a new face as Finance Minister can set things right in the country. "Hindustan

top businessman reacted. In fact the corporate world is totally divided

Banks margins will be squeezed further?
Banks are borrowing over Rs 60,000 crores from the RBI everyday to fund
their liquidity needs. Liquidity is tight in India due to a tight monetary
policy of the RBI forcing banks to access the RBI window for funds on
a daily basis. This will propel a high cost of funds in the system leading
to a rise in cost of borrowing in the economy.
External debt can cause Rupee to slip more
The external debt data released by the RBI for end June 2011 shows that
a debt of $137 billion is coming up for maturity in the next one year.
Given the currency volatility and strengthening of the Dollar, debt
can mean that NRI deposits will not be rolled over. This can cause currency
to slip further.
Will the stock markets show a trend?
Greek referendum will give a clarity to the stock markets say stock
brokers. Until there is clarity on whether the referendum will take
place or not, markets will swing between gains and losses say market
men. In the event of a referendum not happening, markets will see huge
gains and if referendum does happen markets will see falls and remain

Jet airways debt gets worrying
Jet Airlines losses are worrying because its debt is in foreign currency.
The rupee's sharp depreciation has taken the toll of almost 80 percent
of the company's debt. Jet Airways losses are expected to peak in the
September quarter, say people close to the development.

WIC should start a debate "Role of CBDT in failing to arrest the
growth of back economy in India". When India is vying for developed
nation status , would it be possible with a creaking CBDT and leaky
tax administration is a serious issue. Historically no nation in the
world has had it's unaccounted economy gallop so fast in such quick
time as has happened in India. Leaky tax administration suits every
one. In India the fact that CBDT has looked the other way in the face
of a burgeoning black economy is a reality. Whether tax administration
has kowtowed to a marauding political class ,whether policies have been
faulty and administration ham handed, which Chairman CBDT saw the maximum
rise in black economy are issues in question. Terrible it may sound,
but how long inconvenient questions are to be mothballed. Time for a
debate and CBDt should join in too

Kind attention to CBDT
The notices are being issued due to discrepancies in 26AS and TDS shown
in ITRs. In the backdrop of these notices, the cases are being scrutinised
in greater details. Can CBDT make sure when there is only discrepancies
in 26AS and TDS shown in ITRs, may be limited to discrepancies only
and copy of challans and certificate issued by deductor can be asked
as a proof. If case is for scrutiny, it can be seen from the same perspective.
Sr. citizens and income less than 10 lakhs may be exempted from un-necessary
scrutiny and cases may be settled by asking relevant papers. Officers
of IT department can be utilised in intelligent and better jobs to unearth
tax evasion by many business man, industrialists etc. CBDT has taken
a very challenging and commendable jobs and must be appreciated. Board
is really excellent one.

Correct views
Katju's views are correct if we take into consideration the fact that
NDTV, India TV, Star News etc., have stopped saying anything against
Ms. Mayawati after the recent spate of promos shown on these channels
about Uttar Pradesh Government. I am sure money would have gone out
of the State's kitty to these channels. It is surprising that how some
of the known faces of TV stoop down like a servant before important
politicians. They enjoy taking free trips along with the Prime Minister
on the latters tour abroad. They also try to maintain contact with the
important Government individuals by restraining themselves in writing
against the individuals. Misuse of office perks & facilities is
great malady and they never do anything about it. On one hand thousands
of crores of government wealth is squandered on these practices and
on the other hand government goes on increasing the price of petrol.

Justice Katju's views on press are absolutely correct. While press
should be at liberty to cover events, they have no business to pass
judgement on anything and everything under the planet. They also have
no business to call politicians and ask them to express views in 30
seconds. The way Rajdeep Sardesai etc talks, it appears that he and
other journalists are Einstein, Newton, Kautilya, Aristotole etc etc
--all rolled into one. They are doing all this for profit and not for
educating the nation.

the bad policies of TMC . There is unrest at the top level of course

CGHS Woes
Retired pensioners of the Central Government who are entitled to cashless
treatment/diagnostic services from CGHS-empanelled hospitals/diagnostic
Centres in Chennai are not provided the said facility. CGHS Chennai
does not even recognise your CGHS Plastic Cards issued from Delhi although
these Cards are valid throughout India. The CMOs-in charge of the CGHS
Wellness Centres in Chennai do not exercise the powers delegated to
them by the Health Ministry to grant permission to beneficiaries for
treatment/diagnostic tests at CGHS recognised hospitals/ diagnostic
Centres. Everyone has to go to the Additional Director's office for
permission. The Health Ministry's clear instructions are flouted by
the CGHS Chennai with impunity. I faced this difficulty in Chennai recently.
I do not know if anyone has faced similar difficulty in Chennai. Is
Health Ministry listening?

Rediscovering Gandhi in Anna!
I think we all have a Gandhi in us; badly neglected; there is a need
to nurse it. While there is incentive to neglect Gandhi in us (and multiplying
of wealth by the corrupt is evidence of that), there is all the possible
disincentive in nursing it. The corrupt are recognised, promoted and
rewarded and it is the honest who suffer; the corrupt takes all the
caution to save himself and the honest is fixed because of being honest.
Look at DD Misra, DIG Fire Services in UP and no one will save him because
his brand is not in demand.
A friend of mine told me a few decades back how he dissuaded the Chief
Minister from giving me an important posting as according to him I was
useless - neither I eat nor allow others to eat. The honest officers
and also politicians have become becharas deserving sympathy.
I feel sorry to know that RSS is piggybacking on Anna' movement not
realising that it is this organisation alone which has wherewithal to
prepare people to fight corruption, casteism, religious communalism
etc and do real nation building but they are highly misguided and work
just the opposite. Mayawati has been promoted by them/ BJP; Modi is
being protected by them; there are umpteen examples. If India has to
become a super power Political parties, Annas and his exploiter team
members, Babas who have amassed huge wealth and now want political power
should not be allowed to drag this country backwards by creating unrest.
I wish RSS plays it rightful and positive role and does not toe lines
which drag India backwards in the hope that some crums will be thrown
to them when the party they support comes in power.

Penalty for delay without any reasonable cause The applicant sought
information about unauthorised construction in Paschim Vihar and related
information. The First Appellate Authority (FAA) directed the PIO to
supply the photocopies of building plans to the Appellant within 15
days which was not complied with. The name of the individual responsible
for not obeying the orders of the FAA was pointed out to the CIC. Observing
that the deemed PIO is guilty of not furnishing information within the
time specified and has further not obeyed the orders of his superior
officer without any reasons, the CIC imposed the maximum penalty of
Rs. 25000/- on the deemed PIO and directed that the amount be deducted
at the rate of Rs. 5000/- every month from his salary.
Comments
The level of the FAA offers a safety valve to the PIO to correct any
lapse. Not obeying the orders of the FAA compounds the mistake and should
never be attempted by the PIO.
