Jaitapur has been in a middle of a lots of controversy , but the backbone of it all is the fight between the Shiv Sena and Congress over who will lead in the important Konkan region.

Konkan has been traditionally a Shiv Sena stronghold and controlled by now Industries Minister Narayan Rane. Rane who was earlier in the Sena is a Konkan strongman. But with his defection to the Congress the Konkan stronghold now automatically gravitates towards the ruling party.

Sena was earlier committed to the nuclear project and it was Rane then who had fought tooth and nail to get the project in the region when he was a Sena MLA. But now Sena is opposing it for vote bank politics and is now afraid that with the project coming up an important region will be lost.

CAT quashes appointment of Arvinda Rao as AP DGP
The Central Administrative Tribunal (CAT) quashed the appointment of K. Arvinda Rao as Director General of Police, Andhra Pradesh and directed the State Government, Centre and the UPSC to select a new DGP within a month. The CAT orders came on a petition filed by the Andhra Pradesh Home Secretary P. Gautam Kumar, who charged the State Government with mismanaging the IPS cadre and appointing Arvinda Rao (who was junior and ineligible) as DGP on August 31, 2010 while ignoring several senior IPS officers of the rank of Director General of Police (DGP).

Does ACC system have its relevance for all posts?
Does the ACC system has its relevance as far as appointment of incumbents for all posts was concerned? It is time consuming. Under the system it is examined at each level and in every Ministry there are at least six levels. Broadly speaking it goes from concerning Ministry to DoPT Ministry, then to cabinet secretariat and then to the Ministry of Home Affairs (MHA).Finally it goes to the PMO. It is extremely time consuming .In the wake of this please give your valuable views to us.

Apar Shakti , the Seasonal Phenomenon

When I joined the Government some 21 years ago, I was told about a powerful tool which officers use for recording Assessment of the lower subjects aka Junior Officials. At that time they used to refer it as CR the cryptic form for Confidential Report. It is this tool many bosses used for extracting some times 'work' and more often obedience just like a similar and more unpopular police tool called 'Third Degree'. This tool has latter increased in (linguistic) size and had been known as ACR and offlate with the Transparency threatening to enter the country at least in public places, has got rechristened as APAR (annual performance appraisal report). Translated into English from Hindi, it becomes Apaaar or unlimited. Yes unlimited Shakti or tool in the hands of bosses with the effectiveness akin Sudarshana Chakra of Sri Krishna or the Gandiva of Arjuna.

With recent DoPT directives treating 'Good' rating as negative for most promotions, the boss has become a class apart with this new found power to denying You a promotion while calling You a 'Good Boy'. It is now being said that Good is not Good enough. With the transparency opening up the contents of APAR to the dreading subordinate the assessment season got extended. The ACR season that was otherwise limited to Dec to April now gets extended right into the month when the same is put on your website for you to see and lament/ rejoice. With these APAR reforms Boss has become larger than life next only to God. If You are an atheist , you have had it ; Boss is a Visible God or Pratyaksha Devta for You.

As for the APAR season the Govt officials (many) get afflicted by a disease more common than common cold and more deadly and communicable than AIDS. It has just recently been christened as APAR phobia. It is the time when the Word 'Yes Sir' becomes more common than 'Hello or Hai'. You tend to find more virtues in the Boss than he would have ever dared to think he has. It is the time when bosse's dinners are mostly outside.

From Diwali to Holy and beyond the bosses house receives more sweets than he and his family can eat over a life time with most getting transferred to the house of Bosse's Boss finally landing up in the dust bin or in the house maid's kitchen. It is a season most relished by the two extreme sections of society, the Bosses and their under paid maid servants. That's called social Engineering driven by middle managers. In this season You should develop affinity for eatables like butter and take inspiration from common kitchen tools like spoon or more precisely the Hindi version of the tool.

If You are not identifying yourself with the above content, I am sorry to say but You are not good enough even to be Very Good and it is the outstanding practitioners of the art who will be overtaking You.

Ill fated Private Secretary !

I am an unfortunate Private Secretary of Select List 1983 Batch who has retired on 28/2/2011 without being promoted as Ad-hoc Principal Private Secretary due to delay of procedure that may have been laid down or being followed in DOPT very rigidly. The Union Cabinet decided on 20.1.2011 to create additional posts of PPS and the same was notified by DOPT also on 27/1/2011 and allocation was made to different Ministries/Departments but the orders of ad-hoc appointment giving effect to this decision were issued as late as on 29th March, 2011 depriving me of my hard earned promotion at the fag end of my career, since I retired on 28.02.2011.

MACP was also denied to those Private Secretaries who had come through Departmental Grade. 'C' Examination and the grant of Grade Pay of Rs. 5400/- was treated as 3rd financial up-gradation to this category of Private Secretaries although much juniors (direct Grade 'C' Stenographers were given MACP and Grade Pay of Rs. 6600/-. This is a major disparity which could have been removed as very few Grade C Stenographers were denied of this. Our only fault is that we passed the Departmental Exam while our junior colleagues have entered as Gr. 'C' Stenographers on the basis of direct recruitment. The DOPT should remove this discrepancy so that at least the benefit of MACP after 10 years of service in Gr. of A&B (merged) may be given to these unlucky Gr. C. Stenographers who have passed the Departmental Examination.

Due to procedural delays, the persons who retired as PS, Steno Gr. 'C' and Steno Gr. 'D' in January 2011 and February 2011 have been denied the benefit of this ad-hoc promotion while the persons who retired on 31st March, 2011 have been benefited.

DOPT may consider giving benefit of promotion as personal to them. This will help enhanced pension to those unlucky CSSS employees who retired in January and February 2011. As this is a life long loss we are bearing due to denial of promotion even after Cabinet decided to create additional posts of Principal Private Secretaries well before the retirement of such employees and MACP at appropriate timet was also not given, it is requested that this may find place in your site at the earliest opportunity.

Increase gratuity limit

8 months salary, (33*15/26) basic plus DA is given as gratuity. In 1986, 4th pay commission, its limit was Rs. 3.5 lakhs. This was enough to provide full 18-month pay even to secretary. (8000 basic).

With increase in prices, salaries also have been revised.

Today director level person gets salary 75400 (67000plus 8400 grade pay) plus 50 % DA that is 1,03,000. Gratuity limit is only 10 lakhs. DA will keep on increasing. (It has increased from 0% to 50% in 5 years from 1.1.2006 to 1.1.2011.)

Therefore gratuity limit should be immediately increased to Rs. 25 lakhs, so that retiring people can get their due, which they were getting from year 1947 to 2000.

How many DMs/SSPs have been suspended or transferred ?

It would be interesting to find out as to how many DM/SSP of Meerut have been suspended or transferred on some charge in last 15 years! Would anyone like to be DM/SSP at such places if this continues, whichever the government may be?

Please refer to your item "Jai Ho Kerala - Extension after 60 years" containing the news about the proposal of extension of Chairman & M.D., NTC after 60 years. We wish to draw your kind attention to the O.M. No.18(11)/2005-GM-GL-88, dated the 24th July, 2007 of Department of Public Enterprises (DPE) vide which the Government of India has decided that in the case of sick/loss making CPSEs for which revival plan has been approved by the Government, the following relaxation would be provided:

(i) In case, any Board Level incumbent of such CPSE has contributed exceedingly well in the turnaround of that sick CPSE, his tenure may be extended till he attains the age of 65 years. ……………….

This is not the first such case of extension in PSUs, to our knowledge, as reported by you. In the past also, CMDs of sick PSUs have been given extension beyond 60 years. We request that your esteemed readers of "whispersinthecorridors" be rightly informed about the news item.

DoPT please note

Why Department of Personnel and Training is not rotating the personnel from the ministry of power (including CEA and MNRE). There are people who have paid handsomely to the people to stop there names to be sent to rotation for transfers. Why this injustice is being done to power ministry. Many men are enjoying in power ministry and they are not sent on rotational transfers. This is Azad Hindustan (Independent India) where the rules are for those who obey/otherwise go same easy way.

Simply Raajhat !

On this 25th anniversary of Chernobyl, the declaration of the Government of India to stick to its plans of building 10000 MW Jaitapur Nuclear power plant is an irony of sorts and an obduracy of the state i.e. Raajhat. But the current experience of Fukushima impels us to make our view point clear. I quote relevant pearls of wisdom from that great economist E.F. Schumacher (Small Is Beautiful, Pb 1973): 1) The danger to humanity created by the so called peaceful uses of nuclear energy may be much greater. There could indeed be no clearer example of the prevailing dictatorship of economics. 2) 'The biggest cause of worry for the future is the storage of the long-lived radioactive wastes.... Unlike other pollutants, there is no way of destroying radioactivity.... So there is no alternative to permanent storage.... 3) No place on earth can be shown to be safe. It was thought at one time that these wastes could safely be dumped into the deepest parts of the ocean. Wherever there is life, radioactive substances are absorbed into the biological cycle. Within hours of depositing , these are absorbed into the biological cycle and find their way back to man. 4) No international agreement has yet been reached on waste disposal. 5) The most massive wastes are, of course, the nuclear reactors themselves after they have become unserviceable cannot be dismantled and shifted but have to be left standing where they are probably for centuries, perhaps for thousands of years, an active menace to all life, silently leaking radioactivity into air, water and soil satanic mills . Earthquakes, of course, are not supposed to happen, nor wars, nor civil disturbances, nor riots. Disused nuclear power stations will stand as unsightly monuments ?as nothing compared with the slightest economic gain now. 6) The real development is yet to come, on a scale which few people are incapable of imagining. If this is really going to happen, there will be a continuous traffic in radioactive substances from the 'hot' chemical plants to the nuclear stations and back again; from the stations to waste-processing plants; and from there to disposal sites. A serious accident, whether during transport or production, can cause a major catastrophe; and the radiation levels throughout the world will rise relentlessly from generation to generation. What, after all, is the fouling of air with smoke compared with the pollution of air, water, and soil with ionising radiation? 7) What is the point of economic progress, a so-called higher standard of living, when the earth, the only earth we have, is being contaminated by substances which may cause malformations in our children or grand- children? 8) There is no alternative to permanent storage.... There would then be powerful political pressures to ignore the radiation hazards and continue using the reactors which had been built. It would be only prudent to slow down the nuclear power programme until we have solved the waste disposal problem. 9) 'Since planned demand for electricity cannot be satisfied without nuclear power, mankind must develop societies which are less extravagant in their use of electricity . 10) No degree of prosperity could justify the accumulation of large amounts of highly toxic substances which nobody knows how to make 'safe' and which remain an incalculable danger to the whole of creation for historical or even geological ages. To do such a thing is a transgression against life itself, a transgression infinitely more serious than any crime ever perpetrated by man.

CBDT is most communal

In every batch of IRS, the members of SC/ST communities remain at the bottom of their batches because of their marks in the UPSC exam, but it does not mean that they should be given promotions with their junior batch which the CBDT has been doing from last 20 years and that too intentionally. This year also,1989 batch of the IRS has been promoted to the post of Commissioner but SC/ST officers of this batch have been left out which is the clear communal face of the CBDT. The Congress Party claims to be friendly with these communities, then why this is being done in its regime.

Constitution of bench by the SC

The CIC observed that the information whether the Registry of the Supreme Court (SC) has placed certain papers before the Chief Justice of India for constitution of a Bench as directed in the SC Order in the SLP No. 32855/2009 is plainly administrative in nature. It is difficult to imagine how the disclosure of such information could cause any abrogation of the independence of the judiciary. The CIC directed to provide information on action taken by the SC Registry and also provide copy of the order, if any, for constituting a Bench of appropriate strength for further hearing on the SLP. The CIC further directed to provide a copy of the document, if any, confirming the news about the Hon'ble Chief Justice of India advising Karnataka Chief Justice Hon'ble Mr. Justice PD Dinakaran to go on leave.

While the CIC deserves applause for the interpretation of the RTI Act, is it not surprising that the CPIO of the mighty Supreme Court of India cannot decipher one of the simplest Acts of the independent India? Even earlier, the CPIO of SC has received a rap on the knuckles for similar aberrations.
