We've had an overdose of the 'other Gandhis'...... they've even named practically everything after their clan!!!! Anna's brought the real Gandhi back into the limelight!! It was indeed touching seeing him take off his cap and bow to down at Gandhi's samaadhi!!! Corruption is a huge issue......latest example.... there is a huge Fighter Jet Deal on the block.... and already there are rumors of huge kickbacks in the offing!!!! US has also jumped in with an unsolicited offer... Anna should demand that once the price bids are opened all future decision making and decisions, correspondence and related info should be put in Public Domain....not a State Secret as Arms suppliers keep 'all their Customers and prospective customers updated'!!!

If you lived in Amritsar and if we had open borders with Pakistan it would have been cheaper for you to drive down to Lahore and get your tank filled with petrol and return!! Mohna is dead against the Duties being tinkered with and he and good ole Montek have warned Sonia if an tinkering is done 'there would be no money for her social schemes'!!! Congress's plan is to go with 'global prices for petrol ' at this time.... come the State Elections and Congress will pull a bunny out of it's hat.... if global prices go up the increase will not be passed over to the consumer..... and if prices fall even a wee bit the benefit will be given to the consumer!!! Duties and taxes in India constitute a huge chunk in price of petrol...... can India compete in the Global Market when in other competing economies the Fuel cost is lower?????

More than the Greece and Europe contagion Mohna's mind should be 'home bound'....our path has been mined heavily!!

A Nation cannot be a global power in the face of starvation deaths and when 'feeders of the Nation' commit suicides.... my theology is.......to be a Global power a Nation has to fulfil its duties to its citizens first!!!! Mamtha's a smart cookie..... she now uses ' TMC was not taken into confidence' for any decision that is unpopular.... fact of the matter is it is impossible she did not know about the fuel hike!!!

Pakistan : PM meet stop brass to improve performance
Pakistan's Prime Minister YR Gilani met senior officers of the Railways on Thursday to have an 'insider's account' of the factors responsible for the organisation's pathetic state of affairs. Apart from railway Minister Haji Gulam Mohammad Bilour the meeting was attended by Chairman Railway Board Javed Iqbal and GM (operations) Saeed Akhtar. The PM was apprised of acute shortage of locomotives for want of repairs due to which freight service has come to a complete halt and running of passenger trains severely curtailed. A semblance of normalcy the PM was told can be attained only if funds (at least Rs 600 million) are immediately made available for repairing the locomotives. Gilani is understood to have instructed the finance ministry to look into the railways' demand.

The Central Warehousing Corporation (CWC) observed vigilance awareness week at its Corporate Office and field units from October31 to November 5, 2011 with "Participative Vigilance" as the theme. Suggestion is laudable

Justice Katju's suggestion for the creation of a media council expanding the present Press Council and including in its ambit visual media, is laudable. Though some of them come out with an occasional expose, most of the news anchors present biased news and debates. Some of them look like Sarkari channels. Modi bating appears to be the constant mantra giving his detractors all space and time. The depth of their decadence was exposed when one of the leading presenters, a Padma Sree awardee was exposed in the Radia tapes. She even now carries on with out a tinge of regret.

Even in sports, the decline of sports like athletics, hockey and foot-ball should be put on the visual media. For most of them Indian sports starts with Cricket and ends with Cricket. They have time to show the 'over the hill' Tandulkar waving a flag in the recent Indian F1 and give London trial of Pakistani cricketers, half the news time sidelining all the important national news, but have no time to show even a glimpse of the National Junior Athletics Championships going on in Ranchi. All these championships which is the nursery of athletics are totally ignored.

There is a necessity to tether in the visual media. In case of national emergencies, such unbridled power in the name of freedom of expression can create panic amidst people. They can force Government to take erroneous actions by swaying the public opinion as happened at the time of Kandahar hijack. Government should implement Justice Katju's suggestion though the media will cry hoarse about freedom of expression etc.

It is unfortunate that railways and PMO cannot agree on simple issue of posting. in the process work is suffering in the field. Also it caused serious damage to the morale of rank and file in the entire organization. Accidents are not ruled out in such a situation. All concerned should hammer out the differences early.

Nothing wrong in this policy

Kaushal's comments about the reservation for Muslim Entrepreneurs in Tenders, I see nothing wrong in this policy. It is positive move that should help in developing entrepreneurial skills in an underprivileged class. The steps taken by the Congress such as NREGA, Interest subsidy on Kisan Credit cards, Profit sharing by mining companies with tribals, substantial increase in MSP for the farmers, Tablet PC's for students at just Rs.1100/- etc. are steps that are empowering the masses and the result can be seen in the increase in purchasing power of the masses over the past 6-7 years. The increase in food inflation is mainly because of this factor. Media which is being dictated by the manufacturing and trading class makes so much noise about food inflation since it is getting concerned by the empowerment of classes. For long, wage earners have been exploited by the traders. Because of the policies of the past 6-7 years, the farmers and daily wage earners have improved their position considerably.

CBDT has given up its chief function of policy making

Agree with BR and berate. CBDT has given up its chief function of policy making and the only thing that interests is transfer and postings. But it must be admitted that the present board is better than any board in the last 2 years. at least some recognition of policy is there in its transfers and postings. what should be on scanner is the conduct of its regional Chief Commissioners and DGIT. Whatever may be done by CBDT gets undone at the local level. the very same fellow who has got transferred on medical ground gets posted to the arduous charges by the local CCIT and DGIT. Local CCIT and DGIT behave like satraps. CBDT should call for the records of such orders and will find out that any fellow who has some sensitive matter pending is always given the best charge. reputation, record or ACR has no meaning for the CCIT and DGIT. tHE OFFICERS BEING POSTED IN INVESTIGATION WING (Metros and outskirts and state capitals) are highly suspect characters. CBDT has to end the scourge of local biases.

Why can't the retired people sit back?

Why can't the retired people sit back in their houses and indulge in some social work (without any remuneration)?. Why do they wan't to hold on to the Government in the form of 'posting paying Rs.80,000/- salary, a staff car, telephone facility & an office to sit'; or they try to indulge in 'consultancy work' and face the agony of persons who were junior to them in service? You gave Narasimha Rao a broken boat but he crossed the river successfully. It means that no body is indispensable in this world. Only working people should be posted on regulatory bodies and in turn more & more fresh recruitments should be made.

Political Parties and Division of the Country

It is not that the Parties are dividing the country now . The country has been divided since time immemorial when there was no Party. The onslaught of the Mughals and the Britons was due to the fact that we were divided vertically as well as horizontally. Political parties, in fact, are trying to bridge this divide through various welfare measures. Four per cent procurement from Dalits and reservation for Muslims is a move in right direction to minimize the division in the society. Society ultimately makes a country. Jai Hind!

Is information related to outsourcing covered under the RTI Act?

The appellant sought certain information about written test including the marks obtained, both sides of O.M.R. answer sheet, answer key of his question booklet and cut-off marks of every category. The CPIO refused the OMR answer sheet and key answer claiming that they do not possess the required information as the examination was held by the another agency which conducted the examination on behalf of Bank. The CIC observed that, if any other body is given the job to conduct examinations it must be in complete control of the Public Authority. The Commission directed the PIO to use the full force of the law and obtain the sought information. In case the examining body refuses to part with the information the Commission recommended that the Bank should consider either changing the examining body or ensuring it is able to access all information with respect to the examination.
Comments
The Government organization cannot deny the information merely on the grounds that they have outsourced for the job and do not possess the information. If any other body is given the job to conduct various functions, it must be in complete control of the Public Authority and the information available with such sources should be made available under RTI.
