Had a very disturbed night. Time and again I dreamt I'm addressing Indian youth and Anna comes and all go to listen to him leaving me high and dry. Mom's cure for bad dreams.... ' a swig of olive oil and 3 Hail Marys'. I'll try this out tomorrow before going to bed. Well I'll recite Hanuman Chalisa to be on the safe side .....because of the Media.... my new self imposed rule...... do not underestimate the info collection capability and intrusiveness of the Media!! Imagine how the Media would twist my reciting 3 Hail Marys!!!!

Went to the gym. I must not read the newspaper or see News on TV before going to the gym. Even before I start my pulse touches 100! In fact I've told my instructor to ensure that when I exercise the TV should be switched off. Just the sight on Anna and my pulse shoots up! Note: Should get my guys to come up with a limerick for India's youth with the message that Anna's a Pied Piper and he's going to take them to their doom..... sorry..... that would mean the youth are rats...... God...... I'm just not made for these things! Overlook this note!!

Ma called and again the same 'yak yak'. Now that William is getting married Ma's gone hyper. She says ' you too are a Yuvraj...... heir to a throne...... when are you finding your Kate'?????? Mom should understand I'm not ready to make any commitments!! Maybe after I ascend the throne I'll think of marriage or maybe I'll not........ commitments and responsibilities are just not my Cappuccino!!!!

Diggy Uncle called. Do not understand his new found love for Amar????? On a scale of 1-10 in crookedness Amar comes at 10 and that's because the needle does not go beyond 10! I think Mom would be loony to let him in!!!! The fool keeps sending me flowers.... yesterday a bouquet was delivered from his dog to my dog........the card read........ apne Maalik ko bollo mera Maalik merri tarah wafaadar hai!!! Wafaadar.... bah....... take Amar's name and his ex pals all break into hives!!

Okay I have to give serious thought to my image. I'm thinking for switching from Kurta Payjamas to Business Suits. I have a collection of Seville Row Suits.... but no.... too opulent...... I'll go in for the Raymond look!!! Striped ties!!!! Oxford laced shoes!!!! And a computer bag like the one Ramesh carries. Something for the jhola waalas to smile!! And another thing..... Media often says Priyanka looks like Grand Ma!!!! Well if you look closely I do resemble great Grand Grand Pa.... I recall in London Lord Mountbatten's granddaughter saying this to me!!!!

Now on my playing a bigger role!!!! Well all the Ministries are totally botched up... so detrimental to become a Mantri! I can be the motivator of Congress Ministers..... shit.... they'll botch up more and I'll get the blame!!! Yaar.... why not become the examiner..... I'll monitor the Congress Ministers......no..... no....... will make be unpopular within the Party!!! Yaar... what the hell.... I'll dress up like a Corporate guy...... have all the gizmos that they use........ and I'll just do nothing.... wait it out.......looking like I'm on the job!!!!! Hope this stems the criticism too!!!!

A thought came to mind. Had I seen the letters that Anna wrote to Mom I would have written back and kept Anna happy and on hold!!!! I'd have gone and even spent a week with him!!!! Anyway now that's H20 under the bridge...... I cannot get a copy of letters that are written to PM but I definitely can get copies of letters written to Mom!!! Note: Let it be written let it be done or its written and it'll be done!!!!!

In UP candidates do not matter..... it's the Party that matters. So why would I get my guys to conduct a survey in UP and send me list of winnable candidates!! In my opinion Congress will not be able to stage a comeback in UP in the next State election........for UP we lack a charismatic Neta and Neeti!!!! I'm no longer 'saleable' in UP!!!!! In my opinion in UP Congress Party needs a strong purgative..... ghoda chaap!!!

Came back home famished. Mom's been instructing my staff to stock healthy stuff!!! I'm aching for a Dosa and Pasta!! I think I'll be the only guy in the World who knows what a Cappuccino Lassi is!!!

Mom called up at night and I did not respond. Yeah.... she's going to blow a fuse tomorrow!!! But better than her usual chik-chik!!! When she's angry she just blasts me and disconnects!!

Boy....tomorrow the good ole goggled windbag in TN is going to let out some hot air!!! Mom's worried that this could lead to a showdown!!! Heavy day for Ks!!!!! Kanimozhi and Kalmadi!!! That reminds me to get rid of the CWG memorabilia Kalmadi had sent me!! How do I get the photos that were clicked when he handed me the memorabilia.... I'll call Armrinder Singh and ask him to speak to Randhir Singh to try to get the photos from Kalmadi on some pretext!!!!

My trusted lieutenants and I got into a discussion on Pawar. One of them , and I've made note of this, admired Pawar's capability to be a Mantri of a crucial Ministry, BCCI de facto and ICC Boss, Real Estate and Stock Investor and unofficial Banker........ thought for the day is my take on Pawar's multi - multi tasking..... by running and shitting at the same time you get shit on your heels!!!!

2 contenders for CM's slot in UDF

Decision on Army Chief's age soon: Antony
Defence Minister AK Antony has assured that the government would soon take a decision on the issue of the age of present Army Chief Gen VK Singh. He has, however, not given any deadline for the same. The adjutant general's (AG) branch in army headquarters and the military secretary's (MS) office have recorded different dates of birth for Singh. While the AG's branch lists it as May 10, 1951, the MS branch has it as May 10, 1950. Though the law ministry has now said that General V.K. Singh's school leaving certificate, that records his date of birth as May 10, 1951, is a bonafide document, the decision will have to be taken by the appointments committee of cabinet (ACC) on the recommendation of the defence ministry.

NSIC signs MoU with IndusInd Bank (UPDATED)
NSIC has signed a Memorandum of Understanding (MoU) with the IndusInd Bank (IBL) adding another bank under its Bank Tie-Up Scheme for financing credit to MSMEs. This alliance is expected to further strengthen NSIC's endeavours towards catering to the financial needs of MSME's. It would invariably offer an opportunity to MSME's in switching over from their existing banks to IBL depending upon their credit requirements. Haryana Governor Jagannath Pahadia released a collection of Hindi poems authored by Ms. Dheera Khandelwal in book form at a simple but a largely attended function in Chandigarh located Raj Bhavan on April 27, 2011. The function was presided over by Haryana government's Chief Secretary Ms. Urvashi Gulati (IAS 1985 batch, Haryana cadre). Ms. Dheera Khandelwal who is presently Director General (DG) Higher Education with the Haryana government is Haryana cadre IAS officer of the 1986 batch. Her collection of poems titled "Mukhar Maun" encompasses her journey spanning over last two decades. It has been published by S Chaand and Co. New Delhi, with the foreword by Padmabhushan Gopal Das Neeraj. Excerpts from Khandelwal's book were recited by Vijay Vardhan (IAS 1985 batch, Haryana cadre) Financial Cmmissioner Renewable Sources of Energy and Environment. The function was conducted by Dhanpat Singh (IAS 1985 batch, Haryana cadre) Financial Commissioner Social Justice with Haryana government. Co-incidentally Ms. Khandelwal's husband K.K. CAT quashes appointment of Arvinda Rao as AP DGP (UPDATED)
The Central Administrative Tribunal (CAT) quashed the appointment of K. Arvinda Rao as Director General of Police, Andhra Pradesh and directed the State Government, Centre and the UPSC to select a new DGP within a month. The CAT orders came on a petition filed by the Andhra Pradesh Home Secretary P. Gautam Kumar, who charged the State Government with mismanaging the IPS cadre and appointing Arvinda Rao (who was junior and ineligible) as DGP on August 31, 2010 while ignoring several senior IPS officers of the rank of Director General of Police (DGP).

Does ACC system have its relevance for all posts?
Does the ACC system has its relevance as far as appointment of incumbents for all posts was concerned? It is time consuming. Under the system it is examined at each level and in every Ministry there are at least six levels. Broadly speaking it goes from concerning Ministry to DoPT Ministry, then to cabinet secretariat and then to the Ministry of Home Affairs (MHA).Finally it goes to the PMO. It is extremely time consuming .In the wake of this please give your valuable views to us.

ACC System-the Debate

I endorse the views of one of your worthy contributor that there is nothing wrong with ACC system but like all systems this too has become a bottleneck in good governance. So long as the systems in place are manipulated by small and corrupt persons these are bound to be malfunctioning. The Acc system has proved to be one such system. It therefore needs to be scrapped for other than the posts under the Central Staffing Scheme. Why should a ministry be not given the powers to empanel ,promote and appoint its own officers at SAG and even HAG level. For appointment of the Secretary level post alone Secretary (Personnel) be co-opted. For example in the Railways why should it be not left to the Ministry itself to empanel and post General Managers of the Railways. As first the file goes for empanelment to Acc which takes its own time and throws the file back and forth for including or excluding some names on the basis of representations received. Then for posting the same exercise is undertaken. There is so much delay and interference in the entire exercise that the posts remain vacant for long. In the last such exercise even the panel lapsed. It is all because of the officers handling the ACC files in Personnel ministry, Cabinet Secretariat and the PMO. After all what is ACC? The minister concerned, the Home minister and the Prime minister. When the Establishment officer in the DOPT is the nodal officer for ACC cases why should so many other minions be allowed to handle (rather mishandle )ACC cases. It is time the whole system is revamped.

Wrong policies of CBDT delay refunds

The main reason for delay in issuing income tax refund is wrong policy of CBDT. Every year the CBDT fixes targets of collection of taxes. The collections of taxes are net collection i.e Total collection of taxes during the year minus total refunds issued. To show the rosy picture, the Chief Commissioners/ Commissioners verbally direct their subordinates to stop issuing refunds, so that the net collection is up and targets are achieved. To stop the delay in issuing refunds, the CBDT should analyze the performance by giving targets for gross collections and percentage of refunds issued by the assessing officer.

When CWG matters are being looked into threadbare and lot of skeletons are tumbling out why not look into privileges provided to the officials/cronies who managed to join CWG at the fag end of their career. In all fairness these privileges should be immediately revoked to meet the end of justice.

Non violent people sent ripples

After the hunger strike by Anna Hajare on the issue of stopping corruption at the national level especially curbing the outflow of black money, like minded people in the country joined hands together. Against the rule of corruption, a movement of public and their expression of anger against the corruption in the country took the public on the roads in support of the team of intelligentsia led by self less, honest and Gandhiwadi Hajare. The non-violent movement sent ripples among the top politicians all over the country, so much so that few of them even went to extreme extent of mentioning it as a challenge to the Indian Democracy. I fail to understand why the leaders get so frustrated where as they should understand that it is the public which elects them to represent them and frame policies for their welfare. As the mandate is given for five years to represent them in parliament and put forward their requirements and important public issues at the national level. Understanding the mood and reaction of the general public, politicians needs to improve and mend their ways rather than play politics with the feelings and strong mood of the public, which had elected them for a specific period. Hence politicians should take a cue from the non-violent move of the intelligentsia and publiclsed by fearless and honest leaders like Anna Hajare and come forward in support of Lok Bill and fearlessly support it and ensure the bill is passed to restore the confidence of the people in the Indian Democracy.

Constitution of bench by the SC

The CIC observed that the information whether the Registry of the Supreme Court (SC) has placed certain papers before the Chief Justice of India for constitution of a Bench as directed in the SC Order in the SLP No. 32855/2009 is plainly administrative in nature. It is difficult to imagine how the disclosure of such information could cause any abrogation of the independence of the judiciary. The CIC directed to provide information on action taken by the SC Registry and also provide copy of the order, if any, for constituting a Bench of appropriate strength for further hearing on the SLP. The CIC further directed to provide a copy of the document, if any, confirming the news about the Hon'ble Chief Justice of India advising Karnataka Chief Justice Hon'ble Mr. Justice PD Dinakaran to go on leave.

While the CIC deserves applause for the interpretation of the RTI Act, is it not surprising that the CPIO of the mighty Supreme Court of India cannot decipher one of the simplest Acts of the independent India? Even earlier, the CPIO of SC has received a rap on the knuckles for similar aberrations.
