Have you noticed the 'quality' of those taking on the Civil Society nominees!!!!

These Netas have literally brought propriety to its knees!!

Amar Singh's name is synonymous with scum!!!!

Why do you think even in 100 m of herself Sonia does not allow Amar to come????

That's because she does not want him to seen near her!!!!!!

For her Amar in the same photo frame as her would be for her like a slur!!!

The general perception about Amar amongst Public is ..... Thakur gone rotten!!!!!

Way too big for his boots Amar had gotten!!!

He's now in Singapore ...... our gain and Singapore's loss for a week!!!!!

At Singapore General Hospital where he is going for his check up psychiatric aid he should also seek!!!

The other detractor is Diggy...... and perception about him he's Sonia's OSD!!!!

Officer on Sensationalizing Duty or OSD!!

Speaking of Bhushans........ they are not that naive that they did not know Noida land allotment was unfair!

Not becoming for people who want things to be fair!!!

The Father and son duo are indispensible for Civil Society because they drafted the Lokpal Bill!

And they did a good job because Netas feel their Draft Bill is like a 'death pill'!!!

Now Congress High Command has reigned in Diggy and has also issued others a whip!!!!

From making 'personal comments' on Civil Society Draft Panel members please skip!!

This is nothing new....... Congress has a track record of this naatak!!!

First on High Commands orders her minions go ballistic and then Madam closes the 'faatak'!!!

Then her minions make veiled attacks!!!!!

And believe me these attacks High Command backs!!

A Cop in Gujarat has submitted an affidavit on Modi's role in the Gujarat riots and BJP ko Congress karr rahi hai blast!!!!

Apne heinous role in the 1984 genocide pe apni nazar nahi karr rahi hai cast!!!

Gujarat Cop's affidavit is being treated like 'gospel' and in the 1984 genocide,

Those who wanted to submit affidavits on Congress Leaders were hounded as Cops were on the murderers side!!!

CBI went hammer and tongs after those who submitted affidavits on the role of any Congress Leader!!

In Court CBI looked like the accused Congress Leaders ka pleader!!!!

Manish Tiwari say ' if BJP has slightest morality it'll make Modi resign'!!!!

Then toh Tiwari's Boss Madam Gandhi shows no morality ka sign!!

She knows firsthand about the role of Sajjan and Tylter in the 1984 genocide!!!!
And she still stand by their side!!

Now Maya says on the Lokpal Bill Drafting Panel there should be Backward Classes reps!!!!!

And by demanding more Members from majority minority you will find Mulayam following in her steps!!

Confucius says...... Netas are trying their best to delay the Lokpal Bill!!!!!!

Our Netas feel that coming to power means 'apni pockets karro fill'!

DEBATE
Does ACC system have its relevance for all posts?
Does the ACC system has its relevance as far as appointment of incumbents for all posts was concerned? It is time consuming. Under the system it is examined at each level and in every Ministry there are at least six levels. Broadly speaking it goes from concerning Ministry to DoPT Ministry, then to cabinet secretariat and then to the Ministry of Home Affairs (MHA).Finally it goes to the PMO. It is extremely time consuming .In the wake of this please give your valuable views to us.

Is Anna Hazare scared of President of Congress party? Why did he write to her? He should have written to Prime Minister, the CEO, instead.
R Santha (Retd IAS)

? Legalised corruption in GOI?
Ministry of DOPT &ARPG is the nodal agency mandated to formulate policies, frame rules and guidelines for conduct of government business particularly in Service matters. Consider the ground realities. There are inconsistencies galore in actual practice. Same set of guidelines are misinterpreted by different ministries to suit their specific requirements. This results in avoidable litigations in the Central Administrative Tribunals (CATs) causing substantial loss to public exchequer running into crores of rupees. No wonder, about 44,000 cases are pending adjudication in seventeen benches of CAT.There is no monitoring or regulatory mechanism in the DOP&T in place to ascertain whether its guidelines are being followed in letters and spirit by different ministries.
The private lawyers and government counsels are the natural beneficiaries of this organized activity. Worse, (in almost) all cases, the GOI on the tutored advice of government counsels and the mandarins of Law ministry, prefer appeals against the judgments of CATs / lower courts etc.The babus also benefit from these nexus with the government counsels. How? It is anybody?s guess . The appointment of thousand of government counsels by Min of Law has all the ingradients of a mega scam. It involves quid pro quo deals. The credentials and success rates of private lawyers are never verified by the Law ministry before appointing them as government counsels. The Law minister must reform his own ministry before advising others.
What to do?There is a felt need to have an effective monitoring/ regulatory agency under the PMO to oversee the ground realities. The DOP&T is headed by the PM as the cabinet minister-in-charge. For facilitating appropriate action, the joint paper needs to be discussed by the Committee of Secretaries (COS).The joint paper could be drafted by getting inputs from all ministries as the corruption is spread across the board. This will be a step towards Good governance.

After learning about the affidavit filed by Sanjiv Bhatt an IPS officer of Gujrat cadre in the Supreme Court on electronic media today I want to salute him for his courage and truthfulness. Only if we had more officers like him , we would nether need any lokpal bill sarkari or Jan Lokpasl bill nor there would be any need for Anna Hazare to go on fast. What we need is officers with courage who can stand up to authorities and take the risk and not those can close their eyes to any type of wrong doing to earn promotion and post retirement employment. Salute to Mr sanjiv Bhatt .

There are examples of officers as Joint Secretary making recommendations in favour of consultancy organisations and then switching sides by joining the same organisation as head of a division. There is a consultancy organisation which regularly does this and has been favored many a times. Not only that ITDC has come out with tender document for selection of JV partner whose submission date is in a day or two and from the eligibility criteria and the haste with which things are being finalised, it is apparent that its a pre decided tender in favor of a particular consultancy organisation.

RTI

Action taken report following an audit

The Appellant wanted to know about the disciplinary action taken in the matter of certain irregularities detected by the auditors during the audit of a particular Branch of the Bank. The denial of information without any reason by the CPIO was upheld by the First Appellate Authority. The CIC directed the CPIO to provide the photocopies of the relevant records and documents relating to any departmental action taken against officers and staff members of the Bank following the said audit. If no action had been taken against anyone in this matter, the same was to be informed. The CPIO was let
off without any penalty as the Respondent submitted that it was because of plain misunderstanding on his part.

Comments

All PIO's must note that no information can be denied merely at their discretion. Every decision to deny any information must be backed by very clear arguments and supported by specific provisions of Section 8 of the RTI Act. Otherwise, such decision could be interpreted as plain denial of information and penalised u/s 20(1) of the RTI Act.
