against the step mother and step daughter pair!!! CBI is pained and forced
to charge sheet though CBI handled them with 'utmost care'!! In
the previous charge sheet their names were omitted!!! By the 'controllers'
of CBI seems this was not permitted!! 'Controllers' do not want
the stigma of 2 G on their Party!!! If they leash in CBI now there will
be charges that in this massive chori their Party was party! DMK
Ministers will resign 'for show' DMK will continue external support and
then will return say those in the know!! By the way does Karuna's
older son need to resing.... he has already technically resigned!! His resignation

: Ethno-linguistic Reorganisation of Provinces With Mr Shahbaz Sharif
CM of Punjab and brother of Pakistan's prominent political personality Nawaz Sharif
declaring his part's support for creation of new provinces political consensus
seems to be building in Pakistan in favour of reorganisation of the country's
provinces on ethno-linguistic lines. Prime Minister Yusuf Raza Gilani has already
stated last month that creation of a new Saraiki province will be included in
the PPP's manifesto for the next general elections. Before that MQM's Altaf Hussain
had declared in January this year his party's support for carving out new Seraiki
and Hazara provinces presumably from the existing Baluchistan and Pakhtun Khwa.
Speaking to reporters in Dera Ghazi Khan on Sunday Mr Sharif went a step further
and said his party would support even Karachi to be made in to a separate province
of Pakistan.

Is Anna Hazare scared of
President of Congress party? Why did he write to her? He should have written to
Prime Minister,the CEO, instead. R Santha (Retd IAS)
? Legalised
corruption in GOI? Ministry of DOPT &ARPG is the nodal agency mandated
to formulate policies, frame rules and guidelines for conduct of government business
particularly in Service matters. Consider the ground realities. There are inconsistencies
galore in actual practice. Same set of guidelines are misinterpreted by different
ministries to suit their specific requirements. This results in avoidable litigations
in the Central Administrative Tribunals (CATs) causing substantial loss to public
exchequer running into crores of rupees. No wonder, about 44,000 cases are pending
adjudication in seventeen benches of CAT.There is no monitoring or regulatory
mechanism in the DOP&T in place to ascertain whether its guidelines are being
followed in letters and spirit by different ministries. The private lawyers
and government counsels are the natural beneficiaries of this organized activity.
Worse, (in almost) all cases, the GOI on the tutored advice of government counsels
and the mandarins of Law ministry, prefer appeals against the judgments of CATs
/ lower courts etc.The babus also benefit from these nexus with the government
counsels. How? It is anybody?s guess . The appointment of thousand of government
counsels by Min of Law has all the ingradients of a mega scam. It involves quid
pro quo deals. The credentials and success rates of private lawyers are never
verified by the Law ministry before appointing them as government counsels.The
Law minister must reform his own ministry before advising others. What to
do?There is a felt need to have an effective monitoring/ regulatory agency under
the PMO to oversee the ground realities. The DOP&T is headed by the PM as
the cabinet minister-in-charge. For facilitating appropriate action, the joint
paper needs to be discussed by the Committee of Secretaries (COS).The joint paper
could be drafted by getting inputs from all ministries as the corruption is spread
across the board. This will be a step towards Good governance. A K SAXENA

Sanjiv Bhatt an IPS officer of Gujrat cadre in the Supreme Court on electronic
media today I want to salute him for his courage and truthfulness. Only if we
had more officers like him , we would nether need any lokpal bill sarkari or Jan
Lokpasl bill nor there would be any need for Anna Hazare to go on fast. What we
need is officers with courage who can stand up to authorities and take the risk
and not those can close their eyes to any type of wrong doing to earn promotion

Chopra There are examples of officers as Joint Secretary making
recommendations in favour of consultancy organisations and then switching sides
by joining the same organisation as head of a division. There is a consultancy
organisation which regularly does this and has been favored many a times. Not
only that ITDC has come out with tender document for selection of JV partner whose
submission date is in a day or two and from the eligibility criteria and the haste
with which things are being finalised, it is apparent that its a pre decided tender
in favor of a particular consultancy organisation.

Constitution of bench by the SC The
CIC observed that the information whether the Registry of the Supreme Court (SC)
has placed certain papers before the Chief Justice of India for constitution of
a Bench as directed in the SC Order in the SLP No. 32855/2009 is plainly administrative
in nature. It is difficult to imagine how the disclosure of such information could
cause any abrogation of the independence of the judiciary. The CIC directed to
provide information on action taken by the SC Registry and also provide copy of
the order, if any, for constituting a Bench of appropriate strength for further
hearing on the SLP. The CIC further directed to provide a copy of the document,
if any, confirming the news about the Hon'ble Chief Justice of India advising
Karnataka Chief Justice Hon'ble Mr. Justice PD Dinakaran to go on leave. Comments While
the CIC deserves applause for the interpretation of the RTI Act, is it not surprising
that the CPIO of the mighty Supreme Court of India cannot decipher one of the
simplest Acts of the independent India? Even earlier, the CPIO of SC has received
