There is an all out effort to control Social Media!!!! I hear Government
wants to ensure that 'anonymity' in Social Media goes.... you may need
a UISM.... Unique Identification for Social Media... and to get UISM
you will have to go through the same rigmarole you do to get a Passport!!
Behind this is Sonia Madam's worry about the Rahul bashing in Social
Media.!!! Rather than analyzing why there is Rahul bashing, Sonia Madam
is taking a step that any blue blooded autocrat would take..... try
to silence the messengers!!! Why do people resort to anonymity...answer...
look at the way Government has gone after Team Anna... every investigation
Agency has been put on their 'case', so voicing your opinion on Social
Media could be injurious to your health!!! And why is Rahul targeted...
on Social Media are 'between age of 19-35' are in a majority......and
this lot are not comfortable with Rahul parachuting into the PM's chair....
they compare their resumes with Rahul's resume and lament aloud 'what
the hell'!!! Today the Public is so frustrated with the 'State of the
Nation'........ corruption, chori and seena jori, paid media, fixed
judgements, though in recent times Courts have shown the old way Judiciary
was misused is a thing of the past...now Swamy's case to get PC in the
2 G accused list would be an indicator of Judiciary's freedom..... they
need a forum to vent their anger without the worry of that the system
will target them!!! Social Media is a peaceful way of venting your anger....
better than taking to the streets and causing a nuisance and destroying
public property... and when no one is prosecuted when on the streets
there are slogans like 'Sonia or Pawar chor hai' then why should it
be seen as defamation on social media!! Yes 'going in the gutter is
wrong'.... but then beauty of Social Media is if you feel anyone is
indulging in gutter talk don't 'read it' or 'block', un-follow etc.
But if one is subjective even ordinary criticism will be construed as
gutter talk!!!
Wouldn't you prefer that rather than burning taxis and autos Shiv Sena
vent anger on The Net!
Rather than harming people and property wouldn't it be better that on
The Net they fume and fret?
Rahul's visits to the 'Countryside' have done next to nothing for those
he visited and those he made his 'Mascots'!! See the condition of Kalawati!!!!
His aim seems to be just be seen ' be at the right place and time' and
earn electoral brownie points!!! Take Bhata Parsaul...... in the end
Public sent him back telling him he should first get the Land Acquisition
Bill passed.... the perception was that Congress was in a position to
get this Bill passed but for reasons best known to Congress this was
not being done!! He went to Sikkim and what did he do????? Nothing!!!
He met people......indulged in small talk....and returned!! If he had
the earthquake affected getting relief in mind he should not have gone
because he knew that for his visit precious manpower and vehicles would
be diverted from relief work for his visit! Chalo even if he went did
you see him supervise and relief work???? Congressmen feel these visits
of Rahul's will get Congress Votes.... in fact in UP they say his visits
have already changed Congress's fortunes.... cutlery talk!!! And believe
me Indhra and Rajiv both's undoing was heeding 'cutlery talk'.... and
mind you when one ins power Government Agencies too tend to become cutlery!!
Public do not want 'Neta concern' or 'Neta talk'!!!
They know the concern just momentary and talk hollow .....'vote stalk'!
Mamtha wants petrol price hike rolled back... her saying that TMC was
not taken into confidence is hogwash... she was agreed to freeing petrol
prices and she knew the consequences!!! She's just doing drama....she's
okay with any hike as long as TMC is not seen as party to the hike!!!
Pawar too wants prices to be rolled back.... two prong strategy....
show electorate he is 'with them' and then bargain with Congress for
ultimately going with the decision of the price hike!!! Do not forget
this is the same Pawar who has justified the huge hike in food prices!!!!
DMK is hardly in a position to make any demands..... at least not till
Kani gets off the hook.... or DMK wins TN back!!!
PM said in Cannes 'market forces should decide price' but here the problem
is duties and taxes!!
With ' Align with Market Forces', which was music to Obama's ears, unfairness
in fuel costs PM waxes!!
PS.... Modi's going to China.... to check out how Made In China is growing
in India.... hope he is able to give a spin to the cuisine.... how about
Amras Noodles (replace Honey Noodles)..... Chilly Dhokla ...... or a
new soup Hot and Sour Gujarati Kadhi served with round chakils of red
chilly sprinkled fried potatoes ...... the mainstay of Made In China
is a artificially low Won!!! Team Anna would be naive if they would
not have expected that Government would be keeping tabs of their every
step.... Anna could resort to Anna Giri on his mobile...'snoopers' would
either stop listening after some time or become addicted to Anna Giri!!!
Message being given to Team Anna... take on Congress and get ready to

Pakistan: Punjab and federal governments lock horns over officers transfer
Pakistan's Punjab provincial government has refused to relieve 11 senior
police officers and 2 officers of the District Management Group (DMG)
whom the federal government had recently posted to the trouble torn
Baluchistan province without any prior consultations with the Punjab
government. The Punjab provincial government has sought an explanation
from the federal government for its unilateral action in violation of
its own establishment division's guidelines on the subject. Baluchistan
is considered a tough posting and the federal government's action was
perceived to be politically motivated by the rivalry between the PPP
heading the federal ruling coalition and Nawaz Sharif's party PML (N)
running the provincial government as the officers affected were considered
close to the provincial politicians.

Confidential interest and RTI?
If even the outsourced services are covered, what is beyond the RTI
Act? What if the person who has been given the contract refuses to give
the information citing confidential interest?

The reservations in public procurement to Dalit entrepreneurs is a
most welcome step. The same should be extended to Muslims and OBCs also.
Any class that is under privileged can be given this benefit. Only thing
is, quality must not suffer and quality checks must not be disregarded.

Hefty pensioners should devote time for social justice
A retired person with hefty pension should keep himself or herself
away from any government related work and devote time for social justice
independently. Their being part of commissions etc makes them absolutely
laughing stock who did not do any produtive work while in service and
now without any accountablity pass the judgements. Officer much learn
to retire with dignity, after that if he gets any appointment it is
an obligation and therefore SHAME.

Why can't the retired people sit back?
I fully agree with the views of Lal Bahadur on "Why can't the
retired people sit back?"
Engaging, retired people after retirement is another corrupt practice.
To get this favour, the beneficiary will like to go by the wishes of
his master and will agree for unacceptable, illegal, corrupt actions.
Especially, when he is retained as advisor in the same organisation
from where he has retired. CVC should note this and issue a directive
against this to all government organisations.

Wrong in giving undue support
N Krishnan is wrong in giving undue support to Markanday Katju and
criticise the Media. There are some highly educated and competent anchors
in the electronic media like Arnab Goswami, Shazia Ilmi (She is now
with Team Anna), Alka Saxena etc.

made unworthy comments about the journalists. Katju Sir has just taken

Justice Katju's remarks are reprehensible
N Krishnan endorsing Retired Justice Katju's opinion against the Media
merits criticisms. The impulsive, impetuous and sweeping remarks of
Markandey Katju , smack of arrogance. His logic that those who have
never studied economics, politics, literature or philosophy, are Members
of the Media does not stand to reason. His outburst against senior journalists
who are Members of the PCI headed by Katju himself, is puerile and a
gross mis-use of Right to Freedom of Speech. The Editors? Guild of India
and the Broadcasters? Association of India have reacted sharply. The
exasperated Justice J S Varma , former CJI and the present Chairperson
NBA , has recommended the PCI to be shut down ( India Today).
It is high time the GOI reformed the ineffective, toothless (even gumless)statutary
and quasi-judicial paper tiger like the PCI.Katju Saheb must be reprimanded
by the PM for his holier than thou attitude and passing irresponsible
remarks, painting the entire Media as a bunch of useless nincompoops

RTI
Is information related to outsourcing covered under the RTI Act?
The appellant sought certain information about written test including
the marks obtained, both sides of O.M.R. answer sheet, answer key of
his question booklet and cut-off marks of every category. The CPIO refused
the OMR answer sheet and key answer claiming that they do not possess
the required information as the examination was held by the another
agency which conducted the examination on behalf of Bank. The CIC observed
that, if any other body is given the job to conduct examinations it
must be in complete control of the Public Authority. The Commission
directed the PIO to use the full force of the law and obtain the sought
information. In case the examining body refuses to part with the information
the Commission recommended that the Bank should consider either changing
the examining body or ensuring it is able to access all information
with respect to the examination.
Comments
The Government organization cannot deny the information merely on the
grounds that they have outsourced for the job and do not possess the
information. If any other body is given the job to conduct various functions,
it must be in complete control of the Public Authority and the information
available with such sources should be made available under RTI.
