it is being discussed that the generation of politicians who opposed American
policies are now fading away. Two opponents namely Natwar Singh and late Arjun
Singh were discarded by the UPA government. Anna
effect on babudom? Maharasthra's Agriculture Minister Radhakrishna
Vikhe Patil had declared that the government would suspend about 500 officials
of the agriculture department from the suicide prone Vidharbha region for corruption
and for their inability to implement the schemes meant to tackle the agrarian
crisis. Denying the charges all 500 odd officials have decided to go on a hunger
strike. Looks like Anna effect at grass roots might not root out corruption but
it can certainly be a bargaining and threatening ploy !.

A Criminal Breach of Trust! The Evacuees Property Trust Board (EPTB)
of Pakistan has set new records in misusing public office for personal gains through
sheer criminal breach of trust. Vast tracts of agricultural lands left behind
by non-muslim migrants in Pakistan at the time of partition are vested in EPTB
whose statutory function under the EPTB management and disposal act 1975 is to
'undertake development of the agricultural land for increasing its productivity
and enhancing the commercial value'. The income derived from the lands is to be
utilised 'only for development, repair and maintenance of the temples belonging
to Sikh, Hindu, Parsi and other communities who left Pakistan during the partition
in 1947'. EPTB has however alienated bulk of these lands for residential colonies
in which 80% plots are reserved for the employees of EPTB and the rest for the
officers and staff of the Ministry for minority affairs which controls EPTB at
throw away price of Rs 54/- per sq ft (Rs 12150/- per marla) in a city like Lahore.
Some of the notable beneficiaries of the largesse are Javed Akhter, and Abdul
Jalil Khan Secretary and Jt Secy respectively in the Minorities affairs ministry
(24 marlas each), Anwar Khan and Amir Irshad Sheikh both Dy Secys (20 marlas each),
and large number of clerical staff and stenographers. In all 632 plots have been
distributed to the officers and staff of EPTB and its controlling Ministry leaving

Jadhav creates a history Arvind Jadhav,
Chairman and Managing Director (CMD) of Air India, has created a history of sorts.
He is the only IAS officer who figures in the list of top 10 Indian entrepreneurs.
The Air India, of which Jadhav is the CMD since May 2009, is placed on number
three while the number one slot has been given to Tata group of companies followed
by Sun Pharmaceuticals at number two in a list of top 25 Indian multinational
companies. This is the outcome of a survey that American research company and
strategy consultant titled Penn Schoen Berland (PSB) conducted in March 2011.
It had covered 600 companies. The PSB survey first of its kind has ranked Arvind
Jadhav just next to Anil Ambani - Head of the ADAG group and above Navin Jindal
of Jindal Steel and Power. Respondents to the PSB survey evaluated the Chief Executive
Officers (CEOs) of each rated company on both 'unaided awareness' and 'regard'
(most valued EO/Company leader). A summary score was then circulated from these
two metrics and company leaders were ranked on this basis. Jadhav who is an IAS
officer of the 1978 batch from the Karnataka cadre had assumed charge in May 2009
& that too when the company's losses touched all time high mark. Arvind Jadhav
is optimistic about the cash-strapped carrier to be operationally profitable by
2015.

Non disclosure of
lst appellate authorities in reply to applicants by CPIOs is happening in many
departments and CIC/ DOPT need to issue a circular to all public authorities for
strict compliance. National Rainfed Area Authority which came into being in 2006
has so far not given mandatory details under RTI Act,2005 on its website nor list
of CPIOs and 1st Appellate Authority. CIC may issue necessary instructions to
Planning Commission for compliance of mandatory requirements.

of 2005 in NSSO (FOD) for work for which regular and support staff is available.
Hence, appointment of consultants should be stopped immediately. The matter should
be examined and responsible officer may be punished for financial irregularities.
R Raman CBDT deserves appreciation The
Chairman, CBDT deserves appreciation for the efforts made for cases to be finalsied
for refund of AY 2010-11. Any how he could not achieve the desired results but
true efforts were made and this will continue to give desired results. Can Chairman
sensitize income tax family for friendly treatment to tax payers visiting personally
IT offices. Normally businessman always depute CA or their representatives to
solve the tax problems. Sometime Salary class people may be 5% try to visit to
resolve problems but do not visit AO due to fear of harassment and unfriendly
treatment by officials of IT department. The gap betweeen AO and tax payers have
increased over the years. These things become bigger and takes national shape.
Forbes magazine has rated India is amongst most unfriendly country. We would request
Chairman to request the IT officers treat tax payers in friendly manner when they
visit personally without harassment. It is expected that refunds will be issued
by 20th April for AY 2010-11 at least for salary circle. Finance Minister has
taken a very forward looking step in this direction in this budget by removing
filing of IT return in some cases and scrutiny of small tax payer and Sr. citizens.
We can take proactive steps in these directions. The efforts in terms of time
and energy which IT officers put in scrutinizing the cases can be better utilisd
for increasing tax net and coming with innovative approach to curve the tax evasion
of people gifting garlands made of 1000 Rs notes, weighing with silver & gold,
spending crores in marriages & functions etc. These are the areas where concerted

RTI Application fee in the name
of Accounts Officer The RTI application was returned by the CPIO citing
the reason that the application fee of Rs. 10/- was not in favour of "Pay
& Accounts Officer" of the Ministry. The Complainant stated that the
IPO was in favour of "Accounts Officer" as per the DoPT circular F.10/9/2008-IR,
dated 05/12/2008 and 02/09/2009. The CIC noted that the CPIO, in his reply, had
not indicated the name and address of the First Appellate Authority before whom
the first appeal could be filed by the complainant. While directing the CPIO to
clarify the reasons for the same, the CIC also issued a show cause notice for
imposition of penalty for not providing the information within the stipulated
time frame. Comments Lack of awareness of the RTI Act makes the
CPIO commit these kinds of follies. The CPIO should invariably indicate to the
complainant the name and address of the First Appellate Authority, before whom
an appeal can be filed. All payments in the name of the 'Accounts Officer' should
