Seniormost surviving IAS is no more
The seniormost surviving I.A.S. officer B.C. Kapur, passed away in New Delhi on the 31st of March. Having served as an officer in the army during the 2nd World War Kapur of the Assam cadre, along with with Mr Penn Anthony of the West Bengal cadre, were granted 1941 batch seniority making them senior to several I.C.S. officers. Penn Anthony died several years ago. Kapur, after retiring from the post of Vice Chairman BHEL settled in Delhi and is survived by Mrs Asha Kapur and a daughter settled in Milan.

IFS Promotions in Maharashtra

The controversy around promotion of IFS officers from CCF to APCCF level in Maharashtra refuses to die down. It may be recalled that DPC for these promotions was held on 21st December, 2010 and the panel of selected officers was approved in the first week of January, 2011. Proposal for posting these officers was also submitted to the CM. However, due to pressures from the HIG Command, the Chief Secretary was directed to review the cases of superceded officers on 29th March, 2011. It is now understood that all the superceded officers are now cleared for promotion. The moot question is, there being only 8 vacancies, some of the officers selected by the original DPC will be left out despite having higher merit! They may have to wait for a year or more. Maharashtra is the worst affected State in terms of career progression in IFS. What is curious is that the State Government adopted Bench Mark scores for IFS promotions on 24th March, 2011. If the superceded officers were to be adjudged as per the Bench marks, many of them wouldn't have been cleared! So, what's happening? Is it the way, this State, once famous for administration, is going to function? What if those aggrieved by this action approach the Court? A lot of dirty linen may tumble out of the veiled cabinets of Forest Department. It's time the Appointing Authority took a stock of the murky deals and initiate resolute action to cleanse the system.

Pathetic condition

The second time again the appointment of CMD will not take place and day by day this one of the biggest job provider and service sector will die a natural death and lakhs will be rendered jobless for which the PM or any other Minister or leader of this country least bothered. What a pathetic condition ! The case of MTNL is also like this and still employees with higher qualifications are recruited and what is their future with these sinking ships.

CBDT & CBEC have best promotion prospects

I wish to share with the Whispers Netizens that the CBDT and CBEC have one of the best promotion prospects for Group B officers. Directly recruited Group B officials get promotions to the Senior Administrative Grade viz. the grade of Joint Secretary to the Government. However the fortunes of Group B officials in other central ministries, central paramilitary forces, military establishments and state governments, the situation is extremely bad. Now with proposal for creating 4000 posts in the CBEC at the junior time scale/senior time scale the situation for officials from the revenue boards will be extremely bright. The reason for creating such karge number of posts was given that there is acute stagnation in the Group B cadres and Group C cadres, which is a little far from the truth. Take the case of an Appraiser recruited through the UPSC as a Group B official who retires at a level of Joint Secretary to the Government of India. Further Direct recruits to Group A do not face any better fortunes than the Group C. This is because as for a Group C officer in CBEC or CBDT there are minimum 2 promotions assured similarly for Group A at present there are only 2 promotions assured. If we take into account non functional pay scales like Senior Time Scale (Deputy Commissioners) and Non Functional Selection Grade (Additional Commissioners), then Inspectors and Examiners also enjoy the same benefit through the MACP scheme. Accordingly a Group C officer retires at the Senior Time Scale pay which means atleast 3 promotions assured. This situation is only worse in other central ministries, central paramilitary forces, military establishments and state governments. However the Group A cadre in the CBDT and CBEC are worst placed amongst the host of central civil services and all India services. There is an urgent need to address their concerns because many officers directly recruited by the UPSC as IRS officers are retiring at the level of Joint Secretary to Government of India only. This is an extremely sad situation, because there is MACP scheme for Group A officers.

Bharat Bandh Pakistan Bandh WIC Bandh !!!

It is one of the biggest of achievements of the governments of India and Pakistan that they have made history together for the first time since decades. Normally they don't agree on any subject, even when affectionately guided by America. It was for the first time that they decided on a subject(C S F at Mohaa+li), executed it and celebrated it collectively by declaring official as well as unofficial bandhs(stop work) in their respective countries to cheer up their teams and enjoy the game: cricket and others. Even Sonia joined the revelry. Only Young Rahul seemed to be a bit nonplussed at such a hoopla as young "intelligent" minds have too many worries on their healthy head to waste the whole day and night on such unproductive taxercises(inflexion from exercise). Those who enjoy 24x7 news were irritated at the monopoly of all channels by bairin cricket! But protesters forgot to observe the core issue. For the first time cricket and diplomacy were sought to be played on the same pitch to do solid business. Questions like whether Sonia will attend or not; whether Sachin will complete his ton or not; whether India will win or lose to Pakistan; whether Pakistan will win or make a gift to India instead of handing over the 26/11(nay, Bharat Kumar's chabbis gyarah); whether Manmohan emerge as a real statesman or not etc were high value propositions and had so much at stake that the attention of all the channels for full 72 hours non-stop on Mohaa+li was more than justified. Whether cricket is played or devastated is besides the point so long as it yields something like 10000 crores worth of business across the globe. Even the media made a killing netting billions in advertisement revenue. The match provided the first real glimpse of the charms of glamour: only if Lord Shelley were alive to write another verse! Hi...

Police Enquiry
The appellant desired information regarding action taken report on his complaint dated 29.7.2010. During the hearing, the respondents submitted that the enquiry is now complete. During the course of the enquiry, it was found that the matter was civil in nature and the same was closed by the Police. The Commission directed to provide an
authenticated copy of the enquiry report conducted by the police.

A copy of the complaint or the enquiry report is not exempt from disclosure unless it contains information which would impede the process of investigation or cause any danger to the safety of the complainant.
