However, thanks to efforts & steps taken by Ms Rita Menon Secretary in GOI's Textile Ministry three of these mills have restarted with flying colours. With the helping hand of Dayanidhi Maran, Minister of Textiles, Ms. Menon had put in every atom to make sure that those defunct jute mills worked and finally three of them have come up to life. Two in Kolkata and one in Katihar, Bihar. Those three mills have started on with their production. There are whispers in the power corridors that this initiative is a good omen for the Ministry of Textiles. Hats off to efforts put in by Ms. Menon.

K.V. Eapen who has been appointed as Senior Advisor to Executive Director (ED) of the International Monetary Fund (IMF), Washington D.C. Eapen has handed over his charge of Joint Secretary in the Department of Financial Services (Ministry of Finance) to Alok Nigam-also a Joint Secretary in the Ministry. Eapen is an IAS officer of the 1984 batch who belongs to the Assam cadre. Alok Nigam is an IAS officer of the 1986 batch who belongs to the Haryana cadre.

For the first time in the last 9 years since its inception in the Hindi heartland, ETV Hindi Channels have marked a "breakeven" on March 31,perhaps the first channel in the recent times to earn profits in the present scenerio,where most of the National and Regional Channels are heavily bleeding .Interestingly, the Channels's TRP ratings in all the 7 Hindi States of Rajasthan, Madhya Pradesh, Chhattisgarh, Uttar Pradesh, Uttarakhand and Jharkhand are touching No 1 position in most of the States. This overhaul turnaround has been done by a bureaucrat turned Media person Jagdeesh Chandra, who had taken over as CEO of the Channel two years before. Similarly, after taking over the ETV ,Urdu Channel as its head. Chandra has also ensured that this global Channel, which is the first choice of Muslims in the country ,also makes a breakeven this year. At least two major News Channels have asked their CEO's to study this ETV turnaround success.

Pakistan : Disciplinary Proceedings against PCS officers Association Chief
The Punjab provincial government has asked Rai Manzoor Nasir President of the PCS officers Association to appear before the state chief secretary on 11 April for personal hearing and explain why suitable penalty should not be imposed upon him for staging protest in the civil secretariat premises last month. Show cause notices have been also issued to over 40 other PCS officers for the same 'misconduct'. The most worried lot however appears to be the PCS probationers associated with the protestors in whose case the government is considering termination of service straightway as per probation rules.

ITS should opt for either MTNL or BSNL

ITSA's demand for posting of BSNL from ITS cadre is justified but first of all ITS should opt for either MTNL or BSNL. So far ITS are enjoying the benefits of both sectors viz. Central Government and Public Sector. They enjoy the fruits of public sector without bearing responsibility. Government must ask the ITS to first opt or MTNL/BSNL and if they dont opt, they should be sent to DOT. CBI should conduct enquiry

Most of those people like Balwa who import aircrafts for private use, do it for temporary six months circumventing the provisions of import rules and go on extending it with the connivance of the Aviation Ministry. This is to avoid heavy import duties. Ex-Aviation minister, Praful Patel is reported to have given such sanctions to many including Tata, who is using such an aircraft for more than four years. CBI should conduct an enquiry into this outright cheating immediately.

IFS Promotions in Maharashtra

The controversy around promotions of IFS officers from CCF to APCCF level in Maharashtra refuses to die down. It may be recalled that DPC for these promotions was held on 21st December, 2010 and the panel of selected officers was approved in the first week of January, 2011. Proposal for posting these officers was also submitted to the CM. However, due to pressures from the High Command, the Chief Secretary was directed to review the cases of superceded officers on 29th March, 2011. It is now understood that all the superceded officers are now cleared for promotion. The moot question is, there being only 8 vacancies, some of the officers selected by the original DPC will be left out despite having higher merit! They may have to wait for a year or more. Maharashtra is the worst affected State in terms of career progression in IFS. What is curious is that the State Government adopted Bench Mark scores for IFS promotions on 24th March, 2011. If the superceded officers were to be adjudged as per the Bench marks, many of them wouldn't have been cleared! So, what's happening? Is it the way, this State, once famous for administration, is going to function? What if those aggrieved by this action approach the Court? A lot of dirty linen may tumble out of the veiled cabinets of Forest Department. It's time the Appointing Authority took a stock of the murky deals and initiate resolute action to cleanse the system.

The Appellant had sought the opinion of the PIO on pay revision of an official. He raised queries such as whether fixation of pay is correct as per CCS (RP) Rules, 2008 and which rules of CCS (RP) would be applicable etc. The CIC noted that there was nothing on record and the PIO has given his own interpretation of how the pay revision should
occur. A warning was issued by the CIC to the PIO holding that this is an error on his part since he is not expected to create a record.

Comments

In the definition of "Information" under section 2(f) of the Act, the term 'opinions' and 'advises' means those opinions and advises which are available on the record. The PIO should give what is the matter of record and not give his own opinion.
