Pakistan : Ethno-linguistic Reorganisation of Provinces
With Mr Shahbaz Sharif CM of Punjab and brother of Pakistan's prominent political personality Nawaz Sharif declaring his part's support for creation of new provinces political consensus seems to be building in Pakistan in favour of reorganisation of the country's provinces on ethno-linguistic lines. Prime Minister Yusuf Raza Gilani has already stated last month that creation of a new Saraiki province will be included in the PPP's manifesto for the next general elections. Before that MQM's Altaf Hussain had declared in January this year his party's support for carving out new Seraiki and Hazara provinces presumably from the existing Baluchistan and Pakhtun Khwa. Speaking to reporters in Dera Ghazi Khan on Sunday Mr Sharif went a step further and said his party would support even Karachi to be made in to a separate province of Pakistan.

Does ACC system have its relevance for all posts?
Does the ACC system has its relevance as far as appointment of incumbents for all posts was concerned? It is time consuming. Under the system it is examined at each level and in every Ministry there are at least six levels. Broadly speaking it goes from concerning Ministry to DoPT Ministry, then to cabinet secretariat and then to the Ministry of Home Affairs (MHA).Finally it goes to the PMO. It is extremely time consuming .In the wake of this please give your valuable views to us.

Anna Hazare pushed by vested interests !

Anna Hazare is probably pushed ahead by some unknown vested interests. Can be from outside too, to push the country to a brink, and create chaos, which we should resist. We need good Lokpal bill with due process of law and democratic consultation with due representation. Hazare is making haste. He is sorrounded by Bhushanas , known ---- in the Noida activities etc. I think, they must be chucked out. If they were so much sensitive they should come out them selves. We just cannot understand how Hegde got into this muck. Civil Society must look at these also, not just Hazare and tantrums.

WIC was posting about the Lokpal and members on the web. And also about grey activities of Bhushans, Kejriwal etc in a subtle manner but look at that all are becoming correct. What reliable sources you have ? Very Good. I hope you will post about Hegde , Kiran Bedi and Anna Hazare also. In fact the clownies around Anna Hazare here in Maharashtra are not sages. most of these clownies make their living by extortion which is legalised in the name of information act. It is similar to corrupt politicians keeping good Manmohanji as a front man and run just as Anna Hazare is kept ahead and puppeted by other crooks here in Maharashtra. It appears both Anna and Manmohanji are innocents or too clever.

No use talking to them about corruption

On Civil Services day the theme of Prime minister's talk was corruption - a subject currently in circulation. One wondered however whether the audience the Prime Minister addressed was the right audience. I am sure many of these arrogant babus knew all that the prime minister talked. Are they interested in curbing or curtailing corruption. I am sure many of them would have been bored with the topic of corruption like the one very senior officer who had almost went mad when he had to hear someone talking about corruption. This is a personal experience. It was last year that in order to help a Director level officer in getting lateral transfer from the Department he was working in and where he was being harassed simply because he refused to cause loss to the public exchequer at the behest of his seniors .Having worked in DOPT as Joint Secretary and then as Additional Secretary, I agreed to find out whether that could be possible. I met this senior officer. He gave me an appointment and was courteous till I mentioned the reasons about the officer wanting this lateral transfer. I mentioned that it was all because of the officer being an honest person and there was lot of corruption in the department he worked. I mentioned the word corruption and all the hell broke. This officer i was seeing got so angry that he forgot he was talking to a lady that too senior in age and retired from the position he was occupying. His behaviour was so uncouth and uncivilized leaving me dumbfounded. What did I say to warrant that reaction, I i wondered. Oh I talked of corruption, that too to an officer, (Of course I made him apologise to me for his most rude behavior). I learnt later on from his cadre officers who did not hesitate to benefit himself from whatever post he occupied (Currently he is holding the Secretary's post in one of what they call ATM ministries) So Mr. Prime minister, no use talking to these officers about Corruption. Moreover it is not that our laws, systems and procedures are not effective per se. These are all in place but rendered ineffective by those expected to implement the same. I am also amused by your advice to the civil servants to be honest and fearless in advising their superior authorities. Don't you know what happens to those who give such fearless advice. Even you have not been able to save them from the disastrous results of such advice. Then why preach?

Villains are more precious !

Too many members of the civil society are agitated at the sponsored news with the valuable help of media quarters called crony journalism & despicable statements from crony politicians. Crony journalism has suddenly acquired eminence as political ambitions of journos rise to newer heights. In the case of the politicians and their statements, it emanates from the destruction of all hopes of any political future, because the line of succession to the throne/gaddi is clearly known and there is no chance at all of getting anything in the near future. The sad thing is they will not live long even on political ventilators! So, like in Bollywood films, a career of a villain is more paying than that of a hero / part hero/ failed hero. We remember our villains more than our heroes!! Can anybody forget Ranjit or Prem Chopra? They are ever green, always in demand, even useful if in politics: what if films get shrunken to the small screen or even a CD/DVD !!!

What does RK Mishra know about IT department ?

He says promoted commissioners should not be allowed to join until they complete assessments. He doesn't even know that it's not the job of Additional Commissioners to do assessments but it is Assistant Commissioners job. And for your kind information, the department completes all assessment on December 31 itself.

The department has shown exemplary performance this year by issuing refunds in March and April itself which were earlier issued by October November. This has been possible by day-night efforts of officers under watchful eyes of the chairman.

Instead of giving a word of praise Mishra is criticizing. I hope he is equally devoted in his own work to whatever field he belongs.

Constitution of bench by the SC

The CIC observed that the information whether the Registry of the Supreme Court (SC) has placed certain papers before the Chief Justice of India for constitution of a Bench as directed in the SC Order in the SLP No. 32855/2009 is plainly administrative in nature. It is difficult to imagine how the disclosure of such information could cause any abrogation of the independence of the judiciary. The CIC directed to provide information on action taken by the SC Registry and also provide copy of the order, if any, for constituting a Bench of appropriate strength for further hearing on the SLP. The CIC further directed to provide a copy of the document, if any, confirming the news about the Hon'ble Chief Justice of India advising Karnataka Chief Justice Hon'ble Mr. Justice PD Dinakaran to go on leave.

While the CIC deserves applause for the interpretation of the RTI Act, is it not surprising that the CPIO of the mighty Supreme Court of India cannot decipher one of the simplest Acts of the independent India? Even earlier, the CPIO of SC has received a rap on the knuckles for similar aberrations.
