Aaj Ki Aawaz

Mohna has said what happened at Jantar Mandar had 'foreign sponsorship'!!!!

Pardner Mohna who is known for his love for Uncle Sam shooting from the hip!!!

He refuses to recognize that years of ghhos khori,

And blatant seena jori!!

Have made Indians revolt and mind you on this ghoos khori Anna was demanding action!!!!

And he took on Netas because of 'corruption pe inaction'!!!!

He had written a number of Letters on need for Lokpal to PM and his Boss!!

At that time to respond to his letters the thought in the mind of these two did not even cross!

Anna sick of the inaction took to fasting to make the Sarkaar act!!!

And Public who was sick of corruption made with him 'we are with you' pact!!!

Advani saying ' Anna cannot paint all Netas with the same brush'!!

Was because he's a Neta too and he joined Political Establishment's 'Operation Crush'!

Crush the anti corruption drive by misleading the Public on Civil Society's (CS) 'means and end'!!!!

Give it a political hue, foreign hand, blackmailing etc to CS....... Netas standard way to defend!!

UPA'S two terms have literally been scam- ridden........ you can say Public felt 'buss ho gayi'!!!

Or 'hudd ho gayi'!!

On corruption the 'clock took a full turn' and Public heeded Anna's call!!!

More so because Anna with his blemish-less record and his being apolitical made him stand tall!!

I'm sure the Sarkaar's Agencies did their best to find some scum on Anna and his lot!!!

And its sure nothing they got!!

Lokpal will look into corruption and 'no one should be out of Lokpal's reach'!!!!

His job is to seek out every 'blood sucking leech'!!

Rahul's Uncles and Aunts in Congress have taken VS's Amul Baby comment very badly!!!!

They love their nephew that madly!!!

So upset are the Gandhis that Amul Butter has been banned in Gandhi-Vadra homes!!!!

Just take the name Amul and in the mouth Rahul foams!!!

But then he's to blame because he started it by calling VS an old foggy!!!

He should realize he'll get a snarl if he twists the tail of his pet doggy!!!

In TN money and booze for votes is flowing...... was expected!!!!

This time with money power DMK is trying to get elected!!!

The 2 G ghoos is being used..... will the TN electorate bite the bait and vote for DMK????

Or will despite the money flow anti incumbency take its toll and electorate will vote in AIDMK??

For the voters this money is akin to ' langoti of bhaagta chor which comes into their hand after 5 saal'!!!

My feeling is they'll vote for AIDMK and pocket DMK's offered vote ke liye maal!

They say DMK has spent Rs. 5000 crores to but votes.....votes ke liye cash!!!

Just a pittance of what from 2 G scandal they were able to stash!!!

In the Bihar election one chotta Gandhi (Rs. 500 note) bought one vote!!!!

I though inflation would take its toll and now one vote will go for one badha Gandhi (Rs.1000) note!

Inflation has not made the 'vote sale' price rise!!!!!

Montek can now boast that as per his prediction inflation ho gayi hai 'downsize'!!!!!!

I feel post UP election Madam High Command is in for a shock!!

Congress ko a revolt will rock!!!

A section of Congressmen by then will feel Gandhis are no longer vote catchers!!!!

And we know by nature Congressmen are 'power latchers (latch on to power)'!!!

The general perception is that if elections are held today!!

For inflation and ghoos khori and then seena jori Congress would dearly pay!!

UP elections will be like the final straw for a section of Congressmen and they'll revolt!!!!

Out form Congress this section of Congressmen will bolt!!!

Confucius says......Madam High Command will soon realize that she can no longer take her minions for granted!!!!

One of her minions in my earshot recently on her and Rahul's loosing appeal ranted and ranted!!

Flash....... Like I said Congress has given supari to twist the words of Anna and his lot!!!!!

And supari Media and some NGOs have got!!!

Anna has clarified that he's secular and he only said ' follow Modi's model on development'!

But on Congress's behest this statement is being bent!!

Yours truly had said Anna should weigh his words and speak as less as possible!!!!!

He must realize that he's made Netas relent on something that for Netas is impossible!!!

Impossible that they will allow a Lokpal who'll be 'armed' to fight ghoos khori!!

If given the choice will a chor okay a Super Cop to catch chori????

All beincluded in the ambit of Lokpal Bill

No one should be kept out of the ambit of the proposed Lokpal Bill, including NGO's/civil society organisations. It is really strange that the champions of transparency and fair play often want to keep themselves out of the rule book for example the RTI Act, which was primarily crafted by NGO's, have managed to keep themselves out of it, Judiciary tried to get itself exempted from RTI; electronic media is perhaps not covered under the Act, the same mistake should not be repeated in the Lokpal Bill, the reason being firstly, the corruption index is, by and large the same, with some variations here and there, secondly and more importantly why should the bodies who are in the fore front of this cause be not included, especially when most of them too, survive on public funds directly or indirectly ? After all charity begins at home. May I urge Dr Mehrotra to take up this issue suitably.

Corruption of private sectors and so called civil society

I agree with SK Singh. Also what about NGO's and Trusts. Since the charge of the LOKPAL bill is led by NGO's and Trust leaders, they will obviously be oblivious to the corruption in these organisations and keep them out of RTI and Lokpal.

" Civil society v/s elected Monarchy!!!"

The jubilation over constitution of Joint drafting Committee (JDC) is natural. But its continuance beyond a point could impede rather than facilitate the passage of "Jan Lok Pal Bill" in the Parliament. The future is fraught with glorious uncertainties of political intrigues. The institution of Jan Lok Pal is anathema to the corrupt politicians in this age of crony capitalism. The role of Mass media in giving a fillip to the movement can't be ignored.

Ramdev's (I hate to pre-fix honorifics : Swami or Baba for him ) allegation of nepotism in creating the JDC is motivated. Both Shanti Bhushan and Prashant Bhushan are eminent lawyers and tough negotiators who have created a niche for themselves by exposing corruption in higher Judiciary.

The shifting and irrelevant statements of Kapil Sibbal, Pranab Mukherjee and other Congress party leaders expose their per se indifference to Lok Pal. Their body language smack of arrogance. No efforts would be spared by the vested interests (Read as forces of corruption) in creating a wedge within the civil society and encourage proxy attacks from outside. By constituting the JDC, the Congress party did not bestow any favour on the public. It had no option but to succumb to its growing pressure.

Anna has rightly asked for transparency. For ensuring this and public participation, it would be appropriate if the verbatim proceedings of JDC, commencing on 16th April,11 are telecast live. The public must witness the building of consensus between the two sides or otherwise and reasons therefore. Holding Joint press conference after each meeting will be a good step forward to reduce, if not, remove trust deficit. I would suggest that the proceedings of all Parliamentary Standing committees are telecast live. What is there to hide, after all?

A K Saxena (A retired civil servant)

No where is the ineptitude of the Manmohan Singh Government more revealed than in its first attacking Anna through insufferable cronies like Singhvi, Manish Tiwari and Kapil Sibal and then making a U turn, surrendering and accepting all his demands. By such surrender Government has opened a Pandora's box and the repercussions can be seen in times to come. First of all the corruption riddled UPA Government should have read the writing on the wall and not forced Anna to go on hunger strike or resort to extra-constitutional methods. It appears that PM did not even respond to his letters. Now decision making has been handed over to a bunch of unelected activists. Gandhiji might never have imagined that his disciples will be forced to use 'Satyagraha' ,he fine tuned to bring down an imperial colonialist will be used against a democratically elected Government.

Action against feudal minded bureaucrats ?

There are hundreds of instances where our feudal minded bureaucrats have used funds meant for NAREGA, Red Cross, NLM and other social upliftment schemes for furnishing of their bungalows, buying new cars for their wives, laptops for their kids etc. I would like to know in how many cases any action has been taken against these fellows despite the facts being reported in RTI's, Audit etc. If you allow system to be circumvent for such feudal practices then naturally these guys get emboldened and then start indulging into open corruption. It will be interesting to know that how many bureaucrats or their spouses are patrons of NGO's and the sources from which these NGO's get their funding. This information should also be made part of property returns of bureaucrats in India.

RTI

Application fee in the name of Accounts Officer
The RTI application was returned by the CPIO citing the reason that the application fee of Rs. 10/- was not in favour of "Pay & Accounts Officer" of the Ministry. The Complainant stated that the IPO was in favour of "Accounts Officer" as per the DoPT circular F.10/9/2008-IR, dated 05/12/2008 and 02/09/2009. The CIC noted that the CPIO, in his reply, had not indicated the name and address of the First Appellate Authority before whom the first appeal could be filed by the complainant. While directing the CPIO to clarify the reasons for the same, the CIC also issued a show cause notice for imposition of penalty for not providing the information within the stipulated time frame.

Comments
Lack of awareness of the RTI Act makes the CPIO commit these kinds of follies. The CPIO should invariably indicate to the complainant the name and address of the First Appellate Authority, before whom an appeal can be filed. All payments in the name of the 'Accounts Officer' should be accepted.
