secretary smiles,
bows and shakes hand with minister and out of sheer laziness and lack
of effort does not take any stand and toes minister bidding. Therefore
now 2G case has rightly hauled up the Mantri and his Santri together.
The second department is department of Information Technology. Sibal
is right in keeping the post vacant for 8-9 months because he is not
interested in any IAS officer. He wants a plain speaking technocrat
who knows his job and can call a spade a spade. This quality is not
available in IAS breed.
The third department is the Postal Department. This has exclusive so
called professional service to run it, but truth is that the most of
them officers have no knowledge what they are doing. They are putting
up appearances, impressing minister and submitting vague voluble file
notes and confusing every one. Sibal has seen their professionalism
from close quarters and is not impressed. But he is helpless. Therefore
the dilemma of Sibal is justified.

Fire in Howrah-Dehradun Exp: Not a word from PM
Two AC Coaches of a moving train Howrah Dehradun Express got on fire
while passing through Jharkhand. Seven persons were burnt to death.
This horrible accident did not cause the kind of shock and indignation
to our media as the adjournment of the Parliament after 'hangama' by
the Opposition or Rahul Gandhi's visit to Bara Banki where he repeated
his line of beggars being from U.P (incidentally many of them on Delhi
roads are from Bangladesh). How insensitive we have become. No remorse,
no mourning. Not a word from our Prime Minister. The Railway minister
announces the compensation for the dead and the injured and an enquiry
and the life goes on. I am sure no one will follow the enquiry and even
if the report comes no one will be punished and nothing will change.
Everything will go on in the same fashion till another accident, another
site and some other unfortunates become victims of our casualness. We
in India are the most lax nation as for as safety is concerned. Be it
safety on roads, on rail and other areas. In crowded markets the electric
wires will be hanging precariously. Pedestrians will prefer to cross
the road rather than taking the foot over-bridge. At stations they would
jump over the track to go to the other platforms rather than taking
the stairs. It is time some discipline is enforced by heavily fining
such culprits. Bhagwan Das did not have to die if he had waited for
the train to stop and not climbed the train still in motion thereby
slipping and getting entangled between the coach and the platform. The
snail's pace response to rescue him is another sad story. It is not
enough for the country to economically grow. Social and moral growth
is equally important. As of today we are bankrupt in these areas.

Criticism of DGCA appears to be mal-intentioned
In the light of Capt.Gupta's rejoinder, the criticism of the present
DGCA in your portal by some appears to be mal-intentioned and most unfortunate.
Vague accusations are made against him repeatedly calling him part time,
one holding multiple FA posts etc. He has been appointed by the Government
as DGCA and if the Government wanted him to continue as FA, it is not

Promotion of 1987 batch IRSS officers in 2015?
With the present pace, 1987 examination batch IRSS officers will get
promoted by 2015, unless higher management takes some positive steps.
It is highly frustrating situation.

Non appearance of the respondents before the Commission
Vide order dated 15 September 2011, the CIC had directed that the CPIO
must provide the desired information to the Appellant. The CIC further
directed that the officer who had received the RTI application but preferred
not to act on it thereby preventing the information seeker from getting
the information, should appear before the CIC to explain if he had any
reasonable cause for his inaction. The CIC noted that in spite of such
clear direction, nobody turned up for the hearing. Holding that non-appearance
of the respondent shows that the officer concerned has no explanation
to offer, the CIC imposed the maximum penalty of Rs. 25,000/- on the
Branch Manager of the bank. Further, the CIC directed to provide the
information sought for in the application.
Comments
A PIO must use the opportunity to present his case before the Commission
during the personal hearing. Failing to utilise this opportunity may
cost him dearly.
