At long last CBI's arrested Kalmadi!!! He arrived in style at CBI's

and order him that he should not go overseas! That he should present himself

ACC system have its relevance for all posts? Does the ACC system
has its relevance as far as appointment of incumbents for all posts was concerned?
It is time consuming. Under the system it is examined at each level and in every
Ministry there are at least six levels. Broadly speaking it goes from concerning
Ministry to DoPT Ministry, then to cabinet secretariat and then to the Ministry
of Home Affairs (MHA).Finally it goes to the PMO. It is extremely time consuming

ACC system ?
There is nothing wrong about any system, the ACC system included, so long
as there is honesty of purpose. Since many of our colleagues will be experiencing
bits of knowledge as they grow senior and yet demanding to know why something
happens the way it happens, I venture to share a little of my experience. The
whole exercise is sham, as its implementation lacks honesty and public purpose.
This system has been exploited so much by vested interests (in the PM's address
to the Civil Services : corruption) that honesty, devotion to duty, functioning
as per the law etc are no more virtues. Since the practice of the corrupt are
abrasively naked, these virtues are a definite disadvantage. No senior officer
will now support his junior if the latter claims to be or worse, be an honest
officer. There was a time when the seniors would intervene whenever required,
today they are afraid to even suggest or guide an affected officer. The frustration
of government servants with their own government is genuinely disturbing. Worse
are the compulsions of going to the court. The system having overtaken even the
semblance of courts, denies them justice even here on similar grounds on which
the ACC system has compelled them to seek redress through the court in the first
place. The ACC system has promoted a parallel government (a la parallel economy)
and firmly established the rule of corruption. What was meant to select the best
person for the job, has become a source of denial of legitimate growth in the
service and source of making money for the others. Unless the intervention of
the human bias in selections etc is substituted by objective computer assessment,
the situation will deteriorate from worse to worst. With everything being tolerated
in the name of coalition compulsions, we shall see 2-G/CWG/Adarsh on a daily basis.
Those of us feeling disgruntled or harassed will approach some honest and well

Excellent work by CBDT The work done by IT department
must be congratulated under the present Chairman that most of the work for AY
2010-11 is completed in timely manner. A Kumar CBDT
should fill up posts It is true that the assessments are finalized
by Asstt. Commissioner of Income tax and Income tax Officers, but approx thirty
cases per range are finalized by Additional/Jt. Commissioner of Income tax. All
the Assessment work is completed by 31st December. Though most of the assessment
work is being carried out by ACIT/DCIT. There are more than 500 vacancies in the
cadre of ACIT. The CBDT is doing nothing to fill up the vacant posts. Aman
IT dept returns what is due to tax payers Do not tell
us that issuing refunds adds value to the IT Department. All that the Department
does is return back to the tax payers what is due to the tax payers. Second, why
the delay in issuing refunds is lack of finessee in the procedure, nothing else.
The IT Department might like to earn kudos for all the refunds issued. But it
is mostly a mechanical function, and not cerebral. IT Department should learn
to earn kudos by telling to the world what best searches they conducted, what
newer evasion techniques they detected, and which top corporates it won its battles
against in a court of law. Not by hanging its "I-ISSUED-SO-MANY -REFUNDS"
flag year after year, which is plain irksome RTY Misuse
of names of VVIPS The misuse of positions of VVIPs' relatives
is very common in India but even the august office of our President has not been
spared. I am resisting to disclose the name of person but that person in his DDA
Flat in Parsad Nagar, New Delhi has displayed that " Relative President of
India". This may seems to flouting of his connection but the sad part is
that the office of our President invite slur as, said person has caused encroachment
on Public land but also given portion of his flat for ATM of PNB, a nationalised

Stop criticising the Civil Society panel People
should stop criticising the Civil Society panel headed by Anna Hazare for drafting
the Lok Pal Bill by stating that the Parliament is the actual forum to vent in
your feelings in a democracy. Where were the Parliamentarians when Rs,1,77,000
crore were being gulped and people making money in the CWG games right in front
of their nose. It is only because of the fact that the Legislatures and Executive
are not performing their roles honestly that the Civil Society has arisen. As
regards the integrity of the members from the side of Civil Society is concerned
let the law take its own course. The State Government of UP has issued notice
to the Bhushans relating to their Bunglow at Allahabad for depositing more stamp
duty. I expect that they will definitely be depositing their legitimate dues with
the State Government of U.P.. As far as Land allotted to them in NOIDA is concerned,
it is stated that there could be a number of such instances. All of them should
be examined say for the last 30 years or so. Let the Lok Pal Bill come if the
Bhushans are found guilty they should be punished as per the law of the land.

Constitution of bench by the SC The
CIC observed that the information whether the Registry of the Supreme Court (SC)
has placed certain papers before the Chief Justice of India for constitution of
a Bench as directed in the SC Order in the SLP No. 32855/2009 is plainly administrative
in nature. It is difficult to imagine how the disclosure of such information could
cause any abrogation of the independence of the judiciary. The CIC directed to
provide information on action taken by the SC Registry and also provide copy of
the order, if any, for constituting a Bench of appropriate strength for further
hearing on the SLP. The CIC further directed to provide a copy of the document,
if any, confirming the news about the Hon'ble Chief Justice of India advising
Karnataka Chief Justice Hon'ble Mr. Justice PD Dinakaran to go on leave. Comments While
the CIC deserves applause for the interpretation of the RTI Act, is it not surprising
that the CPIO of the mighty Supreme Court of India cannot decipher one of the
simplest Acts of the independent India? Even earlier, the CPIO of SC has received
